    A worldwide surge in poaching and wildlife trafficking is threatening to decimate endangered species. This crisis also threatens the security of human beings in ways ignored until recently by decision-makers slow to begin to treat what is typically viewed as a ‘conservation issue’ as serious crime.Over the past decade, as the scale and profitability of poaching and wildlife trafficking have grown, politicians, journalists and campaigners throughout the world have begun to take notice – they are offering striking appraisals of the threat posed not only to endangered species but also to human populations. Many of these appraisals, however, are made in the absence of a detailed body of empirical research and analysis to underpin them. The result is the growth of a range of myths and misperceptions around the security threats posed, particularly as they relate to Africa.Poaching, Wildlife Trafficking and Security in Africa examines the most common narratives on poaching, wildlife trafficking and security. It critically analyses the dominant discourses on poaching and wildlife trafficking as threats to human security, as drivers of conflict, as funders of terrorism and as a focus for organised crime. In doing so, it seeks to sort myth from reality, to clarify how poaching and wildlife trafficking, as much cited threats to security, can most accurately be conceived. Such a study is crucial to the efforts of stakeholders now rightly looking to respond not just to the threat posed to endangered species, but also to the security and wellbeing of human beings

    Counter-terrorism with Chinese characteristics

    Counter-terrorism in the People’s Republic of China (PRC, China) is largely a domestic affair aimed at non-Han ethnic groups who challenge the status quo through acts of political resistance, including bombings and self-immolation. China’s population of 1.3 billion comprises 56 ethnic groups, the largest at 91.6% being Han. Yet 60% of China’s territory is populated by non-Han minorities. They are mostly the Turkic-speaking people in the northwest and Tibetans in China’s far west. It is here in these remote but strategically important areas of China that terrorism takes on its ‘Chinese characteristics’, that is, the threat of secession and its manifold implications. With China’s global interests spreading, especially via the Belt and Road Initiative (BRI) by which China is emerging as a major transregional power, counter-terrorism efforts are also projected beyond the PRC’s borders. In both domestic and international efforts to combat terrorism, China has taken a determined stance, comprehensively employing military, paramilitary, political, technological, and regional security measures. This chapter examines the perceived threat, the response, and its efficacy – all within the wider lens of China’s own experience and a security doctrine that sees political dissent as insipient terroris

    Decommissioning and Paramilitary Strategy in Northern Ireland:A Problem Compared

    This study examines the problems of paramilitary decommissioning in Northern Ireland. It analyses why decommissioning has become so contentious in the Northern Ireland peace process. Decommissioning, though, is not a unique or intrinsically insurmountable problem. This is demonstrated by highlighting the issue in international context. Three examples of decommissioning in conflict resolution processes are assessed: the Lebanon, El Salvador and Mozambique. These varied examples do supply some limited lessons for Northern Ireland. This study argues that the explanation for the intractability of decommissioning in Northern Ireland resides, to a greater extent, in the tactical and strategic reasoning of the main paramilitary groupings in Northern Ireland. The factors that condition their thinking, however, can be found in the nature of the peace process itself which provides the paramilitiaries with every incentive to retain possession of their weapons

    Dissertação de mestrado em Engenharia de SistemasA primeira revolução industrial foi o marco de toda a evolução que ainda hoje está presente, em todos os níveis na vida da sociedade em geral. O âmbito desta dissertação do Mestrado em Engenharia de Sistemas enquadra-se exatamente nesta temática da evolução, nomeadamente no que refere aos sistemas integrados de gestão, os Enterprise Resource Planning (ERP). O presente documento é o culminar da participação do autor na equipa de implementação de um ERP e de um Manufacturing Execution System (MES) desenvolvido em ambiente empresarial. Este projeto de investigação tinha como principal objetivo a análise de todo o processo de implementação, nomeadamente a compreensão do modus-operandi da Wieland Thermal Solutions Portugal (WTP) com o sistema de informação (SI) antigo, quais as dificuldades sentidas no uso deste, quais foram as motivações para a decisão de implementação de um sistema de gestão integrado e avaliar o grau de satisfação dos utilizadores quanto ao uso dos novos SI. A dissertação carateriza-se, portanto, como um processo de investigação-ação que envolveu a participação ativa do autor e dos restantes participantes, num ambiente colaborativo. Neste sentido, e passado dois meses após o Go-Live, foram distribuídos questionários pelos três níveis organizacionais, com vista a analisar os resultados dos mesmos, tendo por base os objetivos estipulados. Desta feita, considera-se como principais resultados deste projeto de investigação o elevado nível de digitalização da organização comparativamente ao período de tempo antes da implementação, a redução quase total do papel ao nível do chão de fábrica, a integração sólida que existe neste momento entre sistemas e entre departamentos, o elevado grau de satisfação dos utilizadores (cerca de 60% da amostra) no que ao uso dos novos sistemas diz respeito e a utilização de apenas 80% do orçamento previamente definido. Como sugestões de melhoria e/ou trabalhos futuros foram identificados a necessidade da reflexão de alterações realizadas no SAP, no APS, e no WFS após ser realizado o release da OP para o WFS e a reengenharia dos processos de negócio no que às verificações de qualidade ao longo do processo produtivo diz respeito.The first industrial revolution was the start of all evolution that is still present today, at all levels in society life in general. The scope of this dissertation of the Master’s in Systems Engineering fits exactly in this theme of evolution, mainly in what refers to integrated management systems, the Enterprise Resource Planning (ERP). This document was developed in a business environment, with author participating in the implementation team of and ERP and a Manufacturing Execution System (MES). This research project had as main objective the analysis of the whole implementation process, namely the understanding of the modus-operandi of Wieland Thermal Solutions Portugal (WTP) with the old information system, what were the difficulties experienced in using it, what were the motivations for the decision to implement an integrated management system and evaluate the user satisfaction regarding the use of the new information systems. The dissertation is characterized, therefore, as an action-research process that involved the active participation of the author and the other participants, in a collaborative environment. In this sense, and two months after Go-Live, questionnaires were distributed to the three organizational levels in order to analyze their results, based on the stipulated objectives. The main results of this research project are the high level of digitalization of the organization compared to the period of time before the implementation, the almost total reduction of paper use on shopfloor, the solid integration that now exists between systems and between departments, the high level of user satisfaction (about 60% of total respondents) in what regards to the use of the new systems and the use of only 80% of the previously defined budget. As suggestions for improvement and/or future work the author identified two main topics, the need to have the changes made in SAP, APS and WFS reflected in WFS after releasing the PO from SAP to WFS and the reengineering of business processes in what concerns to quality checks
