No full textInformation and communication have always opened opportunities for the poor to earn income, reduce isolation, and respond resiliently to emergencies. With mobile phone use exploding across the developing world, even marginalized communities are now benefiting from modern communication tools. This book explores the impacts of this unprecedented technological change. Drawing on unique household surveys undertaken by research networks active in 38 developing countries, it helps to fill knowledge gaps about how the poor use information and communication technologies (ICTs). The role of competition in institutional reform of telecommunications: lessons from Sri Lanka
No full textConsolidation of the recent wave of institutional reforms in telecommunications requires assessment of the position of competition in relation to organizational reform of incumbents and the establishment of regulation. Drawing lessons from the experience of Sri Lanka, a country which has achieved good results from comprehensive reforms over a nine-year period, the article concludes that competition plays the most important role. In addition to the direct benefits of increased investment, lower prices and higher levels of connectivity, quality of service and innovation, competition reinforces organizational reform of the incumbent, contributes to the consolidation and legitimation of regulation and prevents the rollback of advances in organizational reform of the incumbent and in regulation. The article also draws general conclusions from the policy choices made by Sri Lanka regarding the strategy of introducing competition; the sequence of privatization and competition; the balance between telecommunications sector objectives and yield maximization from privatization/ownership; universal access/service; managing competition within technology-defined subsectors; and ongoing regulation for competition.Competition Regulation Privatization Institutional reform Sri Lanka

This paper begins the process of involving organizations from the global south in shaping BD4D research and policy agendas. The conception of (BD4D) research as some kind of magic bullet that would displace prior research methods is not defensible even as the idea gathers momentum. Evaluating last-mile hazard information dissemination : a research proposal
Get PDFThis is a comprehensive and detailed report regarding implementation of a first-responders ICT strategy for emergency communication and disaster management in Sri Lanka. The project showed that ICTs can be incorporated into communities and form a critical infrastructure. However, from a technical perspective all ICTs used in the hazard information dissemination system (HazInfo Pilot) need upgrading to receive Complete Full-CAP (Common Alerting Protocol) messages before their use in the Last-Mile Communities of Sri Lanka. Sri Lankan society is not used to working according to plans, nor adhering to concepts of deadlines. Disastrous weather events and ongoing civil conflicts are impediments to pilot project planning
