Forest management in the region of KPH (Forest Management Unit) Padangan Bojonegoro
needs more maximum efforts through the empowerment of forest village communities. A good
forest management will contribute to the forest itself and the surrounding communities.
Therefore, this study is entitled A REFLECTION OF FOREST VILLAGE COMMUNITY
EMPOWERMENT; A Reflective Study of the Implementation of Forest Village Community
Empowerment Forest Area in KPH Padangan Bojonegoro. The research problems are
formulated as follows: What are the forms of Community Empowerment in Forest Area of KPH
Padangan? How well is the implementation of Community Empowerment in Forest Area of
KPH Padangan?
This study used qualitative approach, with the level of descriptive explanation, with the
unit of analysis of Village Community of Forest Area in the Region of KPH Padangan in
Bojonegoro. The data obtained were primary data and secondary data where primary data
were obtained from interviews by structured questions and participatory observation technique.
Meanwhile, the secondary data were obtained through review of documents. Data and
information obtained were tested on their validity and reliability through the testing technique
of data verification as what exists in qualitative research. Data verification was carried out
through the participation of researchers, triangulation, examination and discussion, as well as
member checking. Data analysis used interactive analysis model.
Based on these results, it was shown that the Joint Forest Management with Society held
at in KPH Padangan Bojonegoro had been carried out through pattern of cooperation although
more maximal efforts were still needed. By the formation of Forest Village Community
Institution (LMDH) in KPH Padangan, rural community empowerment efforts could be
undertaken. This is because LMDH, which is a forum for forest villager communities, has the
right to carry out various co-operations on behalf of forest village community with PT.
Perhutani (State Forestry Company) or related parties. The empowerment activities may
include: Supervision, Sugar Cane Agribusiness, Intercropping Plant Production, Partnership
and Community Development (PKBL), labor absorption, Nursery Production, Maintenance
Cooperation of Terubusan, Cooperation on Bokhasi Fertilizer Making, Wood Sharing and
Cooperation on Porang Plant.
The empowerment of forest surrounding communities in forest management should be
done optimally by considering: the distribution of benefits of forest management that so far has
been considered less fair for the community around the forest should be immediately improved.
Forest management in the future would have to further involve communities in and around
forest maximally, synergistically with adequate community assistance

The research on the profile Chilli seed breeding and its delivering service was done on May–August 2005 in Multi Agro Wiyata and Nuansa Agro Insani, Jember regency. The goals were to find description of service marketing perfomance and to analyce the dominant factor in service marketing from both service providers.There are seven variables in service marketing exactly: Product, Price, Promotion, Place, People, Process and Physical Evidence. This research used survey method with quitsioner by 200 farmers. Services are categorized as “medium-high contact†and thus a high degree of interaction. Interpersonal communication between farmers and service professional with usage appropiate technology is essential for succesful service delivery. The result of descriptive analysis showed that the diferenciation in service marketing performance between Multi Agro Wiyata and Nuansa Agro Insani are product and process delivering service. The dominant factors in service marketing,"People performance" in Multi Agro Wiyata and "physical evidence performance" in Nuansa Agro Insani.Keywords: Chilli Seed breeding, Service Marketing, Effective Technolog
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Akselerasi Daya Dukung E-Procurement dan Model Penumbuhan Iklim Usaha Daerah Berbasis E-Gov
Salah satu aplikasi E-Govemment dalam pelayanan publik adalah Electronic
Procurement (lelang elektronik) yang berusaha untuk memotong mata rantai birokasi
dan membuat belanja sektor publik untuk lebih efektif dan efisien. Penelitian
Terdahulu oleh Singer et al (2009) menunjukan bahwa E-Procurement mampu
menghemat belanja pemerintah dan membuat proses pengadaan barang dan jasa
lebih efisien dan murah. Sedangkan Othman et al.(2009) menunjukan bahwa
walaupun E-Procurement bisa menjamin proses pengadaan barang dan jasa lebih
transparan dan akuntabel, namun pemerintah tetap harus melakukan pengawasan
berkelanjutan dalam mencegah maupun mengawasi terjadinya korupsi melalui
pemalsuan (fraught) dalam proses E -Procurement.

dilakukan, sehingga penelitian yang akan dilakukan menjadi sangat signifikan untuk
menemukan faktor apa saja yang dapat menjadi daya dukung dan akselarasi
pelaksanaan E-Procurement yang mampu menumbuhkembangkan iklim usaha
daerah secara akuntable dan transparan. Peneliti menggunakan metode penelitian
deskriptif dengan pendekatan kualitatif untuk mengetahui karakteristik inovasi
layanan yang menjadi tahapan penting untuk mengetahui kapasitas daerah dalam
mengelola aplikasi E-Gov pada pelayanan publik, sehingga dapat menentukan
strategi yang tepat dalam memberikan daya dukung yang simultan pad a pelaksanaan
E-Procurement yang transparan, akuntabel dan mampu menjadi inisiator akselerasi
tumbuh kembangnya iklim usaha daerah
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
