    Hierarchical organisation of settlements in the province of San Juan : contributions to plot planning

    La población es el componente fundamental de cualquier estrategia de ordenación del espacio geográfico, es un instrumento invalorable, a través de la cual se obtiene un panorama sobre la capacidad transformadora del hombre. El artículo analiza el crecimiento y distribución poblacional en los asentamientos humanos de la provincia de San Juan, para el periodo 1980-2001, establece jerarquías y caracteriza el sistema urbano. El mismo experimenta la reducción de población rural dispersa y el incremento poblacional en asentamientos intermedios, ya sea Villas Cabeceras - que concentran la mayor oferta comercial, de empleo y servicios- y otros centros urbanos. Estos centros tienen la capacidad de retener la población que inevitablemente continúa abandonando los espacios rurales, menos accesibles y con condiciones de vida más difíciles. Las transformaciones producidas en el sistema urbano, en las que los movimientos migratorios son claves, debieran regir al diseño de políticas de ordenación del territorio globales e integradoras, a fin de asegurar el bienestar del elemento fundamental de éste: sus habitantes. El procesamiento e interpretación de datos provenientes de los censos Nacionales de Población y Vivienda, conjuntamente con tareas de relevamiento han posibilitado el análisis del tema central y su representación gráfica y cartográfica.Population is the essential component of any planning strategy of the geographical space, and a priceless tool through which an outlook of human transforming ability can be obtained. This article analyses population growth and distribution in settlements of the province of San Juan, from 1980 to 2001, establishes hierarchies and characterizes the urban system. Furthermore, this paper experiments the decrease of scattered rural population and the increase of population in medium-sized settlements such as main villages - places where the largest commercial, job and service offer is concentrated – and other urban centres. These centres are able to retain the population that inevitably keeps leaving the rural area, which is less accessible and has more difficult living conditions. The changes produced within the urban system, where migration movements are the key, should direct the design of global and integrationist plot planning policies so as to assure the welfare of its inhabitants. The processing and interpreting of data arising from National Population and Housing Censuses and the information gathering tasks, have made the central issue analysis and its graphic and cartographic representation possible.Fil: Sarracina, Andrea Eliana.     El presente artículo analiza la Movilidad Residencial Intraurbana impulsada por el Estado hacia la Vivienda de Interés Social en la periferia urbana sur del Gran San Juan, espacio que en la última década ha experimentado una creciente expansión urbana en el marco de los Programas Federales de Vivienda a nivel nacional y del Programa Vivienda Digna-Techo Seguro a nivel provincial. En primer lugar se hace una revisión, análisis e interpretación de los antecedentes relacionados con el tema; en segundo lugar un análisis de la política habitacional a nivel nacional y provincial a diez años de su implementación y por último se caracteriza el proceso de movilidad residencial y trayectorias desde los asentamientos irregulares hacia los nuevos barrios; planteándose posteriormente la discusión sobre lo desarrollado. Además de la consulta de bibliografía específica relevante y actualizada se examina normativa nacional y provincial, se utilizan bases de datos del Instituto Provincial de la Vivienda e información cualitativa obtenida de relevamiento. Concluyendo que la Movilidad Residencial Intraurbana impulsada por el Estado mediante la política de vivienda, produce un gran impacto en el territorio al descentralizar la pobreza hacia la periferia, contribuyendo a la urbanización de zonas tradicionalmente dedicadas la agricultura y al surgimiento de espacios homogéneos desarticulados espacialmente de la ciudad consolidada. La presente investigación pretende ser un aporte a la literatura y discusión académica sobre la necesidad de la planificación integral y el Ordenamiento Territorial, que supere el abordaje sectorial de la vivienda y oriente la expansión urbana.The present article analyzes the intraurban residential mobility driven by the State towards the Social Interest Housing in the urban periphery south of the Gran San Juan, space that in the last decade has experienced an increasing urban sprawl in the framework of Federal Housing Program national and Digna-Ceiling Housing Insurance Program at the provincial level. In the first place review, analysis and interpretation of background