Professor Dr. Flórián Tremmel, an acknowledged Hungarian scholar of criminal law, paints and writes maqamat in his leisure time. The above-mentioned rhymed prose excellently expresses Flórián Tremmels vocation, even affection for education and science. His adherents call him simple Master. Csaba Fenyvesi, who envisions himself as a follower of professor Tremmel, considers the quartet of knowledge, affection, humour and order as the Master’s Ars Poetica. Professor Fenyvesi means that these four key words ‘…can serve as guidelines in the activity of a law scholar, and so of the celebrated person, in his activity, mental conception, charisma, and what can be formulated - perhaps not exaggerating – also as an Ars Poetica for a law scholar, a school creating real Master.’ Flórián Tremmel was born in Szombathely in 1941. He took his A-levels in the Premonstratensian secondary School „Nagy Lajos” in Szombathely and received his diploma at the Faculty of Law of the University of Pécs with the grade ‘summa cum laude’. After his certification he became first trainee then assistant lecturer and assistant professor at the Faculty of Procedural Law. In 1982, after defence of his dissertation in the topic civil suit, he became candidate. From 1991 he was appointed as leader of the Chair for Criminal Procedural Law. In 1994 he habilitated with his lecture ‘The Legal Remedy System of Criminal Procedural Law’ and he was appointed as university professor in the same year. In 2005 he became leader of the Chair for Criminal Procedural Law and Criminalistics and from 2007 he has worked as professor emeritus. FlóriánTremmel has actively participated both in Hungarian and in international scientific public life. In 2003 he was organizer of the subsection criminal sciences at the anniversary conference ‘Law and lawyers on the edge of the 21st century’, in 2004 he organised the international conference titled ‘Physicians and lawyers in the criminal jurisdiction.’ He created the continuously expanding international legal forum, the Central European Criminal Cooperation in 2003. For his scientific and educational activities, he was priced with Officer Cross of the Merit of the Hungarian Republic in 2005, with Gold Grade of the merit Pro Facultate Iuridico-Politica Universitatis Quinqueecclesiensis in 2006 and with the Golden Professorship price in 2007. He presented more hundred publications, he has been author of numerous books, parts of book and papers. His most important works are: the textbook Hungarian Criminal Procedure, Civil Suit, the textbook and atlas Criminalistics (with co-author Csaba Fenyvesi), Evidence Theory, Rhetoric in the Judiciary, Evidences in the Criminal Procedure, New Hungarian Criminal Procedure (co-authors Csaba Fenyvesi and Csongor Herke), Basic Principles of Criminal Procedure in the Basic Law, The Theory of Criminal Procedural Law (co-authors Csaba Fenyvesi and Csongor Herke), Evidences in Criminal Procedure. A fent idézett rímes próza jól kifejezi Tremmel Flóriánnak az oktatás, a tudomány iránti mérhetetlen elhivatottságát, mi több, szeretetét. Követői egyszerűen Mesternek hívták. Fenyvesi Csaba, aki Tremmel professzor tanítványának tartja magát, a Mester ars poeticáját a tudás, a szeretet, a humor és a rend kvartettjében látja. Fenyvesi professzor szerint e négy kulcsszó „… vezérfonalul szolgálhat egy jogtanár, így az ünnepelt tevékenységében, szellemi felfogásában, kisugárzásában és amely – talán nem túlzó állítás – ars poetica-ként is megfogalmazható egy jogtanár, egy (iskolát teremtő) igazi Mester számára.” Tremmel Flórián 1941-ben Szombathelyen született. A szombathelyi premontrei Nagy Lajos gimnáziumban érettségizett, 1964-ben a Pécsi Tudományegyetem Állam- és Jogtudományi Karán szerzett summa cum laude diplomát. Az egyetem elvégzését követően az Eljárásjogi Tanszéken előbb gyakornok, tanársegéd, majd adjunktus lett. 1982-ben a magánvád körében írt disszertáció megvédésével kandidátusi címet szerzett. 1991-től a Büntető Eljárásjogi Tanszék vezetőjének nevezték ki. 1994-ben „A büntetőeljárás jogorvoslati rendszere” című előadással habilitált, és még abban az évben egyetemi tanárrá nevezték ki. 2005-től a Büntető Eljárásjogi és Kriminalisztikai Tanszék vezetője lett, 2007-től pedig professor emeritusként dolgozik. Tremmel Flórián a hazai és nemzetközi tudományos közéletben egyarán aktívan részt vett. 2003-ban a „Jog és jogászok a 21. század küszöbén” címmel rendezett jubileumi konferencián a bűnügyi tudományok alszekciójának szervezője volt, 2004-ben „Orvosok és jogászok a büntető igazságszolgáltatásban” címmel nemzetközi konferenciát szervezett. Ő hozta létre 2003-ban az egyre bővülő nemzetközi jogi fórumot, a Közép-Európai Bűnügyi Együttműködést. Tudományos és oktatói tevékenységét 2005-ben a Magyar Köztársasági Érdemrend Tisztikeresztjével, 2006-ban a Pro Facultate Iuridico- Politica Universitatis Quinqueecclesiensis érdemérem arany fokozatával, 2007-ben pedig Arany Katedra-díjjal ismerték el. Több mint száz publikációja jelent meg, számos könyv, könyvrészlet, tanulmány szerzője. Decollectivization and the agricultural transition in Eastern and Central Europe
