présenté par Life Insurance Officers Association à la Commission Rowell-Sirois,
au sujet des pouvoirs respectifs des gouvernements provinciaux
et fédéral en matière d’assurances. C’est avec plaisir que nous communiquons
au lecteur les conclusions du Rapport, dont le sort vient,
momentanément tout au moins, d’être rendu si précaire par la fin précipitée
de la Conférence interprovinciale. On y trouvera un texte intéressant
quant au fond, sinon quant à la forme. – A
Dix ans de concertation régionale au Québec : le cas de l’Estrie
L’abondance et la qualité des services sociaux placent l’Estrie dans une situation privilégiée par rapport à d’autres régions du Québec. Retraçant l’histoire d’un effort de concertation entre les établissements scolaires de la région et plus particulièrement de leurs services d’éducation des adultes, cet article tente de saisir les multiples aspects de cette expérience.Christiane Sirois se garde de toute généralisation à partir d’un projet unique et localisé comme fer de lance mais elle ne se limite pas pour autant à une simple description des faits, elle convie à une réflexion touchant la raison d’être de la concertation, ses acteurs, ses modèles, ses conditions clés et son avenir.In terms of the quantity and quality of social services, the Eastern Townships constitute an advantaged region in Quebec. This article discusses the most striking characteristics of a process of consultation and cooperation undertaken by the adult education departments of the various schools in the region over the last ten years.Although the author is careful not to generalize on the basis of this experience, she does go beyond a simple description of what has been done and attempts to provide a basis for further reflexion. Attirer et retenir les futurs enseignants et enseignantes dans les programmes de formation initiale : le cas d’une région éloignée du Québec
Certaines régions du Québec sont particulièrement touchées par les difficultés liées à l’attraction, au recrutement et à la rétention du personnel enseignant, notamment l’Abitibi-Témiscamingue. Plusieurs causes peuvent expliquer cette pénurie, dont une diminution de la clientèle étudiante observée partout au Québec entre 2015 et 2019 dans les programmes de formation à l’éducation préscolaire et à l’enseignement primaire et secondaire. C’est dans ce contexte qu’a émergé un projet de recherche visant notamment à déterminer les facteurs susceptibles d’attirer et de retenir les futurs enseignantes et enseignants dans les programmes de formation à l’enseignement. Pour documenter ce phénomène, nous avons mobilisé deux cadres de référence : les déterminants du choix de carrière dans la profession enseignante et les variables susceptibles d’influencer l’abandon ou la persévérance dans les études universitaires. Un questionnaire ciblant les étudiantes et étudiants du cégep et de l’université a permis de recueillir des données sur les éléments susceptibles d’influencer leur décision de s’inscrire en formation initiale; des entrevues réalisées avec différentes personnes impliquées dans la formation du futur personnel enseignant permettent de mieux comprendre les motivations des étudiantes et étudiants à choisir ce domaine d’études, mais également les difficultés qu’ils éprouvent et ce qui les incite à poursuivre leur formation.Certain regions of Quebec are particularly affected by problems related to attracting, recruiting and retaining teachers, notably Abitibi-Témiscamingue. Several causes may explain this shortage, including a decrease in the student population observed throughout Quebec between 2015 and 2019 in preschool, elementary and secondary education training programs. In this context, a research project emerged that was aimed in particular at determining the factors likely to attract and retain future teachers in education training programs. To document this phenomenon, we used two frames of reference: determinants of career choice in the teaching profession, and the variables likely to influence abandoning or persevering with their university studies. A questionnaire targeting CEGEP and university students made it possible to collect data on the elements likely to influence their decision to enrol in initial training; interviews conducted with various individuals involved in training future teachers allowed us to better understand the motivations of students to choose this field of study, but also the difficulties they experienced and what motivated them to continue their training.Ciertas regiones de Quebec han sido particularmente afectadas por las dificultades relacionadas con la atracción, la contratación y la retención del personal docente, muy particularmente, la Abitibi-Temiscamingue. Varias razones pueden explicar esta escasez, entre ellas una disminución de la clientela estudiante que se ha observado en todo Quebec entre 2015 y 2019, en los programas de formación para la educación preescolar y la enseñanza primaria y secundaria. Es en este contexto que surge un proyecto de investigación netamente dirigido hacia la determinación de factores susceptibles de atraer y retener a los futuros docentes en los programas de formación para la enseñanza. Para documentar dicho fenómeno, hemos empleado dos cuadros de referencia: los determinantes de la elección de carrera en la profesión docente y las variables susceptibles de influir el abandono o la perseverancia en los estudios universitarios. Un cuestionario dirigido a los estudiantes de preparatoria y de la universidad permitió recoger datos sobre los elementos susceptibles de influir en su decisión de inscribirse en formación inicial; las entrevistas realizadas con las diferentes personas implicadas en la formación del futuro personal docente permiten comprender más cabalmente las motivaciones de los estudiantes en la elección de ese campo de estudios
Study of Neutral Current DIS events at very high x and Q2 with the ZEUS detector at HERA. Observation of Events at Very High Q2 in ep Collisions at HERA with the H1 detector

