Nouvelles polarités urbaines, nouvelles attractivités de la périphérie algéroise
The development of the illegal habitat in the Algiers's periphery and the practice to integrate an economic activity within the domestic building permitted the emergence of new urban polarities who offer goods and services in all the agglomeration. This dynamic integrates these territories marginalized to the economy of the agglomeration and contributes to their valorization. This casual economy offered the employments that allowed the households to come out of the precariousness and to offer at the children of the outlets. However, if the casual sector made by him even the experience of a laborious modernization to adapt to the needs of the market, it presents some archaisms in its organization, in the quality and in the respect of the norms. The paradoxes of this sector ask the question of its potentialities to create a logic of enterprise and the social innovation.Le développement de l'habitat informel dans la périphérie algéroise et la pratique d'intégrer une activité économique au sein de l'immeuble familial ont permis l'émergence de nouvelles polarités urbaines dont l'offre de biens et de services s'avère large et répartie sur l'ensemble de l'agglomération. Cette dynamique accroche ces territoires marginalisés à l'économie de l'agglomération et concourt à leur valorisation. Le tissu économique informel ainsi créé a offert des emplois qui ont permis aux ménages de sortir de la précarité et d'offrir aux enfants des débouchés. Cependant, si le secteur informel fait par lui même l'expérience d'une modernisation laborieuse pour s'adapter aux besoins du marché, il n'en présente pas moins des archaïsmes quant à son organisation, à la qualité et au respect des normes en vigueur. Les paradoxes de ce secteur laissent entièrement ouverte la question de ses potentialités en matière de logique entrepreuneuriale et d'innovation sociale
Making of the city through the prism of urban transformation projects : the case of Fikirtepe in Istanbul
Cette thèse vise à comprendre les logiques qui dominent les opérations urbanistiques ainsi que les répercussions qui en découlent sur le tissu social. Au croisement des thématiques de la rénovation urbaine, de politiques de logement et modes d'habiter, elle porte sur les effets sociaux et spatiaux du projet de transformation urbaine de Fikirtepe, un quartier populaire en centre-ville d'Istanbul en Turquie. À partir d'une méthodologie reposant sur des entretiens avec divers acteurs qui sont impliqués dans cette opération (habitants, sociétés de construction, municipalité, associations…) et des observations dans le quartier, cette recherche doctorale démontre que suite au projet, les habitants sont pris en étau entre un gain financier et une ascension sociale ; et ce que le quartier signifie pour eux, le lien affectif à leurs espaces de vie et aux relations de voisinage. Ainsi, ces dynamiques renvoient aux changements dans les modes d'habiter, dans l'appropriation de l'espace, dans les perceptions de l'attachement au quartier, et aux décisions concernant les choix économiques en matière immobilière.This doctoral dissertation aims to understand the logics that characterize urban planning operations as well as the resulting repercussions on the social fabric. At the crossroads of urban renewal, housing policies and modes of dwelling, it focuses on the social and spatial effects of the urban transformation project of Fikirtepe, a working-class neighborhood in downtown Istanbul in Turkey. Through a methodology based on interviews with various actors who are involved in this operation (residents, construction companies, municipality, associations, etc.) and observations in the neighborhood, this doctoral research shows that following the project, the residents are faced with a dilemma: the possibility of financial gain and upward social mobility, on the one hand; and what the neighborhood means to them, the emotional connection to their living spaces and to neighborly relations, on the other. In that respect, these dynamics refer to changes in ways of living, in the appropriation of space, in perceptions of neighborhood attachment, and to decisions concerning economic choices in real estate
Casablanca, an "inside out city". Metropolitan urbanities throught the social marginality in Morocco
Cette recherche porte sur les mécanismes d’ajustement des différentes urbanités en présence à Casablanca, principale métropole du Maroc, par le biais de l’étude de l’appropriation d’espaces publics par des pratiques déviantes. La question des rapports mutuels entre les citadins déviants et l’ensemble des acteurs de la ville (citadins ordinaires et acteurs institutionnels de l’aménagement), incarnée dans le processus d’aménagement urbain du centre-ville à partir de 2002, permet de mettre en évidence l’importance de la visibilité de la transgression des normes sociales. Ces projets contraignant les citadins déviants à réadapter leurs lieux de vie à l’injonction à une urbanité policée sont analysés au regard des limites des compétences des citadins en situation de vulnérabilité et interrogent l’aménagement dans sa capacité à intégrer toutes les composantes sociales de la