Mis on relatsiooniline võimukäsitlus?
There are at least two major understandings of relational approach to power that seldom if ever enter dialogue with each other. The aim of this paper is to bring out the differences and potentials for a dialogue of these perspectives by untangling the ontological underpinnings and methodological consequences of each. First, a perspective I call “Anglo-American relationalism”. Compared to traditional approaches that overwhelmingly focus on the powerful (the As) this perspective highlights the importance of considering also the contribution of the powerless (the Bs) to creating and upholding power relations. Second, an approach to power I call “Continental relationalism” presumes the primacy of relations over entities. The identities of the elements of power relations are viewed not as being “given” prior to those relations, but as being constituted within them
Euroopa Sotsiaalharta ja sotsiaalpoliitika: filosoofilisi aspekte
Artikkel püüab esitada Täiendatud ja Parandatud Euroopa Sotsiaalharta ühe võimaliku filosoofilise analüüsi. Valitud kontseptuaalne raamistik lähtub kolmest tuntud anglo-ameerika sotsiaalse õigluse käsitlusest: libertalistlikust, utilitaristlikust ning rawlsilikust. Analüüsi eesmärk on filosoofiliselt mõtestada harta üldist tähendust ning kaaluda nende nõudmiste õigustatust, mida see riikliku poliitika jaoks esitab. Analüüsi tulemusena ilmneb, et vaid libertalistliku õigluskontseptsiooni alusel võiks harta ratifitseerimise otsustavalt kõrvale heita. Samas võib tuua nii utilitaristlike kui rawlsilikke argumente harta kasuks. Seega pole harta tähendus sugugi ühemõtteline. Antud artiklit võib ühtlasi näha ka kui üleskutset selle lepingu üle filosoofiliselt arutleda ning seda juba lähtuvalt mõnest muust võimalikust kontseptuaalsest raamistikust.
A sociological imagination for a clumsy world: François Dépelteau’s relational sociology
In this paper I introduce the special section on the work of the late Francois Dépelteau (1963-2018), by analyzing an essential tension within the relational sociology which I call the division between “clumsy” and “elegant” relationalism. “Clumsy” relationalism as exemplified most uncompromisingly by Francois is in a way an extreme perspective on social research, prescribing a certain “obsession” with change and unfolding of reality, rather than its stability or firm foundation. As Francois has put it in one of his last published works: “Everything is changing all the time, including ourselves. This is hard to accept since we are looking for some sort of stability often to reassure ourselves.” I ask why should we accept this perspective rather than continue with reassuring ourselves. I also point out that both “elegant” and “clumsy” relationalisms are useful for social research, but that the latter is increasingly pertinent for contemporary world inhabited by “wicked” social problems that have no elegant solutions or even definitions. I also analyse in more detail Francois’s critique of Pierre Bourdieu’s sociology that is the most eminent example of “elegant” relationalism, and the furthering of “clumsy” relational sociology in the contributions to the special section by Nick Crossley and Jean-Sebastien Guy

Seni kõige kõrgetasemelisemas ajakirjas (Social Research) ilmunud käsitlus 2007. aasta 26.-27. aprilli Tallinna tänavarahutuste kohta näeb peamise tegurina selle fenomeni seletamises mälukonflikti. Ent olulisem kui pakutav konkreetne seletusmudel, on see, et ameeriklasest autori pilguheit pakub meile siinpool Atlandi ookeani võimaluse end korraks kõrvalt vaadata. Sestap tasub korraks peatuda selle artikli probleemiseadmise juures. Tekstist loeme kohe alguses: „Selleks ajaks, kui need kaks kodanikurahutuse [civil unrest] päeva olid möödunud, oli 1 noormees tapetud, 100 inimest, sealhulgas 13 politseinikku vigastatud ning ligi 1000 inimest arreteeritud. Need arengud tulid šokina nii sellele väga korralikule ja seaduskuulekale piirkonnale kui ka maailmale väljaspool.”
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Sattumuslikkus, hegemoonia ning õiglus: John Rawls ja radikaalne demokraatia
Artikkel käsitleb kriitiliselt üht viimaste kümnendite vastandust poliitilises filosoofias — ‘poliitilise liberalismi’ (Rawls) ja ‘radikaalse demokraatia’ (Laclau ja Mouffe) vahel. Artikkel püüab käivitada potentsiaalset dialoogi nende kahe näiliselt lahkneva lähenemise vahel. Kokkuvõttes näitab artikkel, et vastandus on möödarääkimine vähemalt ühes fundamentaalses mõttes: mõlemad lähenemised jagavad ühiskonnastmõtlemisel sama aluseetost. Artiklis nimetatakse seda ‘sattumuslikkuse eetoseks’ ning väidetakse, et see on kõige fundamentaalsem alusveendumus nii Laclau ja Mouffe’i ‘radikaalse demokraatia’ kui ka Rawlsi ‘õigluse kui ausameelsuse’ idee jaoks. Artikkel osutab ka ühele kesksele kitsaskohale Laclau ja Mouffe’i lähenemises: nende suutmatusele kontseptualiseerida institutsioonilisi korraldusi tulenevalt nende ülemäärasest rõhuasetust demokraatia dekonstruktiivsele potentsiaalile. Selles suhtes osutatakse ka Rawlsi käsitluse ilmselgetele eelistele, kuna see pakub juhiseid organiseerimaks demokraatlikke institutsioone

Acta Politica Estica 7 (2016) numbris ilmus Janar Mihkelsaare artikkel „Juri Lotmani semiootiline kultuuriteooria või Ernesto Laclau poliitiline ontoloogia“. Tegemist on kindlasti tugeva teoreetilise artikliga, milles kumab läbi autori kursisolek nii Juri Lotmani kui ka Ernesto Laclau töödega. Lisaks sellele haaratakse oma argumentide toestamiseks kaasa mitmete teiste autorite tööd, olgu näidetena mainitud Agambeni tõlgendused Saussure’i keeleteooriast, Monticelli tõlgendused Lotmani kultuurisemiootikast. Seetõttu laiendab käeoleva artikkel oluliselt Lotmani ja Laclau mõistmisvälja
Towards a semiotic theory of hegemony: Naming as hegemonic operation in Lotman and Laclau
The article concentrates on the possibilities of bringing into dialogue two different theoretical frameworks for conceptualising social reality and power: those proposed by Ernesto Laclau, one of the leading current theorists of hegemony, and Juri Lotman, a path breaking cultural theorist. We argue that these two models contain several concepts that despite their different verbal expressions play exactly the same functional role in both theories. In this article, however, we put special emphasis on the problem of naming for both theorists. We propose to see naming as one of the central translating strategies in the politico-hegemonic discourse. Our main thesis is that through substituting some central categories of Laclau’s theory with those of Lotman’s, it is possible to develop a model of hegemony that is a better tool for empirical study of power relations in given social formations than the model proposed by Laclau, who in his later works tends more and more to ground it in psychoanalytic ontology