related to the topic is made; secondly an analysis of the housing policy at national and provincial level than ten years of implementation and lastly the process of residential mobility and trajectories is characterized from irregular settlements toward the new neighborhoods; subsequently considering the discussion of what developed. In addition to consultation specific bibliography relevant and current national and provincial legislation under consideration, databases Provincial Institute of Housing and qualitative information gathered from relevamiento are used. Concluding that the Residential Mobility intra-urban promoted by the state by means of housing policy has a great impact on the territory in decentralizing poverty towards the periphery, contributing to the urbanization of areas traditionally dedicated in agriculture and the rise of homogeneous spaces disarticulated spatially the consolidated city.     En la expansión urbana dispersa hacia el sur-oeste de la Ciudad de San Juan sin un plan integrado de desarrollo y sobre espacios tradicionalmente dedicados a la agricultura intensiva, se destaca por un lado la construcción, desde el año 2005, de barrios con viviendas de interés social, destinados a población socialmente vulnerable erradicada de asentamientos irregulares y por otro, el mejoramiento habitacional a grupos con niveles de ingresos medio - bajos. El objetivo del presente artículo es mostrar las nuevas configuraciones producidas a raíz de la implementación de la política pública de vivienda. Se realizaron sucesivos relevamientos del área de estudio a fin de corroborar las progresivas transformaciones territoriales, complementándose con análisis de bases de datos censales provistos por el Instituto Provincial de la Vivienda. Los resultados muestran la conformación de territorios de borde en los que la producción del uso de suelo residencial es progresiva, lo cual hace prever a mediano plazo una tendencia al cambio de uso del suelo rural a urbano o su transformación en urbanizable. Las nuevas configuraciones territoriales tienen al Estado como actor principal, pero el abordaje sectorial si bien permite el acceso a la vivienda digna, acentúa los problemas de movilidad intraurbana, disponibilidad de equipamientos e infraestructura y provisión de servicios, situaciones que podrían ser evitadas si se lograra integrar las políticas habitacionales con estrategias de desarrollo y ordenamiento territorial, orientadas hacia el crecimiento urbano sostenible.In the urban sprawl towards the southwest of the City of San Juan- without an integrated approach development and spaces traditionally devoted to intensive agriculture it stands out on the one hand the construction from year 2005 of neighborhoods with social interest housing, intended for socially vulnerable population eradicated from irregular settlements and on the other housing improvement for groups with levels of lower middle income. The objectives of this paper is to show the new configurations produced the wake of the implementation housing policy. Successive surveys were done of the study area to corroborate the progressive territorial transformations complemented through analysis of census databases and provided by the Provincial Housing Institute. The results show the conformation of edge of territories where the production of residential land use is progressive, which seems to indicate a medium term trend change of use of rural soil to urban or to urbanize The new territorial configurations have the state as the main actor, but the sectorial approacheven though allows access to decent housing, accentuates the problems o intra-urban mobility availability of equipment and infrastructure and provision of services, situations that could be avoided if it were possible integrate housing policies with development strategies and spatial planning, geared towards sustainable urban growth.Fil: Jofré, R. del Carmen.     Consideraciones referidas a la expansión de la ciudad y las políticas habitacionales

    The expansion of the city is a topic widely studied by various disciplines and professionals who address the complexity of the territory - both in its planning, management and organization. However, its treatment is necessary in light of the current context in which the State must, through the design and implementation of public policies, balance growth through equity and achieve real sustainable development. Policies must guide urban expansion and contribute to solving collectively recognized social problems. This essay presents the analysis of some considerations related to Argentine housing policy since the beginning of the 21st century, without ignoring the previous stages; specifically addresses the impact of the Federal Housing Policy, both in quantity and in transfers