ville. Dans une démarche de type ethnographique, explorer l’articulation du lien social à la morphologie urbaine permet de comprendre les transformations des valeurs à l’oeuvre dans des situations de déviance, révélatrices de changements affectant les formes familiales et l’ensemble de la société marocaine, pour les hommes et les femmes en quête d’individuation.This research is a study of the adjustment of different urbanities present in Casablanca, Morocco’s main metropolis, where public spaces are appropriated by city-dwellers for their deviant practices. The issue of mutual relations among the city-dwellers and all the city stakeholders (ordinary city-dwellers and institutional players involved in planning) embodied in the urban planning process of the city center since 2002 highlights the importance of visibility of the transgression of social norms. The development projects, which force deviant city-dwellers to readjust their living places to a constraining civilized urbanity, are analyzed in terms of the limitations of the competencies of these city-dwellers, who are in a vulnerable situation. The projects also call into question urban planning in its ability to incorporate all the social components of the city. Using an ethnographic approach to explore the relationship of social ties with urban morphology helps to understand the transformations of values at play in situations of deviance, which reveal changes in family structure and the entire Moroccan society for men and women in search of individuation
The special economic zone of Aqaba in Jordan : the economic and socio-spatial effects of an extraterritoriality emblematic of neoliberalism
Ce travail de recherche a pour principal objet une zone franche incarnant l'un des emblèmes des politiques publiques néolibérales mises en œuvre par le Royaume hachémite de Jordanie depuis la fin des années 1980. J'ai fait le choix de positionner cet objet de recherche au cœur des logiques et des effets territoriaux du néolibéralisme, en questionnant notamment cette zone franche à travers son caractère extraterritorial. Au sein de cette zone économique spéciale de 375 km², la notion d'extraterritorialité renvoie à différentes dimensions : institutionnelle, économique ou en matière d'aménagements urbains dont la conception, le fonctionnement et les richesses créées échapperaient au territoire hôte et à ses acteurs (gouvernance publique locale, habitants, etc.). La préfiguration de la zone économique spéciale d'Aqaba a induit par exemple le recul des dispositifs démocratiques locaux (suppression des élections municipales) et la dissolution de la municipalité, remplacée par de nouvelles structures de gouvernance technocratiques pensées et structurées depuis l'extérieur (par les consultants internationaux et le gouvernement central). Derrière ces différentes dimensions de l'extraterritorialité, je soumets l'hypothèse selon laquelle il existerait un paradoxe extraterritorial entre les processus de dépossession des ressources locales d'un côté et un ancrage fort du dispositif de zone franche de l'autre, au profit d'intérêts propres aux élites économiques et politiques influentes en Jordanie. Enfin, l'architecture et l'urbanisme des grands projets ne seraient pas seulement perçus comme les symboles du renouveau d'espaces marginalisés à Aqaba, ils sont mêmes devenus emblématiques de processus de marginalisations socio-spatiales. Je tente ainsi de rendre compte des effets socio-territoriaux causés par le développement de ces grands projets qui vont concerner le plus souvent les populations locales les plus fragilisées. En effet, la construction de plusieurs grands projets urbains a impliqué la démolition de certains quartiers historiques de la ville et le déguerpissement ou le déplacement contraint des habitants orientés vers des solutions de relogement en périphérie de la ville.The main object of this research work is a free zone embodying one of the emblems of the neoliberal public policies implemented by the Hashemite Kingdom of Jordan since the end of the 1980s. I opted to place this research object at the heart of logics and territorial effects of neoliberalism, especially I queried this free zone through its extraterritorial character. Within this special economic zone of 375 km², the notion of extraterritoriality refers to different dimensions: institutional, economic or urban development of which the design, operation and the wealth created would escape the host territory and its actors (local public governance, inhabitants, etc.). The foreshadowing of the Aqaba special economic zone, for example, led to the local democratic systems decline (abolition of municipal elections) and the dissolution of the municipality, replaced by new technocratic governance structures designed and structured from the outside (by international consultants and central government). Behind these different dimensions of extraterritoriality, I postulate that there exists an extraterritorial paradox between local resources dispossession processes on the one hand and, a strong anchoring of the free zone system on the other, in favor of influential economic specific interests and political elites in Jordan. Finally, architecture and urban planning of major projects would not only be seen as symbols of the renewal of marginalized spaces in Aqaba, they have even become an iconic image of socio-spatial marginalization processes. I thus try to account for the socio-territorial effects caused by the development of these major projects which will most often affects the most vulnerable local populations. Indeed, several large urban projects constructions has involved the demolition of some historic districts in the city and the eviction or forced displacement of inhabitants towards alternative housing in the outskirts of the city

