    The Proposal of Cross-Strait Interim Agreement

    The two sides of the Taiwan Strait have been divided and ruled for more than 70 years. Today, they are still in an ambiguous situation of both struggle and competition. In addition, the conflicts in the Taiwan Strait have been heating up in recent years, and the geopolitical fight between the United States and China for hegemony in East Asia has forced Taiwanese people to think about a new transition plan for "peaceful" handling of cross-strait conflicts. The cross-strait interim agreement was proposed in the late 1990s and has been unable to achieve a peaceful settlement of conflicts and disputes between the two sides of the strait under the changing international situation. Therefore, the two sides of the strait need to re-examine the most suitable solution for dealing with each other's problems. The purpose of this thesis is to determine the related qualitative theories of the interim agreement from the perspective of international law. The United States, China and Taiwan have put forward the concept of the connotation of the interim agreement between the two sides of the strait, and through the international example of the conflict between Russia and Ukraine. Relevant enlightenment of the negotiation between the international community, and the situation between Russia and Ukraine. It is hoped that the Republic of China can become a "safe buffer area" under the competition between the major powers of China and the United States and explore a feasible conceptual plan for a cross-strait interim agreement

    [[abstract]]In the first half part of 20th century, there were two world wars. Both China and Europe had been suffered the bitterness of cruelty as killing and damage. After 1945, followed a temporary peace, in 1949 a new nation-The People’s Republic of China were given birth to the world. Since then China has been divided to two parts across Taiwan Strait. There are the Republic of China founded in 1912, and the People’s Republic of China founded in 1949 co-exists in the world. After 30 years opposition in the area across Taiwan Strait came a period of hot communication for a decade, then another decade of warm economic relationship and cold political situation, this is a ”Dilemma”. In Europe after the 2nd World War, France and German decided to hold hands rather than fighting. Since 1951, from ECSC to EEC, six European countries, including France, German, Italy, Netherlands, Belgium, and Luxemburg combined together and formed EC. Because of the spill-over effect, the EC enlarged from 6 to 10, to 12, to 15, to 25 countries, as a European Union. Can Taiwan and PROC have a win-win policy by copying the European Union experience of integration? In this study, there comes a conclusion: after a long term of economic communication both side of cross Taiwan Strait will get more and more depending on each other, and the political Authorities of both sides might getting to a common consensus for the best benefit of the people of Taiwan and PROC: A Greater China Common Market could be a mid-term target for this area. After the gap of social, culture, and political system getting smooth out, a political integration might be the next step.

    Projects in this collection: Open Engagement From http://www.jendelosreyes.com/about: Jen Delos Reyes was born in the city of Winnipeg, Manitoba, Canada, and educated first in its local music scene of the mid-90’s infused with the energy of Riot grrrl and DIY, and then in its university. [1] How she works today is rooted in what she learned in her formative years as a show organizer, listener, creator of zines, and band member. Graduate work at the University of Regina made the space possible for her to see her work as an organizer as a key component of her continued creative work. Jen Delos Reyes is a \u27farmer of sorts and an artist of sorts\u27[2], educator, writer, and radical community arts organizer. She is defiantly optimistic, a friend to all birds, and proponent that our institutions can become tender and vulnerable. Her practice is as much about working with institutions as it is about creating and supporting sustainable artist-led culture. Delos Reyes worked within Portland State University from 2008-2014 to create the first flexible residency Art and Social Practice MFA program in the United States and devised the curriculum that focused on place, engagement, and dialogue. The flexible residency program allowed for artists embedded in their communities to remain on site throughout their course of study. She worked with the Portland Art Museum from 2009-14 on a series of programs and integrated systems that allowed artists to rethink what can happen in a museum, and reinvigorate the idea of the museum as a public space. From 2015-2022 Delos Reyes was the Associate Director of the School of Art & Art History of the University of Illinois, Chicago’s only public research university, where she taught in the departments of Art and Museum and Exhibition Studies. She was the Director and founder of Open Engagement, an international annual conference on socially engaged art that was active between 2007-2019 and hosted ten conferences in two countries at locations including the Queens Museum in New York. After over a decade of large scale organizing she is now focused on work on the scale of her life. She is the author of I’m Going to Live the Life I Sing About in My Song: How Artists Make and Live Lives of Meaning, Everything You Ever Wanted to Know About Public Engagement But Were Afraid to Ask, and Defiantly Optimistic: Turning Up in a World on Fire. Delos Reyes divides her time between Chicago, IL where she is the founder of Garbage Hill Farm, and Ithaca, NY where she is an Associate Professor of Art at Cornell University.     Abstract Along with the bursting hostility between two sides of the strait yet of the mutual exchanges, still with the commencement of China's reformation and opening up, the injection of world capital and the large-scale westward aiming of Taiwanese businessmen, China's economy has been keeping growing and expending, and technology and communications have also been well developed, accompanied by the emergence of Unheard of telecommunications fraud, Internet telecommunications fraud has developed from a relatively small scale of groups to a large-scale multinational organization in one deadly diving under the development for more than a decade. The problems of trust, coordination, as well as stability between societies directly cause huge financial losses and mental detriment to people, which may even lead to casualties at some circumstances. Such felony has continued to spread to Southeast Asia, Africa, Eastern and Southern Europe and other regions in recent years. As for how to unite synchronized cooperative law enforcement actions in third places, increase mutual trust, expand the content of investigation cooperation, and the applicability of investigation content, etc., the law enforcement between countries seems quite difficult, but the ownership of the criminal jurisdiction of the defrauding members and the destination of the suspect's repatriation have become disputes before the judicial authorities of both sides of the strait. However, fraud groups are now taking malicious advantages of the advancement of science and technology. Besides, their criminal methods are bettering gradually, and the tools for committing crimes are diverse. They are good at using various telecommunication network technologies, collecting head accounts and cross-border operations of criminal groups to evade criminal persecution. The research collects and sorts out a large number of "Agreement on Cross-Strait Joint Crime Prevention and Mutual Legal Assistance", aiming at the problems existing in cross-Strait mutual judicial assistance after the signing of the agreement, the current situation and dilemma of cross-strait cooperation, and the basic cases of cross-Strait police cooperation on international police law enforcement carry out relevant analysis and discussion, then to fix out the above-said problems, proposing relevant solutions and cooperation.     Public Support for the Financing of RD&D Activities in New Clean Energy Technologies

