How Do Political Institutions Affect Fiscal Capacity? Explaining Taxation in Developing Economies
A central aspect of institutional development in developing economies is building tax systems capable of raising revenues from broad tax bases, i.e., fiscal capacity. While it is recognised that fiscal capacity is pivotal for state building and economic development, it is less clear what its origins are and what explains its cross-country differences. We focus on political institutions, seen as stronger systems of checks and balances on the executive. Exploiting a recent database on public sector performance in developing economies and an IV strategy, we estimate their long-run impact, distinguishing between the accountability and transparency of fiscal institutions (impartiality) and their effectiveness in extracting revenues. We find that stronger constraints on the executive foster the impartiality of tax systems. However, there is no robust evidence that they also improve its effectiveness. Our findings also suggest that the overall impact on both total tax revenues and income tax is economically relevant
Is There a Fiscal Resource Curse? Resource Rents, Fiscal Capacity and Political Institutions in Developing Economies
While it is recognised that the ability of states to raise revenues (i.e., fiscal capacity) is important for the provision of key public goods in less developed economies, it is less clear what its determinants are and what explains cross-country differences. We focus on the impact of natural resources. Standard arguments suggest that natural resource rents may harm fiscal capacity, as governments tend to substitute tax revenues with revenues from natural resources. We argue, instead, that a fiscal resource curse may materialise or not depending on whether political institutions can limit the power of the executive and on how easy it is to control or appropriate natural resources. We investigate this hypothesis using panel data methods covering the period 1995–2015 for 62 developing countries. The results suggest that: (i) point-source resources are negatively associated with fiscal capacity, while diffuse resources are not; (ii) developing economies with political institutions placing institutionalised constraints on the executive power are able to neutralise the negative effect of point-source resources on fiscal capacity. Our findings imply that it is possible to develop a natural resources sector without necessarily harming fiscal capacity.</p
What determines administrative capacity in developing countries?
While it is recognized that effective state institutions are pivotal for economic development, it is not well understood what their origins are and what explains their cross-country differences. We focus on budget institutions in developing economies, as efficient public finance planning in such countries is crucial for public goods and services provision. We argue that political institutions, seen as stronger system of checks and balances on the executive, are a key ingredient to build such capacity. Exploiting a recent database on public financial management performance in developing economies and an Instrumental Variable strategy, we generally find that stronger constraints on the executive have a positive effect on the ability of states to design, implement and monitor the budget. Our findings are robust to different specifications, controls, and estimation methods
Clientelism, corruption and the rule of law
It is widely believed that clientelism-the giving of material goods in return for electoral support-is associated with poorer governance outcomes. However, systematic cross-country evidence on the deleterious effects of clientelism on governance outcmes is lacking. In this paper we examine the relationship between political clientelism, corruption and rule of law using cross-country panel data for 134 countries for the period 1900–2018. We distinguish between two manifestations of political clientelism-whether vote buying exists, and whether political parties offer material goods to their constituents in exchange for political support (non-programmatic party linkages). We provide evidence of a negative relationship existing between political clientelism on governance outcomes, with increases in clientelism leading to increased political corruption, and weaker rule of law. We also find that the deleterious effects of political clientelism are mainly through non-programmatic party linkages rather than the practice of vote buying
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Gender and vulnerable employment in the developing world: Evidence from global microdata
This paper investigates gender inequality in vulnerable employment: forms of employment typically featuring high precariousness, inadequate earnings, and lack of decent working conditions. Using a large collection of harmonized household surveys from developing countries, we measure long-term trends, describe geographical patterns, and estimate correlates of gender inequalities in vulnerable employment. Conditional on individual and household characteristics, women are 7 percentage points more likely to be in vulnerable employment than men. The experiences of marriage and parenthood are important drivers of this gender gap. Across countries, the gender gap is smaller in richer countries, with lower fertility rates, and more gender-egalitarian laws, particularly those laws regulating marriage, parenthood, access to assets, and access to entrepreneurship. Since the 1990s, rising levels of female education and rapidly falling fertility have pulled women away from vulnerable employment at a faster rate than men. However, that process is largely exhausted, with current levels of the gender gap in vulnerable employment being almost entirely unexplained by standard labour supply factors
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
