Dalam prosesnya Stake Holders terkadang memandang hal ini sebagai perbuatan bisnis semata, ada resiko, keuntungan bahkan kerugian. Penelitian ini bertujuan agar pihak terkait satu sikap dan semangat dalam upaya memenuhi kebutuhan barang dan jasa sekaitan dengan peningkatan kualitas pendidikan di Universitas Sumatera Utara. Memahami Peraturan Pemerintah nomor 16 tahun 2018 dan Peraturan Rektor Universitas Sumatera Utara nomor 1 Tahun 2018, dalam upaya pencapaian cita-cita penyelenggaraan pendidikan tinggi yang dinyatakan di undangundang nomor 12 tahun 2012. Data yang digunakan berupa data primer dari hasil wawancara/ pengamatan langsung di Unit Kerja Pengadaan Barang dan jasa. Data Sekunder diperoleh dari dokumen Pengadaan Barang/Jasa di UKPBJ dan Biro Pengelolaan Aset dan Usaha Universitas Sumatera Utara. Metode analisis data yang digunakan adalah analisis deskriptif. Penelitian menunjukkan bahwa perencanaan, pengadaan, pemeriksaan dan penyerahan kepada user sebagian besar sudah memenuhi peraturan yang berlaku, namun masih banyak fakultas membutuhkan sarana lebih baik dalam upaya pencapaian tujuan pendidikan. Penulis menyarankan pemenuhan sarana dan prasarana ditingkatkan dari segi jumlah dan pagu anggarannya, karena minim sarana dan kenyamanan untuk tempat belajar. Koordinasi antara Unit Kerja Pengadaan Barang dan Jasa dengan Pengguna (Users) ditingkatkan agar Users tidak enggan atau takut dalam pengadaan, peningkatan profesionalisme SDM Pengadaan, perlindungan terhadap pelaksana pengadaan yang bermuara pada pelaksanaan secara efesien dan efektif, agar prinsip tranparan, akuntabel, persaingan yang adil untuk pemanfaatan anggaran secara maksimal dapat tercapai. Procurement of Goods and Services is carried out to meet Education Facilities and Infrastructure, Improvement of Public Services and the development of Higher Education Tridharma. In the process Stake Holders sometimes see this as a mere business act, there are risks, profits and even losses. The aim of this research is for related parties to have an attitude and enthusiasm in efforts to meet the needs of goods and services related to improving the quality of education at the University of North Sumatra. Understanding Government Regulation number 16 of 2018 and Rector of North Sumatra University number 1 of 2018, in an effort to achieve the ideals of higher education as stated in law number 12 of 2012. Data used in the form of primary data from interviews / direct observations in the Goods and Services Procurement Work Unit. Secondary data were obtained from the Goods / Services Procurement document at UKPBJ and the North Sumatra University Asset and Business Management Bureau. Data analysis method used is descriptive analysis. Research shows that planning, procurement, inspection and submission to users largely meet the applicable regulations, but there are still many faculties that need better facilities in the achievement of educational goals. The author suggests that the fulfillment of facilities and infrastructure be improved in terms of the amount and ceiling of the budget, because of the lack of facilities and comfort for the place of learning. Coordination between the Goods and Services Procurement Work Unit and Users is increased so that Users are not reluctant or afraid of procurement, increase the professionalism of Procurement HR, protection of procurement executives that lead to efficient and effective implementation, so that the principles of transparency, accountability, fair competition for maximum utilization of the budget can be achieved

    MENINGKATKAN KEMAMPUAN PENALARAN DAN KOMUNIKASI MATEMATIS SISWA SEKOLAH MENENGAH ATAS MELALUI PEMBELAJARAN ANALITIK SINTETIK

    Akar masalah yang mendasari penelitian ini adalah kenyataan bahwa proses pembelajaran matematika di kelas kurang meningkatkan kemampuan berpikir matematis tingkat tinggi, khususnya dalam kemampuan bernalar dan kemampuan komunikasi matematis. Untuk mengatasi masalah tersebut, penelitian ini mengkaji suatu pembelajaran melalui pendekatan analitik sintetik intervensi divergen (Pasid) dan analitik sintetik intervensi konvergen (Pasik). Penelitian ini bertujuan untuk mengetahui pendekatan pembelajaran yang mana dari ketiga pendekatan pembelajaran yang diteliti (Pasid, Pasik, dan Konvensional) lebih baik untuk meningkatkan kemampuan penalaran dan komunikasi matematis siswa, serta untuk mengetahui bagaimana sikap siswa terhadap pelajaran matematika, terhadap pendekatan pembelajaran Pasid dan Pasik, dan terhadap soal-soal penalaran dan komunikasi yang diberikan. Penelitian ini merupakan studi kuasi eksperimen yang dilakukan pada siswa kelas XI di SMAN 4 Kota Cimahi dengan pokok bahasan penggunaan turunan untuk menentukan karakteristik fungsi. Desain penelitian menggunakan Pretes-Postes Control Group Design. Instrumen penelitian berupa tes kemampuan penalaran dan komunikasi matematis dan non-tes (angket skala sikap). Bahan ajar berupa LKS . Hasil penelitian menunjukkan bahwa: (1) Kemampuan penalaran matematis siswa yang memperoleh pembelajaran Pasid/Pasik lebih baik dibandingkan dengan siswa yang memperoleh pembelajaran konvensional (PK) dan kemampuan penalaran kelompok Pasid lebih baik dari kelompok Pasik, (2) Kemampuan komunikasi matematis siswa yang memperoleh pembelajaran dengan pendekatan Pasid/Pasik lebih baik dibandingkan dengan siswa yang memperoleh pembelajaran dengan pendekatan konvensional (PK) dan kemampuan komunikasi matematis kelompok Pasid lebih baik dari kelompok Pasik, (3) Terdapat korelasi kemampuan penalaran dan kemampuan komunikasi matematis siswa. Korelasi tersebut terindikasi bersifat linear, (4) Siswa yang memperoleh pembelajaran dengan pendekatan Pasid/Pasik memiliki sikap yang positif terhadap pelajaran matematika, terhadap pendekatan pembelajaran yang diperoleh, dan terhadap soal-soal kemampuan penalaran dan kemampuan komunikasi matematis yang diberikan. Sikap positif kelompok Pasid lebih baik dibandingkan sikap positif kelompok Pasik

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
