    This study aims to analyze police strategies in realizing local wisdom-based security in Keerom Regency through the integration of community cultural values. This study is urgent as local wisdom integration is vital for sustainable peace and trust in Papua. The research method used is a qualitative approach with an in-depth case study. The research location was carried out in the Papua region, where the richness of local wisdom is a primary asset. Data collection techniques were carried out through in-depth interviews, field observations, and analysis of policy documents. Research informants included police officers, traditional leaders, and academics who understand the dynamics of security and local cultural values. Research instruments in the form of interview guidelines and observation sheets were developed to obtain valid data. Data analysis was conducted using thematic analysis techniques to identify interaction patterns, obstacles, and potential synergies between officers and the community. The results of the study revealed that the integration of local wisdom in police strategies can increase public trust and the effectiveness of law enforcement, although there are still obstacles in the understanding of culture by officers. The discussion shows that a participatory approach and collaboration between officers and traditional leaders are key to success. The conclusion of the study emphasizes the need to increase the capacity of officers through cultural training and strengthening cross-sectoral cooperation.     Kualitas Pelayanan Sertifikat Tanah Hak Milik di Kantor Pertanahan Kabupaten Jayapura: The Service Quality of Certificate Land Title in The Land Office of Jayapura Regency

    The study aims to know and describe the quality of services and arrangements in the land certificates processing at Land Office of Jayapura Regency, Papua Province in Indonesia. This was a qualitative research by using service quality theory. This theory consists of five main dimensions namely, tangible, empathy, reliability, responsiveness, and assurance. The primary data was obtained through observation and interviews, while secondary data was obtained through library research. Data analysis was carried out through reduction and presentation, conclusions, and verification. Therefore, the results showed that service procedures were implemented according to standards, and the officers' competence were considered adequate. However, in terms of facilities and infrastructure, service standards did not meet the required expectations. Finally, the duration of the process indicated that the services provided were not responsive to the community needs.   Kajian ini dilakukan untuk mengetahui dan mendeskripsikan kualitas pelayanan dan pengaturan pertanahan dalam pengurusan sertifikat tanah hak milik di Kantor Pertanahan Kabupaten Jayapura, Provinsi Papua. Jenis penelitian ini adalah kualitatif dengan menuang teori kualitas pelayanan yang terdiri atas lima dimensi pokok: tangible, empathy, reliability, responsiveness, assurance. Data primer diperoleh melalui pengamatan dan wawancara, data sekunder berasal dari studi kepustakaan. Analisis data dilakukan melalui reduksi data, penyajian data, penarikan kesimpulan dan verifikasi. Hasil penelitian ini menunjukkan bahwa prosedur pelayanan telah dilaksanakan sesuai standar pelayanan, serta kompetensi petugas juga dinilai telah memadai. Kendati demikian, dari segi sarana dan prasarana belum sepenuhnya sesuai dengan standar pelayanan, lamanya proses penyelesaian pengaduan juga mengindikasikan bahwa pelayanan yang diberikan kurang memuaskan kebutuhan masyarakat selaku pengguna layanan

    This study aims to analyze the implementation of the supervisory function of the Regional People\u27s Representative Council (DPRD) in the government of Yahukimo Regency, as well as the supporting and inhibiting factors. The urgency of this research lies in the importance of strengthening the supervisory function of the Regional Representative Council so that accountability and transparency in regional administration can be better guaranteed. This study uses a qualitative research method with a descriptive approach. The data collection techniques used are interviews, observation, literature study, and documentation. Informants are selected purposively. Data analysis includes the stages of data reduction, data presentation, and drawing conclusions and verification. The implementation of the supervisory function of the DPRD in Yahukimo Regency is analyzed using Edwards III\u27s theoretical framework, which includes communication, resources, disposition, and bureaucratic structure. The results of the study indicate that internal communication within the DPRD is well established, but obstacles arise when dealing with local governments that lack transparency, thereby slowing down access to information and reducing the effectiveness of oversight. In terms of resources, the limited number of members and supporting facilities, as well as the lack of budget, pose challenges in overseeing a vast area. Although the DPRD demonstrates a positive disposition and high commitment in performing its duties, the lack of support and budget from the local government often hinders the continuity of oversight. In terms of bureaucratic structure, clear task distribution and the use of standard operating procedures (SOPs) enhance oversight efficiency. Supporting factors, such as the competence of DPRD members and community participation, play a crucial role in oversight effectiveness. However, these are hindered by limitations in human resources, budget constraints, lack of transparency, weak coordination, and political interests that undermine the objectivity of oversight

