National Aboriginal and Torres Strait Islander health plan 2013-2023
In 2008 Australian Governments committed to work with Aboriginal and Torres Strait Islander people on an incredibly important task - to achieve equality in health status and life expectancy between Aboriginal and Torres Strait Islander people and non-Indigenous Australians by the year 2031. The commitment – in the form of the Close the Gap Statement of Intent – creates the platform for this National Aboriginal and Torres Strait Islander Health Plan, which has been developed in partnership with Aboriginal and Torres Strait Islander people and their representatives.
This Health Plan provides a long-term, evidence-based policy framework as part of the overarching Council of Australian Governments’ (COAG) approach to Closing the Gap in Indigenous disadvantage, which has been set out in the National Indigenous Reform Agreement (NIRA) signed in 2008. The NIRA has established a framework of national targets and policy building blocks. Two of the Closing the Gap targets, to halve the gap in child mortality by 2018 and close the life expectancy gap by 2031, go directly to health outcomes, while others address social determinants of health such as education and employment.
The Health Plan builds on the United Nations Declaration on the Rights of Indigenous Peoples. It adopts a strengths-based approach to ensure policies and programs improve health, social and emotional wellbeing, and resilience and promote positive health behaviours. It emphasises the centrality of culture in the health of Aboriginal and Torres Strait Islander people and the rights of individuals to a safe, healthy and empowered life. Injury of Aboriginal and Torres Strait Islander people due to transport: 2005-06 to 2009-10
This report looks at death and serious injury of Aboriginal and Torres Strait Islander people in Australia due to transport accidents in the five-year period 2005-06 to 2009-10. Land transport accidents accounted for 26% of all fatal injury cases and 9% of all serious injury cases for Aboriginal and Torres Strait Islander people. The age-standardised rate for Aboriginal and Torres Strait Islander people was 2.8 times the rate for Other Australians for fatal cases, and 1.3 times the rate for Other Australians for serious injuries
Recirculation in the Fram Strait and transports of water in and north of the Fram Strait derived from CTD data
The volume, heat and freshwater transports in the Fram Strait are estimated from geostrophic computations based on summer hydrographic data from 1984, 1997, 2002 and 2004. In these years, in addition to the usually sampled section along 79° N, a section between Greenland and Svalbard was sampled further north. Quasi-closed boxes bounded by the two sections and Greenland and Svalbard can then be formed. Applying conservation constraints on these boxes provides barotropic reference velocities. The net volume flux is southward and varies between 2 and 4 Sv. The recirculation of Atlantic water is about 2 Sv. Heat is lost to the atmosphere and the heat loss from the area between the sections averaged over the four years is about 10 TW. The net heat (temperature) transport is 20 TW northward into the Arctic Ocean, with large interannual differences. The mean net freshwater added between the sections is 40 mSv and the mean freshwater transport southward across 79° N is less than 60 mSv, indicating that most of the liquid freshwater leaving the Arctic Ocean through Fram Strait in summer is derived from sea ice melt in the northern vicinity of the strait. In 1997, 2001 and 2003 meridional sections along 0° longitude were sampled and in 2003 two smaller boxes can be formed, and the recirculation of Atlantic water in the strait is estimated by geostrophic computations and continuity constraints. The recirculation is weaker close to 80° N than close to 78° N, indicating that the recirculation is mainly confined to the south of 80° N. This is supported by the observations in 1997 and 2001, when only the northern part of the meridional section, from 79° N to 80° N, can be computed with the constraints applied. The recirculation is found strongest close to 79° N
Where Minds Meet: The “Professionalization” of Cross-Strait Academic Exchange
In international relations, transnational academic exchange or, more generally, cultural ex-change is usually seen as a function of the quality of bilateral relations. As a variety of public diplomacy intended to win the “hearts and minds” of intellectuals in another country, the development of educational exchanges depends on the twists in foreign policy. Academic exchange across the Taiwan Strait commenced in the late 1980s, directly after the lifting of the travel ban, and had gathered momentum by the mid-1990s. It even accelerated further after the inauguration of the pro-independence Chen-government in Taiwan in 2000, creat-ing the “paradox” of the expansion of social contacts in times of frosty political relations. One possible explanation for this is that due to the rather unique situation in the Taiwan Strait people-to-people exchanges between Taiwan and mainland China have been officially promoted as a substitute for official contacts. What is often neglected by analysts of cross-Strait relations, however, is the fact that academic exchange is also a response to the global pressure to internationalize higher education. Within this two-dimensional framework (in-ternational relations and the internationalization of higher education), cross-Strait academic exchange has been developing its own dynamic. This report provides information on the occurrence of blood borne viruses and sexually transmitted infections among Aboriginal and Torres Strait Islander people in Australia for the purposes of stimulating and supporting discussion on ways forward in minimising the transmission risks.
Overview
Each year, the Aboriginal and Torres Strait Islander Health Program collaborates with the Surveillance and Evaluation Program for Public Health on the “Bloodborne viral and sexually transmitted infections in Aboriginal and Torres Strait Islander people: Surveillance and Evaluation Report”. This surveillance report provides information on the occurrence of blood borne viruses and sexually transmitted infections among Aboriginal and Torres Strait Islander people in Australia for the purposes of stimulating and supporting discussion on ways forward in minimising the transmission risks, as well as the personal and social consequences of these infections within Aboriginal and Torres Strait Islander communities. The Report is produced in a format that is recognised as appropriate for Aboriginal and Torres Strait Islander health services and communities, and is overseen by the National Aboriginal Community Controlled Health Organisation (NACCHO) Sexual Health and Blood Borne Virus Advisory Committee
National Aboriginal and Torres Strait Islander cancer framework 2015
Overview
The National Aboriginal and Torres Strait Islander Cancer Framework (the Framework) provides high-level guidance and direction for the many individuals, communities, organisations and governments whose combined efforts are required to address disparities and improve cancer outcomes for Aboriginal and Torres Strait Islander peoples.
