(Dogus Author) -- Conference full title: 2013 IEEE 11th International Symposium on Intelligent Systems and Informatics (SISY) 26-28 Sept. 2013, Subotica, SerbiaThe last century's ending quarter was marked by an dramatically dynamic development of new technologies and practical realizations of diverse technical constructions in various fields of engineering, in general, and in robotics, in particular. However, such growth of new technological achievements was not accompanied always with the necessary caution steps and protection measures against possible breakdown and destructions, which in specific cases and under certain conditions could be disastrous. In this talk commemorating Academician Vukobratovic and drawing from his endeavors on the so-called active systems and research he shared with me as well as our academic cooperation during the last decade of his active work, while examining some advantages, his merits for the entire field are pointed in here out to the best author's abilities. Some active systems such as adaptation for active noise and machine vibration control via active damping by force feedback as well as mobile robotic unmanned air and underwater vehicles as well as platoon of ground vehicles are note considered. Rather focus is put on active controls of earthquake induced vibrations and high-rise structures, manufacturing processes, wheeled mobile manipulators and walking humanoid robots are discussed in more detail while on homing missiles are only mentioned. In due course, some solutions to contact task in dynamic environment that are linked with active systems are also touched upon

It is outside the aims and tasks of this article to show the long way of development of the Strategy for Reform of Social Security and of its legislative framework. However the months that passed from the beginning of the reform give the possibility for analysis and assessment of its first results. This is the main aim of this article – to present the assessments of two of the cornerstone sides involved in the pension reform – the population and the experts in this area.

The concrete research objectives include: • Analysis and evaluation of the ranking and differentiation of municipalities acoording to social indicators for 1994 and 1996; • Analysis and evaluation of the dynamics the changes in the ranking and differentiation of the municipalities during the studied period; • Summary and conclusions about the situation and the changes the social disparities among the municipalities. The study is done in static and in dynamic aspect, by implementing the deductive approach.
Political Context of the Pension Reform and the Relation "Research - Politics"
No full textThe relation between politics and research in the social field, between researchers and politicians has not been specially studied and evaluated in Bulgarian literature for the last years. This is still "a white spot" which is even more striking on the background of enlarging and deepening interest in the topic by academic circles outside Bulgaria. The main objective of the paper is to explain the political context that made possible the pension reform and that opened a wider "political window" for researchers and the practical application of their professional experience and research results.