    This research aims to analyze and describe the implementation of the Capacity Development Policy for State Civil Apparatus at the Mulia District Office, Puncak Jaya Regency as well as the supporting and inhibiting factors for the Implementation of the Capacity Development Policy for the State Civil Apparatus at the Mulia District Office, Puncak Jaya Regency. This research is important to increase the capacity of ASN for public services and good governance in Puncak Jaya Regency. This research is qualitative descriptive research with data collection techniques used are observation, interviews and documentation techniques. The data analysis techniques used are data reduction, data presentation and drawing conclusions. The results of this research show that the implementation of the Capacity Development Policy for State Civil Apparatus at the Mulia District Office, Puncak Jaya Regency, Communication in its understanding is sufficient. Internal resources in developing ASN capacity are understood. The disposition in developing ASN has been carried out through efforts by the district head. Bureaucratic structure of apparatus resource management through planning, organizing, directing, controlling, procuring labor, developing, compensating, integrating, maintaining, disciplining and terminating employment relations. Apart from that, there are supporting and inhibiting factors for the implementation of the State Civil Apparatus Capacity Development Policy at the Mulia District Office, Puncak Jaya Regency based on internal factors, namely the District Head is very supportive of developing ASN capacity in accordance with applicable regulations.     Human Resources (HR) with important quality are optimized to support the implementation of accelerated development. This research was conducted at the Yahukimo District Health Office, with a focus on the implementation of policies on the development of the quality of Human Resources and the supporting and inhibiting factors for HR development. This research paradigm is qualitative with descriptive research type. The technique of determining informants uses the technique snowball. Research informants. Primary data collection is done by interview (interview), observation non participant. Secondary data were obtained from manuals, reports, newspaper clippings, and literature relating to research problems, such as books and journals. Methods of data analysis through stages of reduction, data presentation and taking conclusions. The results showed that the implementation of the human resources development policy of the Yahukimo Health Office with Edward III mode showed that the communication and policy guidelines for the HR development of the Yahukimo District Health Office had gone well. The relationship is built from the line hierarchy of the department head to the related fields. The head of the department entrusts the head of the Technical SDK to carry out their duties and functions according to the guidelines and instructions. The Department of Health\u27s resources are severely short on the number of health workers in the field. The number of Puskesmas in Yahukimo Regency with a total of 33 does not match the composition of the existing health personnel. The disposition or tendency of employees at the Health Office in implementing HR development policies is carried out with regular coordination between the head of the department and subordinates. This cross-coordination can be carried out not only on a top-down but also bottom-up basis according to the hierarchical structural coordination line. The bureaucratic structure for implementing HR development policies has SOPs that include an Integrated Recording and Reporting System, Integrated Technical Guidance SOPs and Civil Servant Performance Target SOPs. Support for Policy Implementation is the absorption of the Special Autonomy Fund of two billion Rupiah which is specifically allocated for employee education. Meanwhile, the obstacles cover three things, namely the lack of technical guidance and training, minimal budgetary resources, and inadequate access to transportation