The agricultural transition is an essential part of stabilization and adjustment in Eastern and Central Europe because agricultural sectors are large and food is important. The supply response that many within and outside the region expected to emerge early and expeditiously is complicated by the removal of consumer subsidies and constrained export demand. In an atmosphere of acute economic uncertainty and declining farm incomes, the distribution of agricultural land is proceeding. The author traces the liberalization of food prices and the distribution of agricultural land to date. The essence of the agricultural transition is the state's withdrawal from its traditional role as residual claimant of rents forthe use of agricultural resources. This role will pass in stages to owners of land. The author concludes that an agricultural transition when demand is constrained is more difficult to manage than one in which the fruits of institutional change and productivity growth find ready outlets. Moreover, although price movements are not yet clear, it appears that removing subsidies on feed, credit, fertilizer, machinery, and energy will move the terms of trade against agriculture - particularly against the large livestock sector. The need to increase productivity will thus be even greater than in the past. Testing for the first time the ?Lived Ancient Religion? approach in terms of a peripheral province from the Danubian area, this work looks at the role of ?sacralised? spaces, known commonly as sanctuaries in the religious communication of the province. 0The author analyses the role of space sacralisation, religious appropriation, embodiment and the social impact of religious communication in urban contexts (Apulum), military contexts (Porolissum and Mehadia), and numerous examples from rural (non-urban) environments (Ampelum, Germisara, Ad Mediam, and many others). The book concentrates not only on the creation and maintenance of sacralised spaces in public and secondary locations, but also on their role at the micro-level of objects, semi-micro level of spaces (settlements), and the macro-level of the province and the Danubian region as a whole. Innovatively as regards provincial archaeological research, this book emphasises the spatial aspects of lived ancient religion by analysing for the first time the sanctuaries as spaces of religious communication in Dacia. The work also contains a significant chapter on the so-called ?small-group? religions (the Bacchic, Mithraic and Dolichenian groups of the province), which are approached for the first time in detail. Information hiding in boundary representation geometric models
The increasing mobility of computer aided design (CAD) data between subcontractors and distributed manufacturing facilities is creating a need to verify providence and protect the copyright of three-dimensional CAD models. Although watermarking technologies are well established for many types of digital media (e.g. music, image and video) no viable techniques have yet emerged for the high value solid boundary representation (B-rep) models used in 3D mechanical CAD systems. This thesis reviews some of the established approaches to watermarking 3D CAD objects, before describing the particular challenges inherent in the nature and use of B-rep data. After discussing some of the possible methods for incorporating watermarks into three dimensional data structures, an approach is described that subtly alters a B-rep model's geometric representation to incorporate a "transparent" signature. Furthermore, this thesis introduces a watermark assessment scheme and adequate test objects to enable objective benchmarking of the proposed method. In addition, it demonstrates the embedding and retrieval of text information, and investigates the robustness of the embedded watermark after a variety of transformation and modifications have been carried out. Test results show that the introduced parametric orientation (PO) watermark does not change the model's shape or file size, nor has any influence on the CAD model's capabilities. Considering the overall performance, PO-watermarking has shown to be a viable method for marking 3D B-rep CAD models. It works particularly well within a single CAD environment (i.e. company network) where no data is being translated into different formats, and is robust for everyday use. Agriculture and the transition to the market