    Several market failures, as well as other technical, economic and regulatory barriers to the market penetration of clean energy technologies result in under-investment of private innovators in RD&D. Therefore, public support is needed in order to induce innovations. Policy tools creating market conditions that are attractive for the exploitation of clean technologies (market pull) must be combined with other tools directly supporting the development of these technologies through the provision of public funds (technology push). Thereby, financing policy instruments should be chosen so that their characteristics match with those of the specific innovation process being targeted at the same time that social welfare is maximized.     This thesis is to study the political role of the People's Liberation Army from the approach of structure and function. The framework of the thesis consists of three major parts, first, the influence of Chinese traditional political culture on, and the formation of, the political role of the PL A; second, the influence of domestic political struggles and external military conflicts on the development of the political role of the PLA; and the third, the analysis of the transition of the PLA's political role from the structure and personnel arrangements of the CCPCC Within the above-mentioned three scopes, this thesis make a thorough discussion on the following: (1) The relationship between the structure of the PRC and the formation of the PLA's political role; (2) How has ideology influenced the army's political role; (3) What is Mao's viewpoint and his influence on the development of the army's political role; (4) What is the link between the army and the party, and how has this developed; (6) What accounts for the expansion of the PLA's political functions; (7) What is the influence of political factional struggles on the PLA's political role; (8) Is it political institution or military institution that controls the recruitment of the military elite; (9) What are the disparities between the military elite in handling international conflicts and what are their political considerations; (10) What is the Party's position in the army; (11) How have the Party’s important meetings and personnel arrangements influenced the rise and fall of the PLA's political role

    Building the Mechanism of Security Cooperation across the Taiwan Strait \ue2 An Analysis of Non-Traditional Security Perspective

    Non-traditional security has become an important issue of international security issues, and is also facing a threat to cross-strait relations. If it is the connotation of military facets of cooperation (agreement) to facilitate the development of the cross-Strait relations, it also reduces the doubts surrounding countries. Therefore, the proposal of this thesis has focused on the non-traditional security. This research has primarily focused on non-traditional security fields including disaster prevention, disease control and sea rescue to explore current cross-strait cooperation model. Further, this study discussed future research on construction of security cooperation mechanism, and analyzed the cross-strait military security in response to the law of non-traditional sources and strategies. The result of this research found that cross-strait exchange in the dispute over sovereignty is the main constraining factor. Both in response to non-traditional security threats related to resources have not yet integrated to build the mechanism of security cooperation, and play an important role in the military are cross-strait to toward the future. In addition, the conclusion of this research indicated that cross-strait should build a non-traditional security through academic exchange, channels of negotiation, friendly reciprocal visits, and joint exercises of compound disaster, and the inclusion of cross-strait military security cooperation mechanism within policy formation process

    [[abstract]]Abstract Based on the importance of character education in this new century, this study chose the case of Fu Jen Catholic University to learn how they promote character education through related curriculum design, hoping to present the research result of referable models and strategies for promoting character education to current higher education institutes in the country. The purposes of this study are: 1) to discuss the concept and related theoretical foundations of character education; 2) to understand the ideal of Fu Jen Catholic University’s promoting character education; 3) to discuss the model that Fu Jen Catholic University applies in promoting character education; 4) to analyze the strategies that Fu Jen Catholic University applies in promoting character education; 5) to conclude the research result and propose practical recommendations as references for other colleges and universities when they promote character education. This study concluded the followings: 1) the ideal of Fu Jen Catholic University’s promoting character education comes from the “Apostolic Constitution on Catholic Universities” and the value of whole-person education; 2) Fu Jen Catholic University promotes character education through three dimensions – formal curriculum, informal curriculum and hidden curriculum; 3) their promoting strategies include: (1) to actively convey those core values of truth, goodness, beauty and holiness to faculty members, students and staff; (2) to shape those core values through leadership; (3) to blend those core values into related formal curriculum of character education; (4) to set the basis of those core values in campus’s code of conduct; (5) to encourage open discussion and dialogue on ethic issues; (6) to assist students in practicing those core values; (7) to ensure that the campus is a caring and respectful community; (8) to commit to students of providing a whole-person education. The weakness include: (1)to enhance the assessment currently insufficient on the achievements of those core values; (2) to show pride on school’s accomplishments in promoting morality and citizen moral character. Finally, some research suggestions are proposed according to conclusions: 1) suggestions on Fu Jen Catholic University’s promoting character education; 2) suggestions on other colleges and universities in the country when they promote character education; suggestions on future studies. The application of this research result is mainly to improve and assess the continuous promotion of character education in Fu Jen Catholic University. In addition, this study also hopes to be able to provide valuable references for other colleges and universities in the country when they promote character education in the future and be well referred as to the direction and vision of developing excellent culture in university campus. Besides, during the research process, this study expects to arouse the public’s attention and feedback on character education so that more people will throw themselves into either academic or practical fields of study to enhance the development of character education.
