François Sublet de Noyers (1589-1645) Ad majorem regis et Dei gloriam
The Sublet family originated in Blois where Jean Sublet, clerk of the bailiwick, gave birth to eighteen children. It was a united family, living in the 16th and 17th centuries, in the same Parisian district, the Marais. One of the children, François Sublet de Noyers, was born in 1589. He was first a clerk to his uncle, Jean Bochart, superintendent of finance, and then intendant of finance. In 1613 he married Isabelle le Sueur. His relationship with Jean Bochart, a distant cousin of Cardinal de Richelieu, placed him in the latter's orbit and under the protection of Marie de Médicis. In the early 1630s, Cardinal de Richelieu entrusted him with the stewardship of the armies of Champagne and Picardy. The 1630s marked a turning point in the life of François Sublet de Noyers. He succeeded Abel Servien in the position of Secretary of State for War. He then became a "creature of Richelieu", a notion which implied a privileged link with the cardinal. François Sublet de Noyers owes his fortune and prestige to him. In particular, he played the role of intermediary between the king and the cardinal. Louis XIII had little affection for Sublet de Noyers, but he ended up using the one who was considered a "damned soul" of the cardinal. As Secretary of State for War, Sublet de Noyers had above all to manage the administrative aspects of the wars waged by King Louis XIII from 1636 to 1643. The Secretary of State for War was to undertake a series of reforms aimed at establishing an army commensurate with the royal ambitions. He became indispensable and was honored by the king, who made him superintendent of buildings in 1638. He then became a "high and mighty lord" protector whose favors were sought, but also the protector of the religious, and in particular the Jesuits. François Sublet de Noyers was at the height of his power in 1642. The death of Cardinal de Richelieu gave him the opportunity to become the main minister of Louis XIII. Sublet de Noyers died in 1645 in disgrace. En tant que secrétaire d’Etat de la guerre, Sublet de Noyers doit avant tout gérer le aspects administratifs des guerres menées par le roi Louis XIII de 1636 à 1643. Le secrétaire d’État de la guerre va entreprendre une série de réformes qui visent à mettre en place une armée à la dimension des ambitions royales. Il se rend alors indispensable et est couvert d’honneur par le roi qui le fait en 1638 surintendant des Bâtiments. Il devient alors un « haut et puissant seigneur » protecteur dont on recherche les faveurs mais également le protecteur des religieux, et en particulier des Jésuites . François Sublet de Noyers est à l’apogée de son pouvoir en 1642. La mort du cardinal de Richelieu lui laisse entrevoir la possibilité de devenir le principal ministre de Louis XIII. Sublet de Noyers meurt en 1645 dans la disgrâce. Mais sa réussite sociale est représentative de la symbiose qui existe entre famille

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Performance analysis of superconducting rf cavities for the CERN rare isotope accelerator
The first cryomodule of the new HIE-ISOLDE rare isotope accelerator has recently been commissioned with beam at CERN, with the second cryomodule ready for installation. Each cryomodule contains five superconducting low-beta quarter wave cavities, produced with the technology of sputtering a thin niobium film onto the copper substrate (Nb/Cu). This technology has several benefits compared to the bulk niobium solution, but also drawbacks among which the most relevant is the increase of surface resistance with accelerating field. Recent work has established the possible connection of this phenomenon to local defects in the Nb/Cu interface, which may lead to increased thermal impedance and thus local thermal runaway. We have analyzed the performance of the HIE-ISOLDE cavities series production, as well as of a few prototypes’, in terms of this model, and found a strong correlation between the rf properties and one of the model characteristic quantities, namely the total surface having increased interface thermal impedance
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Immigration and Housing During Home Confinement: The Case of Sublet Rooms
[spa] Para la población inmigrante, el subarriendo de habitaciones es una forma común de acceso a una vivienda. En el contexto de la coyuntura de la covid-19, se examina el impacto del confinamiento domiciliario obligatorio decretado al inicio de la pandemia en la población inmigrada residente en habitaciones realquiladas en el Área Metropolitana de Barcelona. Se analizan 27 entrevistas semiestructuradas realizadas a dicho colectivo. Los resultados muestran la agudización de problemáticas preexistentes: problemas de convivencia, condiciones de vivienda deficientes, sobreocupación o precios excesivos, así como la aparición de nuevas dificultades a raíz de la convivencia constante y forzada, al no poder hacer uso del espacio público y al cierre de instituciones, afectando la salud física y psicológica de este colectivo. Se demuestra que el subarriendo, que acoge gran parte de la población residencialmente excluida, no garantiza una vivienda digna, adecuada y segura para enfrentar un confinamiento domiciliario.[eng] For the immigrant population sublet rooms are a common way of access to housing. decree at the beginning of the pandemic, on immigrants living in sublet rooms in the Barcelona
Metropolitan Area. 27 semi-structured interviews carried out within this group are analyzed.
The results show the worsening of pre-existing problems: coexistence problems, poor housing con-
ditions, overcrowding or excessive prices, as well as the appearance of new difficulties due to con-
stant and forced coexistence, not being able to use of public spaces and closure of institutions, af-
fecting the physical and psychological health of this group. It is shown that subleasing, which hosts
a large part of the residentially excluded population, does not guarantee a decent, adequate, and
safe home to face home confinemen
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
sophisticated methods