Using 20.1 pb-1 of e+p data collected with the ZEUS detector at HERA, we have studied deep- inelastic scattering e+p® e+x for Q2>5000GeV2. Two events are observed for Q2>35000GeV2, where 0.145 ± 0.013 events are expected (Poisson probability 0.0096). Four events are observed for x>0.55 and y>0.25, where 0.91 ± 0.08 events are expected (Poisson probability 0.014). The selected five events at high x and high Q2 are particularly interesting because they occur in an unexplored kinematic region. and Yves SIROIS / Ecole Polytechnique, Palaiseau, CNRS-IN2P3 Observation of Events at Very High Q2 in ep Collisions at HERA with the H1 detector. Recent H1 Measurements of ep scattering with Q2 up to 35000 GeV2 are compared with the expectation of the standard deep-inelastic model of lepton-nucleon scattering (DIS). For Q2 > 15000 GeV2, Nobs = 12 neutral current candidate events are observed where the expectation is NDIS = 4.71 ± 0.76 events. In the same Q2 range, Nobs = 4 charged current candidates are observed where the expectation is Ndis = 1.77 ± 0.87 events. The probability P (N ³ Nobs) that the DIS model signal N fluctuates to N ³ Nobs in a random set of experiments is 6 x 10-3 for neutral current and 0.14 for charged current. The difference in the observed and expected number of Neutral Current events is mostly due to events at large masses M = Ö xs in which the positron is backscattered at large y = Q2/M2. In a mass window of 25 GeV width with a central value of 200 GeV and for y > 0.4, 7 events are observed where 0.95 ± 0.18 events are expected. Spatially-localized time dependent solutions including turbulence and their interactions in 2D Kolmogorov flow
In 2D Kolmogorov flow in small aspect ratio domains, spatially-localized solutions such as kink, traveling or time-dependent kink-antikink pars coexist. However, the conservation of the flow rate in the y direction strongly restrict combination of localized solutions and their positioning. We find that by adding a homogeneous flow U y their positioning is controlled and each of localized solutions including a spatially-localized chaos is isolated. Numerical results suggest that these isolated solutions can be elements constructing a whole flow
Characteristics of overlap region in high-Reynolds number turbulent channel flow
Direct numerical simulation of the fully developed turbulent channel flows have been carried out at the Reynolds number based on the friction velocity and the channel half width, 2000, 4000 and 8000. A hybrid 10th order accurate finite difference scheme in the stream and spanwise directions, and a second-order scheme in the wall-normal direction is adapted as the spatial discretization method. We observed the plateau profiles in the indicator function corresponded to the von Karman constant. Furthermore, second peak of streamwise pre-multiplied spectra were appeared in the same wall normal height, 300 < y+ < 600, in case of Re = 4000. Nevertheless, the effects of the lager than the channel half height scale on the streamwise turbulent intensity are fixed contributions without dependence on Reynolds number. These results suggested that the new streamwise vortexes are formed between buffer layer and outer layer with increasing of Reynolds number
La 'circunstancia' de 'Herederos y Pretendientes
In June 2010, the Ortega y Gasset Foundation hosted a Conference about the “Spanish Philosophical Transition” in order to debate the book of Francisco Vázquez, La filosofía española. Herederos y Pretendientes. Una lectura sociológica (1963-1990), recently published. This paper is the author’s response to criticism raised in the Conference and to published reviews received by this book. First, the author summarized the argument of Herederos y pretendientes. Secondly he responds and takes into account the most important objections against the book’s hypothesis and methodology. Finally the author evaluates the favorable judgments received by the book and suggests the limits of the historian’s task.Fundación Ortega y Gasset-Marañó
Economic evaluations of interventions to optimize medication use in older adults with polypharmacy and multimorbidity: A systematic review
Purpose: To conduct a systematic review of the economic impact of interventions intended at optimizing medication use in older adults with multimorbidity and polypharmacy. Methods: We searched Ovid-Medline, Embase, CINAHL, Ageline, Cochrane, and Web of Science, for articles published between 2004 and 2020 that studied older adults with multi-morbidity and polypharmacy. The intervention studied had to be aimed at optimizing medication use and present results on costs. Results: Out of 3,871 studies identified by the search strategy, eleven studies were included. The interventions involved different provider types, with a majority described as a multidisciplinary team involving a pharmacist and a general practitioner, in the decision-making process. Interventions were generally associated with a reduction in medication expenditure. The benefits of the intervention in terms of clinical outcomes remain limited. Five studies were cost-benefit analyses, which had a net benefit that was either null or positive. Cost-utility and cost-effectiveness analyses resulted in incremental cost-effectiveness ratios that were generally within the willingness-to-pay thresholds of the countries in which the studies were conducted. However, the quality of the studies was generally low. Omission of key cost elements of economic evaluations, including intervention cost and payer perspective, limited interpretability. Conclusion: Interventions to optimize medication use may provide benefits that outweigh their implementation costs, but the evidence remains limited. There is a need to identify and address barriers to the scaling-up of such interventions, starting with the current incentive structures for pharmacists, physicians, and patients
Author self-citation in orthodontics is associated with author origin and gender.
BACKGROUND
The aims of this bibliometric study were to determine author self-citation trends in high-impact orthodontic literature and to investigate possible association between self-citation and publication characteristics.
METHODS
Six orthodontic journals with the highest impact factor as ranked by 2017 Journal Citation Reports were screened for a full publication year (2018) for original research articles, reviews, and case reports. Eligible articles were scrutinized for article and author characteristics and citation metrics. Univariable and multivariable negative binomial regression was used to examine associations between self-citation incidence and publication characteristics.
RESULTS
Medians for author self-citation rate of the most self-citing authors and self-citations were 3.03% (range 0-50) and 1 (range 0-19), respectively. In the univariable analysis, there was no association between self-citation counts and study type (P = 0.41), article topic (P = 0.61), number of authors (P = 0.62), and rank of authors (P = 0.56). Author origin (P = 0.001), gender (P = 0.001) and journal (P = 0.05) were associated with self-citation counts and in the multivariable analysis only origin and gender remained strong self-citation predictors. Asian authors and females self-cited significantly less often than all other regions and male authors.
CONCLUSIONS
Authors in orthodontics do not self-cite at a frequency that suggests potential citation manipulation. Author origin and gender were the only variables associated with citations counts. More bibliometric research is necessary to draw solid conclusions about author self-citation trends in orthodontic literature
