Marangoni driven free surface flows in liquid weld pools
Extending the weldability of novel materials, and improving the weld quality by tailoring weld microstructures are key factors to obtain the welding techniques demanded in the modern manufacturing industries. This can be done, for example, by feeding chemical elements from a consumable wire into the weld pool during welding. The mixing of chemical components in the weld pool and the resulting post-solidification weld microstructures are influenced by weld pool hydrodynamics. Weld pool hydrodynamics is known to be primarily driven by Marangoni forces acting at the free liquid surface, i.e by tangential gradients in surface tension along the liquid surface due to pronounced lateral gradients in temperature and surface active element concentration. In this research, we develop a Computational Fluid Dynamics model to study steel weld pool hydrodynamics during conduction mode laser spot welding. It is concluded that free surface deformations and instabilities have a strong impact on the fluid flow and heat transfer in weld pools, and should therefore be accounted for in weld pool simulations. With increasing the surface active element concentration and laser power, the weld pool flow becomes highly unstable and can no longer be accurately modeled with a flat surface assumption. More accurate predictions of weld pool physics can be made if the free surface, solidification stage, and three-dimensionality are taken into account. Studies on chemically induced physio-morphological changes in a water mold, Allomyces macrogynus, 1969
A study of the in vitro effects such chemicals as adenine, aureomycin, benzyl adenine, niacin and sodium barbital have on morphogenetic patterns in the water mold Allomyces macrogynus, has been conducted. Cultures of A.macrogynus have been grown on one-fourth strength Emerson's YpSs agar supplemented with each chemical. A nonsupplemented one-fourth strength YpSs agar served as the control. All cultures were grown under normal laboratory temperature and light conditions for a three-week period. Microscopic observations were made at the end of 7, 15 and 21 days to determine the extent of morphogenetic variations induced by the chemicals. At concentrations of 38/ml adenine and 38/ml benzyl adenine a higher percentage of male gametangia formed on gametothalli. Concentrations of 0.1 mg/ml benzyl adenine were found to induce a higher percentage of Z.S. to R.S. on sporothalli, whereas 98/ml of barbital sodium caused an increase in the number of gametangia forming on gamethothalli. Concentrations of 38/ml of benzyl adenine and 91/ml of barbital sodium were found to induce a higher percentage of R.S. on gametothalli. Concentrations of 91/ml of barbital sodium and 48/ml of aureomycin were found to induce "hyphal" protuberations from Z.S., whereas a concentration of 2S8/ml of barbital sodium induced "hyphal" protuberations from gametangia as well as sporangia. Concentrations of 18/ml and 48/ml of niacin were found to induce spore germination within Z.S. Cytochemically the presence of protein and nucleic acids was detected. It was concluded in light of these observations that the five organic chemicals used in this investigation exhibited distinct morphogenetic inductive principles which alter the regulatory mechanism in Allomyces macrogynus

Approximate Personal Name-Matching Through Finite-State Graphs
This article shows how finite-state methods can be employed in a new and different task: the conflation of personal name variants in standard forms. In bibliographic databases and citation index systems, variant forms create problems of inaccuracy that affect information retrieval, the quality of information from databases, and the citation statistics used for the evaluation of scientists' work. A number of approximate string matching techniques have been developed to validate variant forms, based on similarity and equivalence relations. We classify the personal name variants as nonvalid and valid forms. In establishing an equivalence relation between valid variants and the standard form of its equivalence class, we defend the application of finite-state transducers. The process of variant identification requires the elaboration of: (a) binary matrices and (b) finite-state graphs. This procedure was tested on samples of author names from bibliographic records, selected from the Library and Information Science Abstracts (LISA) and Science Citation Index Expanded (SCI-E) databases. The evaluation involved calculating the measures of precision and recall, based on completeness and accuracy. The results demonstrate the usefulness of this approach, although it should be complemented with methods based on similarity relations for the recognition of spelling variants and misspellings