Agricultural sectors in Eastern and Central Europe are large so that changes in producer prices, farm employment, and land ownership affect substantial numbers of people. In the past, food in the region was politicized. For decades, governments of Eastern European countries and the USSR offered their citizens stable, subsidized food prices and a steadily improving diet in an effort to demonstrate the superiority of communism over capitalism. During the transition, the context has changed, but food remains politicized. Many consumers in the region are ill-prepared to pay the real costs of food, which are quite high. The task of reducing those costs will be difficult, involving restructuring of farms and fostering competition in processing and distribution. Management of the agricultural transition will affect the political sustainability of the process and influence agriculture's contribution to the growth of emerging market economies. Although the agricultural sector of Eastern and Central Europe is large, Soviet agriculture dwarfs it in its impact on the region and the world. A positive program to stop the decline in Soviet agriculture could contribute to economic growth and political stability. The New Hungarian Pension System and its Problems
In January 1, 1998 a new, three-pillar pension system was introduced in Hungary. It will replace about a 1/4 of the existing unfunded public system by a funded private system from 2013. This transition is obligatory for people entering the labor market after June 30, 1998 and optional for others. Meanwhile the public pillar is also reformed. Pensionable age is increasing significantly but smoothly, wage index-ation is replaced by a combined wage-price indexation and the link between earnings and benefits will be rectified between 2009–2013. The official view is that it is this reform package which will make the Hungarian pension system sustainable in the long run and will contribute to the development of capital markets. The critics of the reforms, including the author, underline several remaining and new problems: the public pillar retains its weak points until 2013, the consolidated balance may deteriorate rather than improve under the partial privatization and the welfare of the old population will be relatively lower due to the decreased security.pension reforms, funding, economics in transition
„404 Not Found – Ki őrzi meg az internetet?” Múlt, jelen, jövő a digitális térben
The ever-growing amount of digital content and the widespread use of the internet require that the long-term and secure preservation of the data content created in digital space, i.e. of the digital past, be accomplished for scientific processing, for transmission to future generations and social use – as the author of this study, Dr. Csaba Latorcai, Minister of State for Public Administration of the Ministry of Human Capacities pointed out in his address at an online workshop entitled “404 Not Found – Who is to preserve the internet?” Past, present and future in digital space held on December 2, 2020.
The proficient and secure preservation and utilization of the data generated in digital space requires an appropriate professional background, which is provided by the National Széchényi Library (NSZL), the library of the Hungarian nation. The government passed a resolution on the provision of resources necessary for the IT development of the NSZL. The pilot preparatory work for web archiving has been completed, and NSZL is prepared to continuously perform its web archiving tasks. The relevant government resolution and act amendment determine the legal and financial frameworks of web archiving from January 1, 2021. As a result, by involving the widest possible range of Hungarian libraries, by following and shaping international tendencies in the field, NSZL implements long-term preservation and the use of web content classified as a Hungaricum, as well as it ensures scientific processing.Az egyre növekvő mennyiségű digitális tartalom és az internethasználat általános elterjedése megköveteli, hogy a digitális térben keletkezett adattartalom, a digitális múlt tartós és biztonságos megőrzése megvalósuljon a tudományos feldolgozás, a jövő nemzedékei számára történő átörökítés és társadalmi hasznosítás érdekében – hangsúlyozta a cikk szerzője, Latorcai Csaba, az Emberi Erőforrások Minisztériuma közigazgatási államtitkára a 2020. december 2-i „404 Not Found – Ki őrzi meg az internetet?” című, az Országos Széchényi Könyvtár által rendezett online workshopon tartott előadásában. Az Országos Széchényi Könyvtár informatikai fejlesztéséhez szükséges források biztosításáról a Kormány 2016-ban határozatot hozott. Az előkészítő munkálatok lezárultak, a nemzeti könyvtár felkészült a webarchiválási feladatok folyamatos ellátására, és Kormányhatározat, illetve törvénymódosítás teremti meg 2021. január 1-től a webarchiválás jogi és finanszírozási kereteit. A nemzeti könyvtár a hazai könyvtárak minél szélesebb körét bevonva, követve és alakítva a nemzetközi szakmai tendenciákat, megvalósítja a hungarikumnak minősülő webes tartalom tartós megőrzését, használatra bocsátását, biztosítja annak tudományos feldolgozását