Imagery and district, between practices of the populations and public action : case of the town of Annaba in Algeria
L’efficience des représentations à l’oeuvre dans les dynamiques sociospatiales et leur cristallisation à travers une forte imagerie constituent à notre sens un objet de recherche fécond pour comprendre le fait urbain. Notre réflexion porte sur l’imagerie de deux quartiers à Annaba, Kouba et Les Allemands, respectivement représentatifs des ensembles collectifs réalisés dans le cadre du Plan de Constantine en 1958 et des ZHUN dans les années 1980. Les constructions identitaires qui y sont attachées sont largement liées à l’histoire urbaine et aux conditions de leur peuplement, le premier abrite majoritairement des cadres, des techniciens, le second reflète une sorte de proximité spatiale entre le même type de population et des sinistrés provenant des bidonvilles et de la médina. Ainsi, nous considérons que saisir l’imagerie contrastée caractérisant ces espaces, permettrait d’accéder aux logiques à la base, tant des actions urbaines initiées par les pouvoirs publics, que des modes d’appropriation des populations de ces quartiers, à travers leur itinéraire résidentiel, leurs mobilités, leurs usages, leurs interactions sociales et leurs relations à la ville.The efficiency of the representations to work in the dynamic socio-space ones and their crystallization through a strong imagery constitute with our direction a fertile object of research to understand the urban fact. Our reflection relates to the imagery of two districts to Annaba, Kouba and the Allemands, respectively representative of the collective units carried out within the framework of the Plan of Constantine in 1958 and the ZHUN in the years 1980. Identity constructions which are attached there are largely related to the urban history and in the conditions of their settlement, the first shelters mainly executives, technicians, the second reflects a kind of space proximity between the same type of population and the disaster victim coming from the slums and medina. Thus, we consider that to seize the contrasted imagery characterizing these spaces, would give access logics the base, as well of the urban actions initiated by the authorities, as modes of appropriation of the populations of these districts through their residential route, their mobilities, their uses, their social interactions and their relations at the city
The factory of an informal district : of the marginalization in the integration urban. Cherarba : a real polarity economic, important factor of integration
Les grandes villes du Sud s’étalent dans leurs périphéries, en grande partie non réglementaires, notamment en conséquence de l’incapacité de l’Etat à procurer un logement à l’ensemble de la population. Cette thèse restitue l’analyse d’un de ces quartiers irréguliers aux marges de la ville : le quartier de Cherarba dans le Sud-est de l’agglomération algéroise, à la porte de la Mitidja. La réflexion porte sur les pratiques et les représentations des populations et la façon dont elles pèsent sur les dynamiques de dé-marginalisation et/ou d’intégration socio-spatiale de ces quartiers populaires à la ville. Les activités économiques générées par les populations s’avèrent un vecteur déterminant permettant à ces quartiers irréguliers périphériques de s’intégrer dans l’ensemble de la dynamique socio-spatiale de la ville. Trois axes structurent la recherche ; nous verrons d’abord comment les habitants "ordinaires" sont des acteurs à part-entière dans la production de l’espace urbain, en agissant au cœur même de ces transformations, à travers des stratégies résidentielles et économiques. Ensuite le regard se focalisera sur l'étude des interdépendances des territoires marginalisés avec la ville. L'examen des pratiques des populations devra permettre ici de mettre en évidence les modes d'effacement des frontières, d'imbrication et d'interactions à l'ensemble de la ville, particulièrement par le biais des dynamiques économiques. Le cœur de la réflexion concernera l'émergence d'une véritable polarité urbaine, formidable vecteur d'intégration. Enfin, l'analyse portera sur les pratiques et les représentations des populations, en mettant en évidence les formes de sociabilités et de solidarités, les ressources et les réseaux sociaux au sein et en dehors du quartier et les significations sociales qu'il recouvre. Le dévoilement de ces processus de recomposition urbaine bouscule les a priori entretenus sur ces périphéries stigmatisées et considérées comme des non-villes et conduit à une nouvelle approche de la réalité urbaine, modifiant les perceptions