of the leg. decree no. 174/2016 and it also examines the deliberations of the Control Sections of the Courts of Auditors adopted in the field of budgetary management control over the municipalities, emphasizing the strict relation between the judicial and monitoring functions of the Court.Il contributo è diretto ad approfondire le tematiche relative al rientro dal disavanzo di amministrazione nei bilanci comunali tramite le economie derivanti dalla rinegoziazione dei mutui, in un’ottica di valorizzazione dei principi di solidarietà intergenerazionale e di responsabilità delle scelte politiche nella cura di interessi finanziari adespoti e durevoli nel tempo, alla luce della sentenza del 29 luglio 2019, n. 23, delle Sezioni riunite in speciale composizione della Corte dei conti. No full textThe paper analyzes the radical right‘s attitudes toward the EU focusing in particular on the level of congruence between the programmatic statements of the central office and the voting behavior of their MEPs. It shows that although radical right parties represent a source of opposition to the EU, within the EP they express their dissent making use of the rules of the game, voting with the opposition more than the other forces do, but voting almost as much with the majority. The party public office in the EP is inserted in the legislative process and even more collusive with the other parties of both sides of the political spectrum than the Eurosceptical rhetoric and statements of central office makes the public believe

No full textQuest’opera collettanea nasce dalla profonda convinzione che la storia della relazione fra medico e paziente non possa che raccontarsi con il linguaggio, con lo sguardo e con la sensibilità di diverse discipline e professioni, innanzitutto per non perdere l’autenticità stessa della materia trattata. In questa direzione, ai contributi d’impronta più propriamente giuridica (Diritti e Regole: la disciplina della relazione e le situazioni giuridiche soggettive configurantisi, alla lente del diritto pubblico e del diritto privato) si succedono quelli di natura medicale (Scienza e Medicina: con le voci di specialisti diversi ad interrogarsi sulle rispettive peculiarità del rapporto con i propri pazienti) ed, infine, i saggi a carattere latamente filosofico/bioetico/psicologico (Volontà e Relazioni: perché l’esperienza della malattia e della morte richiama, in maniera dirompente, l’umanità di tutti i soggetti coinvolti, anche dello stesso operatore sanitario). No full textItalian Law no. 219/2017 established the advance care directives (“Disposizioni anticipate di trattamento” – DAT), a legal document specifying the person’s wishes in relation to health, drawn up in case of the possible future incapacity to make informed decisions. DAT are an important instrument of empowerment for a person who is not necessarily a “patient” and enable the dialogue between healthcare providers and patient to continue when the latter is no longer able to take part consciously. DAT can only be implemented by guaranteeing the fundamental rights of the person, i.e. by ensuring the “non-complicated” use of this instrument and easy access to the DAT whenever it may be necessary. Furthermore, on the one hand, the requirement of adequate prior medical information has to contend with the fact that the wishes expressed in the document may have been formed outside of the therapeutic relationship; on the other hand, institutions must ensure that DAT are collected and recorded in such a way as to ensure their availability whenever and wherever necessar

No full textLa “svolta argomentativa” ha interessato un numero disparato di campi: la didattica e la scuola, il diritto e la giurisprudenza, la linguistica e la pragmatica, la politica e la comunicazione pubblica, le inferenze quotidiane insicure ma anche le prove scientifiche non dimostrative, il cinema e internet, persino l’intelligenza artificiale e la critica biblica. L’intento di questa raccolta di saggi è di fare il punto sullo stato dell’arte argomentativa in Italia, in alcune delle aree citate. La teoria dell’argomentazione non ha che da guadagnare dal confronto delle sue analisi con i paradigmi e le procedure adottate da chi l’argomentazione la pratica: insegnanti e formatori, logici e drammaturghi, esperti di diritto e di giurisprudenza, critici ed esegeti, che si incontrano tutti in questo nuovo crocevia interdisciplinare.

No full textThe two-phase internal flow in water mist injectors is predicted by 3D numerical simulations, where the gas/liquid interface is captured by the volume of fluid methodology and the effect of turbulence is accounted for by the large eddy simulation approach, assuming incompressible flow under isothermal conditions. The numerical model is validated against experimental data for two large-scale pressure swirl atomizers from the literature, showing a satisfactory agreement. The flow development in real-size atomizers is studied under a wide range of swirling conditions, defined by different injection pressures and swirling channel inclinations. Three internal flow regimes are identified, depending on the behavior of the air core at the discharge hole: an “open” regime, where a stable air core is formed inside the nozzle inducing the so-called hollow-cone liquid jet, a “closed” regime, where the discharge hole is fully occupied by the liquid, and an “unstable” regime characterized by a random switching between the open and closed regimes. The mass flow rate, the pressure field, the liquid phase fraction, and the flux of angular momentum are monitored along the nozzle, and a relation between the swirl number, defined as a nondimensionalization of the flux of angular momentum, at nozzle exit and the air core diameter is found. The analysis of the conditions causing the transition between the open and closed regimes and vice versa suggests that there exists a threshold value of the swirling number at the nozzle exit that defines the working regimes independently on the geometric and operating conditions

No full textThe internal flow in a water mist injector for fire suppression applications is investigated, implementing 3D Large Eddy Simulations based on the Volume-of-Fluid methodology. The flow is assumed to be incompressible under isothermal non-reacting conditions. The effect of internal nozzle geometry on the injector behaviour is investigated, for different operating conditions, by modifying the inclined swirling channels. The injector behaviour is mapped varying the injection pressure for each nozzle geometry. Detailed in-nozzle flow analysis is performed
The effects of shape and liquid properties on pressure swirl atomizer in-nozzle flow
No full textThe internal flow in pressure swirl atomizers is numerically predicted by performing large eddy simulations and using a volume of fluid approach. The output of the numerical model is validated by comparing it with three databases of experimental measurements obtained on large-scale pressure swirl atomizers available in the open literature. A simplified analytical model previously developed by the authors, which relates the swirl intensity to the thickness of the fluid exiting the nozzle, is used to analyze the flow behavior in three pressure swirl atomizers, with large differences in the injector geometry, the operating conditions, and the fluid thermophysical properties. This simple relationship is found to hold for the three pressure swirl atomizers, with small changes of the parameter that accounts for energy losses, while data obtained with relatively small variations of the injector geometry are found to collapse on the same curve. The effects of operating conditions and fluid thermophysical properties on this relation are found to be irrelevant