by the State. Concluding that the expansion of the periphery is a constantly growing process, in which the change from land use to residential produces transformations in the territory that are necessary to consider. The discussion of the proposed topic, not at all finished, must be constantly studied by the academy and by those in charge of territorial management in order to provide the necessary and adequate habitat for the population.La expansión de la ciudad, es un tema ampliamente estudiado por diversas disciplinas y profesionales que abordan la complejidad del territorio- tanto en su planificación, gestión y ordenación-. Sin embargo, su tratamiento es necesario a la luz del contexto actual en que el Estado debe, mediante el diseño e implementación de políticas públicas, equilibrar el crecimiento mediante equidad y lograr el real desarrollo sostenible. Las políticas deben orientar la expansión urbana y contribuir a la resolución de problemas sociales colectivamente reconocidos. El presente ensayo plantea el análisis de algunas consideraciones referidas a la política habitacional argentina desde comienzos del Siglo XXI, sin desconocer las etapas anteriores; aborda específicamente el impacto de la Política Federal de Vivienda, tanto en cantidad como en trasferencias por parte del Estado. Concluyendo que la expansión de la periferia es un proceso en constante crecimiento, en el que el cambio de uso de suelo a residencial produce transformaciones en el territorio que son necesarias de considerar. La discusión del tema planteado, para nada acabado, debe ser estudiado constantemente por la academia y por quienes tienen a su cargo la gestión territorial a fin de propiciar el hábitat necesario y adecuado para la población

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Levels of Risk in the Northeast Sector of Santa Lucía, San Juan, Argentina

    Hablar de riesgo, hace referencia a la probabilidad de que a un grupo de personas les ocurra algo nocivo. En opinión de Lavell A. (1996), para que exista un riesgo debe haber una amenaza, como una población vulnerable a sus impactos, siendo la vulnerabilidad la propensión de sufrir daños que exhibe un componente de la estructura social. En este marco teórico se sustenta el presente trabajo de investigación que tiene como objetivo general realizar un análisis cualitativo del riesgo en el Sector Noreste del departamento Santa Lucía. Este estudio se identifican amenazas naturales y antrópicas, la vulnerabilidad de la población según su condición socioeconómica y se definen áreas con diferentes niveles de riesgo; para proponer acciones para prevenir y mitigar el riesgo. Las etapas metodológicas que guían el trabajo son, la definición del área de estudio, la identificación y análisis de amenazas, de la vulnerabilidad según condiciones socioeconómicas y de instalaciones vitales, con la elaboración de cartografía específica. La definición y expresión espacial de zonas de riesgo de desastre, sirven como base a la elaboración de estrategias de gestión del riesgo. En este caso, la planificación se convierte en la herramienta que permite estar preparados para enfrentar con diferentes propuestas múltiples amenazas, y de esa manera poder garantizar la calidad de vida de la población que habita en nuestros territorios. Por eso se proponen acciones en tres momentos: antes del peligro, durante y después, en relación al área de estudio.Talking about risk refers to the probability that something harmful will happen to a group of people. In the opinion of Lavell A. (1996), for there to be a risk there must be a threat, such as a population vulnerable to its impacts. So, the vulnerability would be the propensity to suffer damage that exhibits a component of the social structure. Based on this theoretical framework, the general purpose of this paper is to conduct a qualitative risk analysis in the Northeast sector of the Santa Lucía district. This study identifies natural and anthropic threats, the vulnerability of the population according to their socioeconomic status, and defines areas with different levels of risk to propose actions to prevent and mitigate risk. The methodological stages that guide the work are, the definition of the study area, the identification and analysis of threats, the vulnerability according to socioeconomic conditions and vital facilities, with the elaboration of specific cartography. The definition and spatial expression of disaster risk areas are basis for the development of risk management strategies. In this case, planning becomes the tool that allows people to be prepared to face multiple threats with different proposals, and in this way, it can be guaranteed the quality of life of the population that inhabits in our territories.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