sociales négatives qui affectent cet « urbanisme d'émanation populaire ».The big cities of the South spread out in their peripheries, largely not statutory, in particular as a result of the incapacity of the State to get an accommodation to the whole population. This thesis restores the analysis of one of these irregular districts to the margins of the city: the district of Cherarba in the Southeast of the urban area from Algiers, in the door of Mitidja. The reflection concerns the practices and the representations of the populations and the way they weigh on the dynamics of die-marginalization and/or sociospatial integration of these popular districts in the city. Economic activities generated by the populations turn out a determining vector allowing these peripheral irregular districts to become integrated in the whole of the socio-spatial dynamics of the city. Three axes structure the search; we shall see at first how the "ordinary" inhabitants are actors to whole part in the production of the urban space, by acting in the heart of these transformations, through residential and economic strategies. Then the look will focus on the study of the interdependences of territories marginalized with the city. The examination of the practices of the populations will have to make it possible here to highlight the modes of obliteration of the borders, overlap and interactions to the town suit, particularly by the means as of economic dynamics. The heart of the reflection will relate to the emergence of a true urban polarity, formidable vector of integration. Finally, the analysis will concern the practices and the representations of the populations, by highlighting the forms of sociability and solidarities, the resources and the social networks in the breast and except the district and the social meanings which it recovers. The unveiling of these processes of urban reorganization pushes aside prejudice maintained on these peripheries stigmatized and considered non-cities and leads to a new approach of the urban reality, modifying the negative social perceptions which affect this « town planning of popular emanation »
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Marginalisation and informality : of a domination to one another: Cherarba in south-east of the Algiers’s periphery
International audienceRésumé. La focale est ici mise sur les liens subtils entre les processus de marginalisation et d’informalisation et les formes de domination des populations concernées. Le caractère ségrégatif et injuste de la politique de régularisation engagée par l’Etat algérien à la fin des années 1980 avait fortement contrarié les aspirations des habitants de Cherarba (périphérie algéroise). Les pouvoirs publics ayant perdu ainsi en légitimité, le quartier a alors basculé dans l’opposition islamiste radicale. L’espoir de changement s’est heurté cette fois à l’autoritarisme des islamistes et l’on est passé alors d’une violence symbolique à une violence meurtrière qui a été à l’origine du retournement d’une grande partie de la population ; désolidarisation qu’elle a payé d’un massacre. La répression du terrorisme qui a suivi a été accompagnée d’une volonté de reconquête de ce territoire par les pouvoirs publics, à travers la réalisation de logements et d’équipements. Les habitants, quant à eux, ne souhaitent qu’une seule chose : tourner la page de la guerre civile et effacer l’image terroriste de Cherarba. Les rapports des pouvoirs publics avec les populations des quartiers informels s’établissent selon un mode de gouvernement qui pose la question de la démocratie.Abstract. In the cities of the Maghreb, informal settlements are proving to be a privileged observatory of the relations between institutional policies and social dynamics. The focus here is put on the subtle links between the processes of marginalization and informalisation and forms of domination of the populations concerned. The segregation and injustice that characterize the legalization policy undertaken by the State in the late 1980s had disgruntle the aspirations of empowerment and affirmation of the urbanity of the inhabitants of Cherarba. The government has lost its legitimacy among residents and the neighborhood is then passed into the hands of radical Islamist opposition who was need to informal channels to finance its activities. Expectations and hopes of population change have encountered, this time, aggressive authoritarianism Islamist and their daily is passed of the symbolic violence to deadly violence that was probably the cause of the position change of a large part of them : position change and désolidarisation which she paid of a massacre. The suppression of terrorism and the "pacification" that followed were accompanied by a desire to reconquer the territory by the government, through the revival of the housing programs and the achievement of many amenities. Residents, for their part, want only one thing: turn the page of the Civil War and delete the terrorist image of Cherarba. The government reports with population of informal settlements are a form of government whose purpose is primarily political, which raises even more the democratic question, especially in the current context of Arab countries
