The Dynamic of e-KTP Evaluation Program in DKI Jakarta
No full textThe study aims to analyze the evaluation of e-KTP program implementation. The usage of electronic identity (e-ID/e-KTP) provides several benefits for users, private institutions, and the government, hence encouraging many countries to implement such program. In 2009, Indonesia launched the e-KTP program as a National Identity Card, by pointing six districts/municipalities as a pilot project. e-KTP is a demographic document containing security or controlling system—both administration as well as information technology based on national population database. Each citizen may only have one KTP with one Resident Registration Number (NIK)—as a single identity for each resident, valid for life. In 2011, DKI Jakarta, as the capital of Indonesia, has implemented the e-KTP program. The research used qualitative method to describe the phenomenon, classify and evaluate it, by taking the administrative-village (Kelurahan) of Pondok Pinang, Kebayoran Lama Sub-district in South Jakarta and Duri Kepa, Kebon Jeruk Sub-district in West Jakarta as the case study. The result shows that the implementation of the policy still have shortages, particularly related to major resources, such as limited technical resources and human resources to operate the e-KTP program. The problems need to be evaluated in order to improve the success of dynamic and updated e-KTP program in the future
Reconstruction of Education Policy in Jembrana Bali, Best Practices of Creative and Innovative Leadership Using Soft Systems Methodology based Action Research
No full textAbstractThe study presents are construction of education policy implemented in Jembrana Bali. Unlike the education policy reconstruction done in previous researches, this study uses the theory of creative and innovative leadership. This study aimed at improving the quality and participation of society in supporting governmental services in education. The study applies SSM- based action research with the category of empirical research practice (Cronholm and Goldkuhl 2003). The result of the study shows that the institutional framework-based competitiveness in Jembrana can be taken as a model for other local governments as it has reduced the burden of education budget. The policy of the local government of Jembrana District is in line with the global issue of improving human resources through Human Development Index approach, and through efficiency program with subsidized education. This program has shown the importance of the participation of the society in supporting the development program

Get PDFThe autonomy of village government offers an important role in the development of rural areas. The village government can serve as a governmental axis, which directly shapes and governs people on daily basis. Thus, national development is inseparable from the devotion of village government. Nevertheless, there are still many problems faced by the village community, which until now cannot be completely solved. These problems ranging from the limited ability of the village government in carrying out its functions and roles, slow growth and social change in village, the tendency of rural communities to passively involve in social and economic change to dependence on parties outside the village area. It is thus imperative that the implementation of an effective evaluation process of village government must be explored and strengthened. This is research is conducted to answer “how to evaluate the village government in order to achieve autonomous and prosperous village.” This research use descriptive qualitative approach, in order to interpret facts by accurately describing the nature of certain group or individual phenomena derived from the findings. It finds that Permendagri No. 81/2015 as the focal regulation on the development of village government regulates the evaluation process of village government into eight process: (1) self-evaluation, (2) assessment, (3) analysis, (4) validation, (5) review, (6) clarification, (7) ranking, and (8) ministerial decree if needed. However, the research finds that in several indicators, there need to be some improvement or a more detailed set of sub-indicators that specifically address the diversity of village’s characteristics
Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. No full textWe have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