This Framework is designed to complement and enhance national, jurisdictional, regional and local efforts to improve Aboriginal and Torres Strait Islander cancer outcomes, including cancer plans and related policies, frameworks and action plans. It sets out priority areas for action, and allows the flexibility for jurisdictions, communities and organisations to address those priorities in ways that suit their local context and local needs.
This Framework encompasses the full continuum of cancer control, including cancer prevention, screening and early detection, diagnosis and treatment, palliative care and survivorship; and the policy, systems, research and infrastructure that surround these service areas
Revised circulation scheme north of the Denmark Strait
The circulation and water mass transports north of the Denmark Strait are investigated using recently collected and historical in situ data along with an idealized numerical model and atmospheric reanalysis fields. Emphasis is placed on the pathways of dense water feeding the Denmark Strait Overflow Water plume as well as the upper-layer circulation of freshwater. It is found that the East Greenland Current (EGC) bifurcates at the northern end of the Blosseville Basin, some 450 km upstream of the Denmark Strait, advecting overflow water and surface freshwater away from the boundary. This “separated EGC” flows southward adjacent to the previously identified North Icelandic Jet, indicating that approximately 70% of the Denmark Strait Overflow Water approaches the sill along the Iceland continental slope. Roughly a quarter of the freshwater transport of the EGC is diverted offshore via the bifurcation. Two hypotheses are examined to explain the existence of the separated EGC. The atmospheric fields demonstrate that flow distortion due to the orography of Greenland imparts significant vorticity into the ocean in this region. The negative wind stress curl, together with the closed bathymetric contours of the Blosseville Basin, is conducive for spinning up an anti-cyclonic gyre whose offshore branch could represent the separated EGC. An idealized numerical simulation suggests instead that the current is primarily eddy-forced. In particular, baroclinic instability of the model EGC spawns large anti-cyclones that migrate offshore and coalesce upon reaching the Iceland continental slope, resulting in the separated EGC. Regardless of the formation mechanism, the recently obtained shipboard data and historical hydrography both indicate that the separated EGC is a permanent feature of the circulation north of the Denmark Strait.Highlights

The East Greenland Boundary Current System South of Denmark Strait
Four repeat sections across the East Greenland shelf and slope south of Denmark Strait are analysed to investigate the components of the boundary current system. The sections were occupied in summer 2001, 2003, 2004 and 2007, and included use of a vessel-mounted acoustic Doppler current profiler, enabling the computation of absolute geostrophic velocities. The components of the boundary current are the East Greenland/Irminger Current (EGIC) in the upper layer, the Deep Western Boundary Current (DWBC) at the base of the continental slope, and the East Greenland spill jet which resides inshore and beneath the EGIC. Special emphasis is placed on the spill jet, a recently discovered feature about which relatively little is known. The spill jet was observed in each occupation, transporting 5.0±2.2 Sv equatorward in the mean, which is similar to the DWBC at this latitude (4.9±1.4 Sv). The spill jet displayed considerable variability between sections, which appears to be linked to the geographical location of the upper-layer hydrographic front associated with the EGIC. When the front is located near the shelfbreak, the spill jet is confined to the outer shelf/upper slope and its transport is smaller. During these times there is less mixing and the water advected by the jet is generally lighter than that transported by the DWBC. In contrast, when the front is located seaward of the shelfbreak, the spill jet extends farther down the continental slope and its volume flux is larger. At these times, there is stronger mixing and the spill jet can transport water as dense as the Denmark Strait Overflow Water. A vorticity analysis indicates that the jet is susceptible to a variety of instability processes including baroclinic, barotropic and symmetric instability. In addition, it is subject to double diffusive mixing that may influence its downstream evolution. It appears that the spill jet is a permanent feature of the summertime circulation in this region and contributes significantly to the intermediate, and at times deep, limb of the Atlantic Meridional Overturning Circulation
Enhancing the implementation of the Aboriginal and Torres Strait Islander Child Placement Principle: policy and practice considerations
Overview
The Aboriginal and Torres Strait Islander Child Placement Principle ("the Principle") was developed in recognition of the devastating effects of forced separation of Indigenous children from families, communities and culture. The Principle exists in legislation and policy in all Australian jurisdictions, and while its importance is recognised in many boards of inquiry and reviews into child protection and justice systems, there are significant concerns about the implementation of the Principle. Recent estimates suggest the Principle has been fully applied in as few as 13% of child protection cases involving Aboriginal and Torres Strait Islander children. The purpose of this paper is to explore the contemporary understanding of the Principle, and review the multiple and complex barriers at the policy and practice levels which are impeding its implementation. Promising approaches that might address these barriers are also examined.

The Principle is often conceptualised as the “placement hierarchy”, in which placement choices for Aboriginal and Torres Strait Islander children start with family and kin networks, then Indigenous non-related carers in the child’s community, then carers in another Aboriginal or Torres Strait Islander community. If no other suitable placement with Aboriginal and/or Torres Strait Islander carers can be sought, children are placed with non-Indigenous carers as a last resort, provided they are able to maintain the child’s connections to their family, community and cultural identity