ТЕЛЕМЕДИЦИНА: ПРАВОВОЙ АСПЕКТ ПРИМЕНЕНИЯ
The article raises the problem of legal regulation of telemedicine application. The analysis of the problem focuses on the possible application of information and communication technologies in the provision of cross-border health services. The relevance of the issues raised by the author is directly related to the increasing intensity of the development of telemedicine, as well as the prospects and potential of its application. Particular importance is attached to the issues of conflict of laws relating to telemedicine. The objectives of the work will be to identify the best possible mechanism of legal regulation of telemedicine. In achieving this goal, the author studies the main legal issues in the field of information and communication technologies in the provision of medical services, including those related to the protection of personal data of patients, risks and responsibilities of medical personnel in the implementation of telemedicine, licensing of cross-border telemedicine activities. The study revealed certain difficulties in establishing a uniform legal framework for the regulation of telemedicine activities, but indicated the urgent need to develop unified international rules for the application of telemedicine.В научной статье поднимается проблема правового регулирования применения телемедицины. При анализе проблемы основное внимание уделяется вопросу возможного применения информационно-коммуникационных технологий при оказании трансграничных медицинских услуг. Актуальность вопросов, затрагиваемых автором, непосредственно связана с все возрастающей интенсивностью развития телемедицины, а также перспективами и потенциалом ее применения. Особая важность придается вопросам коллизии правовых норм, касающихся телемедицины. Цели работы заключатся в выявлении наилучшего возможного механизма правового регулирования телемедицины. При достижении поставленной цели, автором изучаются основные вопросы правового характера в области применения информационно-коммуникационных технологий при оказании медицинских услуг, в том числе связанные с защитой персональных данных пациентов, рисками и ответственностью медицинского персонала при осуществлении телемедицины, лицензированием трансграничной телемедицинской деятельности. Исследование выявило определенные сложности в установлении единообразной правовой базы регулирования телемедицинской деятельности, однако обозначило острую необходимость разработки унифицированных международных правил применения телемедицины

Jak české soudy poskytují své rozsudky na základě práva na informace?
Předložený článek představuje výsledky empirického výzkumu rozhodovací činnosti českých okresních soudů při poskytování svých rozsudků na základě práva na svobodný přístup k informacím. Jsou představena rozsáhlá data o míře dodržování lhůt k poskytnutí informací, o délce prodlení, o možnostech obrany proti tomuto prodlení či proti negativním stanoviskům povinných subjektů k poskytnutí informací, stejně tak o výši požadované úhrady za poskytnuté informace. Základ článku je empirický, ovšem následuje řešení normativních otázek, kdy autor článku kritizuje dvě různé judikatorní linie udržované Nejvyšším správním soudem, které vedou ke zbytečnému omezení práva na informace žadatele, aniž by zde byla racionální protihodnota plynoucí z tohoto omezení.Th is article presents results of empirical research focusing on the question of how Czech district courts provide their judgments to individuals based on their requests using right to access to public information. The author presents datasets on how the courts adhered the deadlines prescribed by the law, the length of their delay, reasons why some courts refused to provide the information and also the amount of payment requested for the information. The basis of the article is, therefore, empirical, but its conclusions are normative, as the author criticizes two branches of case law of the Czech Supreme Administrative Court, which unnecessarily restrict right to access to public information without corresponding improvement on the side of other countervalue

The scientific article raises the problem of legal regulation of the use of telemedicine in the context of the General fight against the COVID-19 coronavirus pandemic. The analysis of the problem focuses on the possible use of information and communication technologies in the provision of cross-border medical services, which are complicated by the social distancing of both patients and doctors. The relevance of the issues raised by the author is directly related to the increasing intensity of telemedicine development, as well as the prospects and potential of its application in the "high-readiness mode". The purpose of the work is to identify the best possible mechanism for legal regulation of telemedicine. The study revealed certain difficulties in establishing a uniform legal framework for regulating telemedicine activities, but indicated an urgent need to develop unified international rules for the use of telemedicine, and also revealed the readiness of the Russian Federation to promptly implement telemedicine technologies in the fight against the COVID-19 coronavirus pandemic.В научной статье поднимается проблема правового регулирования применения телемедицины в условиях всеобщей борьбы с пандемией коронавирусной инфекции COVID-19. При анализе проблемы основное внимание уделяется вопросу возможного применения информационно-коммуникационных технологий при оказании трансграничных медицинских услуг, которые усложняются социальным дистанцированием как пациентов, так и врачей. Актуальность вопросов, затрагиваемых автором, непосредственно связана с все возрастающей интенсивностью развития телемедицины, а также перспективами и потенциалом ее применения в «режиме повышенной готовности». Цели работы заключаются в выявлении наилучшего возможного механизма правового регулирования телемедицины. Исследование выявило определенные сложности в установлении единообразной правовой базы регулирования телемедицинской деятельности, однако обозначило острую необходимость разработки унифицированных международных правил применения телемедицины, а также выявило готовность Российской Федерации к оперативному внедрению технологий телемедицины в условиях борьбы с пандемией коронавирусной инфекции COVID-19