    This study aims to analyze the implementation of the School Operational Fund (BOS) policy at SD Inpres Pruleme, Puncak Jaya Regency. The focus of the study includes policy implementation, supporting and inhibiting factors, and the school\u27s efforts to optimize the use of BOS funds. The research method used is qualitative with a descriptive approach. Data collection techniques include in-depth interviews, observations, and document studies. Research informants were determined using purposive sampling techniques. Data were analyzed through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the BOS policy at SD Inpres Pruleme, from a communication perspective, is still constrained by suboptimal information dissemination and coordination. Furthermore, in terms of resources, there are limitations in human resources for financial management and inadequate infrastructure. In terms of disposition, although policy implementers demonstrate commitment in managing BOS funds, understanding of technical regulations and the participation of the school committee in oversight still need to be improved. From the bureaucratic structure aspect, the mechanism for disbursing and reporting BOS funds is still hampered by complex administrative procedures and the lack of an effective monitoring system. Supporting factors include community support, effective communication between schools and the Education Office, and transparency in financial reporting. Meanwhile, the inhibiting factors are limited infrastructure, low budget management capacity, miscommunication between governments, and difficult road access, which hinder distribution and the effectiveness of BOS fund use. Improvement efforts are carried out through transparent planning, capacity building through training, publication of financial reports, optimization of fund use according to priorities, and regular monitoring and evaluation to enhance education quality

    This research aims to determine the effect of organizational commitment (X1) and job satisfaction (X2) on OCB (Y). This research adopted quantitative methods with a descriptive approach—data collected through questionnaire distribution techniques. Data analysis techniques prioritize numerical analysis, from data preparation and tabulation to the hypothesis testing stage. Through linear regression analysis techniques, the results obtained show that if organizational commitment (X1) and job satisfaction (X2) increase, OCB (Y) also increases. The results of testing the coefficient of determination (R2) also show that OCB (Y) is influenced by organizational commitment (X1). And Job satisfaction (X2) is 95%. In comparison, the remaining 5% is influenced by other variables outside this research. At the same time, the correlation test proves that there is a powerful influence between organizational commitment (X1) and job satisfaction (X2) for OCB (Y). This evidence is also in line with the results of the t-test, where there is a partial influence of Organizational Commitment (X1) and Job Satisfaction (X2) on OCB (Y). Then, the f-test shows the simultaneous influence of Organizational Commitment (X1) and Job Satisfaction (X2) on OCB (Y).     Penelitian ini dilatarbelakangi oleh urgensi kebijakan pendidikan berbasis data melalui Platform Rapor Pendidikan yang diluncurkan secara nasional, namun implementasinya di Kota Jayapura masih menghadapi kendala teknis dan kelembagaan. Tujuan penelitian adalah menganalisis penerapan kebijakan pada tingkat SMA dan SMK, mengidentifikasi faktor pendukung dan penghambat, serta merumuskan model implementasi yang sesuai dengan konteks lokal. Penelitian ini menggunakan pendekatan kualitatif dengan paradigma interpretivis dan desain studi kasus. Subjek penelitian melibatkan 28 informan yang dipilih secara purposive sampling, terdiri atas aktor kebijakan level makro (pemerintah dan legislatif), meso (dinas pendidikan dan kepala sekolah), dan mikro (guru, operator, komite, serta siswa). Data dianalisis menggunakan teknik analisis tematik melalui reduksi, kategorisasi, dan interpretasi tema. Hasil penelitian menunjukkan bahwa seluruh SMA dan SMK di Kota Jayapura telah mengadopsi Platform Rapor Pendidikan, tetapi pemanfaatannya masih bersifat administratif dan belum sistematis. Data kuantitatif memperlihatkan fluktuasi capaian, termasuk penurunan literasi, iklim sekolah, dan kesejahteraan siswa. Faktor pendukung meliputi dukungan pemerintah dan kepemimpinan, infrastruktur dan integrasi data, serta pelatihan dan pendampingan. Hambatan yang muncul mencakup keterbatasan kapasitas guru, ketidakmerataan infrastruktur, beban administrasi, dan rendahnya partisipasi komite sekolah. Penelitian ini menghasilkan model implementasi sembilan pilar dengan lima titik kendali utama: SOP perencanaan berbasis data, verifikasi data bulanan, forum refleksi triwulanan, transparansi hasil, dan penguatan peran komite. Temuan ini menegaskan bahwa optimalisasi kebijakan pendidikan berbasis data membutuhkan penguatan kapasitas kelembagaan, tata kelola kolaboratif, dan konsistensi kebijakan lintas level. From Policy to Practice: Modeling the Implementation of the Education