The Pathological Export Boom and the Bazaar Effect - How to Solve the German Puzzle
Get PDFGermany is the laggard of Europe, yet the country is world champion in merchandise exports. The paper tries to solve this theoretical and empirical puzzle by diagnosing a “pathological export boom” and a “bazaar effect”. Excessively high wages defended by unions and the welfare state against the forces of international low-wage competition destroy too big a fraction of the labour intensive sectors and drive too much capital and labour into the capital intensive export sectors, causing both unemployment and excessive value added in exports. Moreover, excessive wages induce too much outsourcing of upstream production activities which implies that export quantities grow too much in relation to value added contained in exports. No full textOn 6 May 2019, the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) presented its report on the state of biodiversity and ecosystem services worldwide. The first such assessment since 2005, it concludes that biodiversity and ecosystem loss has reached the point where it threatens human well-being. The researchers involved recommend several urgent measures to political decision-makers. Andreas Heinimann of CDE was the one Swiss scientist who worked as a lead author on a chapter of the report

No full textDie öffentliche Verwaltung nutzt zur Optimierung des staatlichen Leistungsangebots vermehrt die Ergebnisse von Kunden- und Bevölkerungsbefragungen. Mit den Methoden der Demoskopie wird als Ergänzung zu demokratischen Abstimmungen, bei denen primär eine Ja-Nein-Antwort möglich ist, ein breiteres Spektrum an Rückmeldungen zu den Leistungen der öffentlichen Hand ermöglicht. Gründe für diese Entwicklung sind die höhere Anspruchshaltung der Bevölkerung, aber auch die stärkere Orientierung der öffentlichen Verwaltung an den Bedürfnissen der Bevölkerung. Steuerungsinstrumente, wie Leistungsaufträge und Integrierte Aufgaben- und Finanzplanung, welche Leistungs- und Wirkungsindikatoren festlegten, haben zu dieser Entwicklung beigetragen. Die Zielerreichung kann mit Befragungen überprüft werden.
Zu Beginn einer Befragung muss sich die Verwaltung die Frage stellen, welche Ziele sie mit dieser erreichen will, welche Form der Befragung sie wählt (schriftlich, telefonisch oder persönlich) und wie die Stichprobe gezogen wird. Bei der Gestaltung des Fragebogens ist auf die Reihenfolge und Formulierung der Fragen zu achten, damit diese das Antwortverhalten der Befragten nicht vorwegnehmen. Ein sorgfältiges Vorgehen bedient die Auswertung der Antworten. Zur professionellen Durchführung von Befragungen macht es deshalb i.d.R. Sinn, Expertise von ausserhalb der Verwaltung beizuziehen. Befragungen sollen nie Selbstzweck sein, sondern Massnahmen auslösen, damit die Befragten erkennen, dass das Mitwirken konkrete Auswirkungen zeigt

Financial Fragility, Bubbles and Monetary Policy
Get PDFThe paper models the links between financial fragility, asset markets and monetary policy. It is shown that central bank’s concern about the cost of financial disruption may generate an asymmetric response, thus contributing to the creation of an asset price bubble. In an economy with a highly leveraged financial structure, the central bank has an incentive to prevent a “run” on financial intermediation by injecting liquidity when asset values fall significantly. The inflationary side effect of this policy, reducing the real value of nominal debt, is what gives rise to a “put option” for investors. Leveraged investors, rationally anticipating this liquidity injection, drive asset prices above their fundamental values. The bubble will be equal to the expected value of capital gains on outstanding debt. The paper shows that it is rational for central banks to inject liquidity in a crisis, whenever there is the risk of spillover effects arising from the disruption of financial intermediation

No full textBetween 1917 and 1918, the Austro-Hungarian author Andreas Latzko (1876-1943) wrote three separate publications against the Great War: Menschen im Krieg (1917), Friedensgericht (1918), and Der letzte Mann (published 1919). Literary historians tend to bypass these works, and the few who note them chiefly focus on the best-selling novella cycle Menschen im Krieg (1917). It is usually presented as an example of expressionist political prose, or as a mixture of social satire and aesthetic shock-tactics that chiefly remains indebted to realist traditions, albeit with occasional incursions into expressionistic styles..
