    Policy and Legal Analysis on Electronic Information and Transaction Laws

    After the passage of the Information and Electronic Transaction law in Indonesia, there is a policy in the form of certain restrictions on conveying rights and aspirations through social media, of course highlighting the problem of hate speech. The purpose of this research is to add insight and application of the ITE Law in solving various problems ranging from hate speech to hate speech on social media. The method used in conducting research is the research method of Inductive qualitative data analysis techniques. This technique is used because it is considered to be able to support and assist us in facilitating the search for data and facts because this method is based on the data obtained and the ITE Law also requires many respondents so that the results of the research do not favor one party. The results of this study can be a reference whether the ITE Law is in line with the 1945 Constitution as a source of law in force in Indonesia. However, in practice there are still multiple interpretations of articles such as 27, 28 and 29 of the ITE Law. This article seems to be a scary thing for critics who are active on social media, or it can be misused as a tool to silence the truth and a political weapon, because there are still some powerful individuals who use this for personal gain. Our suggestion is that the government can review and revise the articles which still have multiple interpretations so that the possibility of having a negative connotation, and the community\u27s stigma towards UU ITE itself can change

    Dinas Kependudukan Dan Catatan Sipil Kota Bandung menyediakan pelayanan kependudukan agar terdaftarnya seluruh elemen penduduk Kota Bandung didalam data base dan  ketepatan data menjadi hal yang paling berpengaruh, karena berkaitan dengan daftar pemilih dalam pemilu. Kualitas pelayanan di Kota Bandung sudah mulai memasuki tahap e-government dimana beberapa kegiatannya sudah menggunakan teknologi seperti menggunakan aplikasi untuk mendapat nomor antrian, namun dalam penerapannya belum berjalan dengan baik dikarenakan server yang masih mengalami gangguan di jam sibuk serta kurangnya sosialisasi kemasyarakat tentang tatacara penggunaan aplikasi, selain itu fasilitas juga menjadi faktor mengurangi motivasi masyarakat untuk melapor. Penelitian ini berupaya untuk menganalis strategi Dinas Kependudukan Dan Catatan Sipil Kota Bandung dalam memberikan pelayanan kepada masyarakat, menggunakan metode kualitatif dengan pendekatan deskriptif dan didukung analisis SWOT. Hasil penelitian menunjukkan strategi kualitas pelayanan di Dinas Kependudukan Dan Catatan Sipil Kota Bandung  masih belum optimal dikarenakan  kurangnya sosialisasi dan fasilitas penunjang yang memberi kenyamanan kepada masyarakat yang akan mengurus dokumen kependuduka

    Setiap kebijakan pendidikan, khususnya yang berkaitan dengan proses pembelajaran, harus diarahkan untuk kepentingan terbaik siswa dan masyarakat umum. Namun, para pembuat kebijakan merasa sulit untuk memasukkan kepentingan siswa dan publik ke dalam kebijakan pendidikan. Hal ini disebabkan oleh fakta bahwa proses pembuatan kebijakan hampir tidak pernah bebas nilai, dan oleh karena itu berbagai kepentingan akan terus mempengaruhi proses tersebut. Pada tataran ini, kepentingan mahasiswa dan masyarakat umum seringkali terabaikan, dan pemerintah lebih mengutamakan kepentingan masyarakat kapitalis di atas kepentingan masyarakat secara keseluruhan dalam pengambilan kebijakan. Kaitan antara pendidikan dan politik sangat erat, dan dapat diamati dalam keadaan ini bahwa politik negara memainkan peran penting dalam menentukan jalur pertumbuhan pendidikan suatu negara.     Government Political Communication in The Formulation of The Omnibus Law Cipta Kerja

    The formulation of the Omnibus Law Cipta Kerja (Omnibus Law on Job Creation) had caused massive controversy and rejection in the form of a wave of demonstrations by workers, students and elements of society. This study aimed to reveal and analyze patterns of government political communication in the form of statements and clarification by central government officials about the important role of the Job Creation Law for improving the investment climate and providing employment for the ever-increasing workforce and the impact of implemented communication patterns government. This study used a qualitative method with a critical discourse analysis approach. The study found that government political communication in the formulation of the Omnibus Law Cipta Kerja was to form public opinion and encourage the political participation of the community and stakeholders with an act of accepting the ratification of the law. However, central officials' delivery of the substance of the law across ministries and non-governmental organizations tended to be carried out partially and reactive, giving rise to prolonged debates. Therefore, it can be concluded that the government's political communication on strategic policy issues still raises public doubts resulting in unexpected political effects in the form of demonstrations of workers, students and elements of society

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