Report Card Platform in Jayapura Senior and Vocational High Schools Abstract This study explores the implementation of the Education Report Card Platform in senior high schools and vocational high schools in Jayapura City, Papua, as part of Indonesia’s national policy to strengthen data-driven education planning. The research aims to analyze how the platform is applied at the school level, to identify supporting and inhibiting factors, and to design an implementation model tailored to the local context. Employing a qualitative approach with an interpretivist paradigm and a case study design, data were collected through interviews, observations, and document analysis involving 28 purposively selected informants from macro (government and legislative), meso (education offices and school leaders), and micro (teachers, operators, committees, and students) levels. Thematic analysis was used to reduce, categorize, and interpret data. Findings indicate that all senior and vocational high schools in Jayapura City have formally adopted the Education Report Card Platform, yet its utilization remains largely administrative and inconsistent. Quantitative indicators show fluctuations, with declines in literacy, school climate, and student well-being. Supporting factors include government commitment, leadership, infrastructure, training, and cross-sector coordination, while barriers involve limited teacher capacity, uneven infrastructure, administrative burdens, and low committee participation. The study proposes a nine-pillar implementation model with five control points: standardized procedures, monthly verification, quarterly reflection forums, transparency, and stronger committee roles. These findings highlight that optimizing data-driven education policy requires institutional capacity building, collaborative governance, and policy coherence across levels

    This study aims to examine and analyze the Implementation of Civil Servant Career Development Policies at the Regional Financial and Asset Management Agency of Puncak Jaya Regency, as well as analyze the factors that support and hinder the implementation of these policies. This type of research is a descriptive research with a qualitative approach, data collection techniques using observation, interviews, and documentation. Data analysis consisted of three stages, namely data reduction, data presentation, and drawing conclusions. The results of this study can be concluded that the Implementation of Civil Servant Career Development Policy at the Regional Financial and Asset Management Agency of Puncak Jaya Regency by using Edward III\u27s theory in the aspect of communication regarding employee education is already good. from the aspect of resources in the implementation of training or training constrained by budget problems. In the disposition aspect for career development there are still doubts about activities such as seminars, workshops. Then from the aspect of bureaucratic structure in the implementation of basic education training, many of them were not carried out optimally.     Abstrak: Tingkat kesadaran masyarakat dalam menerapkan protokol kesehatan masih dalam kategori rendah. Salah satu faktor penyebabnya adalah kurangnya kesadaran masyarakat terhadap masalah ini. Himbauan pemerintah untuk disiplin menerapkan protokol kesehatan harus didukung dengan sosialisasi dan edukasi yang intensif. Sasaran kegiatan ini adalah masyarakat Kampung Yobeh, Distrik Sentani, Kabupaten Jayapura, Provinsi Papua. Tujuan pelaksanaan kegiatan ini untuk meningkatkan kesadaran dan memperkuat pemahaman masyarakat mengenai pentingnya membudayakan 4M; mengenakan masker, mencuci tangan, menjaga jarak dan menghindari kerumunan. Output kegiatan tersebut, pemerintah kampung merasa terbantukan dalam memberikan edukasi kepada masyarakat untuk mencegah munculnya klaster baru Covid-19. Usai mengikuti kegiatan para peserta berkomiten untuk konsisten membudayakan prilaku hidup sehat sebagai bentuk upaya menjaga diri, keluarga dan orang sekitar.Abstract: Public awareness in implementing health protocols is still low. One of the contributing factors is the lack of public awareness on this problem. Appeal from the government for discipline in implementing health protocols must be supported by intensive socialization and education. This project target is the people of Yobeh Village, Sentani District, Jayapura Regency, Papua Province. The purpose of implementing this project is to increase awareness and strengthen public understanding of the importance of cultivating 4 habits; wear a mask, wash your hands, keep your distance and avoid crowds. The output of this project is that the village administration feels helped in providing education to the community to prevent the emergence of a new Covid-19 cluster. After participating on these project, the participants are expected to be committed to consistently cultivating healthy living habits as an effort to protect themselves, their families and those people around them
