Is there a European university model? New evidence on national path dependence and structural convergence

This is the final report of a study looking at the past and potential future of research institutes in Europe. In contrast to the universities, which are widely studied, the institutes are barely part of the EU policy discussion and the discussion about the European Research Area. The study therefore focuses on institutes in six fields, aiming to provide a broad spread of analysis that can improve understanding of the institutes and underpin policymaking in the institute sector. The overall aim of the study is to provide a basis for informing EU- and national-level policies about the role of research institutes in the development of the European Research Area (ERA). If the ERA is to become a reality, then aspects of Europe’s institute system will need to be tuned towards effectiveness and efficiency at the European level and not only, as at present, the national level. We therefore place particular emphasis on issues related to internationalisation and the international division of labour

The paper draws on institutional theory with special attention to recent contributions that aim at developing its micro-foundations. We address the question of how individual higher education institutions deal with institutional pluralism. We develop an analytical framework inspired by institutional theory, the sensemaking perspective in organisation theory and strategy-as-practice to connect the macro-transformation processes of the organisational field and the micro-processes of organisational strategising
The transformation of steering and governance in Higher Education: funding and evaluation as policy instruments.
This paper focuses on policy implementation in higher education (HE) to be analysed through the evolution and transformation of the policy instruments, namely those related to the Government funding and evaluation. The research questions are: to what extent instruments can reveal the evolution of policy rationales and justifications? How instruments emerged, and become institutionalised, affecting and being affected by the characteristics of national configuration of HE systems? Whether and how they produce desired effects or evolve in unpredictable ways, generating unexpected results, playing new roles and functionalities? The evolution of the instruments seems to be dependent on some characteristics of the context and some key features of the instruments. The development has been often inspired by NPM principles, which aimed at increasing steering capacity of the policy maker on one side, and university role and autonomy on the other. The common narrative is then declined in very different ways among countries, and instruments implementation reveals the extent to which it is adapted to the existing characters (dominant paradigm) of the HE system.Higher Education, Funding, Evaluation, Policy instruments, Policy implementation
Comparing the evolution of national research policies: What patterns of change?
This article presents a comparative analysis of the evolution of national research policies during the past three decades in six European countries (Austria, Italy, France, Netherlands, Norway and Switzerland), with a special focus on the changes of public project funding schemes. It systematically uses indicators on the volume of funding attributed by each instrument and agency, which have been developed in a project of the European network of excellence PRIME. A common model is identified in these countries, where project funding is the second main channel of public funding of research, but also there are considerable variations among them in the share of instruments and agencies, and in beneficiaries. There are three interesting commonalities: a strong increase of project funding volumes; a differentiation of instruments; and a general shift towards instruments oriented to thematic priorities. They also show that individual countries appear to follow quite distinct paths in the organisation setting of funding agencies, and that national differences in funding portfolios persist through time

This paper provides a new and systematic characterization of 488 universities, from 11 European countries: Finland, France, Germany, Hungary, Italy, Netherlands, Norway, Portugal, Spain, Switzerland and UK. Using micro indicators built on the integrated Aquameth database, we characterize the European university landscape according to the following dimensions: history/foundation of university, dynamics of growth, specialization pattern, subject mix, funding composition, offer profile and productivity.Universities Size Growth Productivity Specialization Differentiation
