    La atención creciente al mapeo de los servicios ecosistémicos se convierte en un elemento clave destinado a aumentar la evaluación ecológica y económica de la planificación durante los procesos de toma de decisiones. No obstante, incluso si la evaluación biofísica de los servicios ecosistémicos ha alcanzado grandes resultados, queda menos explorado cómo cerrar la brecha que separa el análisis de un proyecto. El plan de uso de la tierra es el producto de una interacción a largo plazo entre las partes interesadas y las administraciones públicas involucradas en procesos de toma de decisiones; pero a menudo los modelos tecnológicos destinados a visualizar la distribución espacial de los datos ambientales no coinciden con las necesidades de outputs “simples” para llegar a soluciones “complejas”. Con respecto a los servicios ecosistémicos, se ha estudiado que el diseño de las infraestructuras verdes parece ser un producto factible derivado de una habilidad analítica altamente especializada, dirigida a apoyar proyectos territoriales para la gestión del uso de la tierra. Nonetheless, even if the biophysical assessment of Ecosystem Services reached great results, it remains less explored how to bridge the gap that separates analysis from a project. The land use plan is the product of a long-term interaction between stakeholders and Public Administrations involved in a decision-making process, and often the technological models aimed to visualize the spatial distribution of environmental data do not match the needs of “simple” outputs to reach “complex” solutions. Concerning Ecosystem Services, it has been studied that Green Infrastructures design seems to be a feasible output derived from a highly specialized analytical skill aimed to support territorial projects for land use management.     Land use change analysis in the urban region of Milan

    Purpose - The comparative study between urban regions gathered by the 2010 National Project of Relevant Interest financed by the Italian Ministry of Education, University and Research (MIUR - PRIN 2010) re-opened, in Italy, the debate on regional comparison of data, especially the ones of land use monitoring, which are difficult to collect, and to compare. The purpose of this paper is to illustrate some results of comparative studies based on regional and national data sets of land use indicators. Further considerations of land use change (LUC) assessment and its effect on environmental policies extended to the whole metropolitan area of Milan are outlined. Design/methodology/approach - The adopted methodology collects different types of information from the existent databases on land uses/land covers (national/regional) and presents an assessment between the selected case of studies (urban regions), leading a shift from a quantitative evaluation to a qualitative one. A comparative study was conducted applying a geographical and statistical difference of land uses among different time thresholds. Subsequently, a cross-tabulation analysis allows an in-depth LUC analysis for the Milan urban region. Findings - The results of the study display an autonomous pattern for the Milan urban region, which is the most densely populated area in Italy and seems to be the only comparable to other international cases of studies due to its extension and characteristics. Nevertheless, it is not the urban region that is affected by the highest rate of land take, which takes place in the Italian context where densities of settlements are lower and sprawled. According to Soja's (2011) interpretation, the post-metropolitan condition of Milan seems to be proved. Originality/value - The study was aimed at creating the first online National Atlas which has been used to overcome traditional problems of homogenization of LUC data in Italy. The quantification and qualification of LUC patterns allow us to understand if, and where, post-metropolis condition occurs. This research gives a clear indication of the kind of ongoing phenomena for policy orientation to planners and administrators, especially the one of the green infrastructure approach at the city-region level to solving the emerging environmental challenges

    Purpose – Among others, the resuspension of fine and ultrafine particulate matters (PMs) on air due by land take effect is an uncovered issue. The relation between land use change and fluxes of PM is not systematically observed even if the common classification of ecosystem services (ESs) clearly shows relationship between soil and aerosol concentrations. Soil does not act only as carbon pool, but it is also a crucial variable for the resuspension dynamic of particulates. If key policies of sustainable urban development is focused on “quality of life,” it is necessary to map and evaluate the effect of land take on airborne fluxes in metropolitan areas. The paper aims to discuss these issues. Design/methodology/approach – The paper allows to introduce pioneer studies on air quality in large urban areas outling a methodology of particulate field measurement. It introduces newer quantitative/qualitative assessment of environmental effect due to urbanization ensuring a major efficiency on ES degradation. Findings – Expected results are the estimation of resuspension dynamics of aerosol for typical land cover pattern. Research limitations/implications – Implications are mainly destinated to increase significant knowledge and general awareness of the environmental effect caused by urban growth: urban areas act as a hotspot for health risk as both particle sources and human population are concentrated in these areas. Originality/value – Considering that cardiovascular diseases are significantly caused by air quality, the paper aims to support sustainable planning policies aimed to achieve a better quality of environment on urban areas

Una Riflessione Metodologica a partire dalla Proposta di Legge sul Consumo di Suolo in Piemonte | Ecosystem Service Assessment in Land Use Planning Decreasing Territorial Vulnerability. A Critical Exploration of Planning Problems Starting from the Land Take Regulation in Piedmont Region, Italy

    I Servizi Ecosistemici (SE), ovvero i benefici che il suolo fornisce al benessere collettivo, sono uno dei nuovi paradigmi interpretativi che stanno supportando la transizione della disciplina urbanistica con riferimento ai valori ambientali. I SE a supporto delle pratiche di pianificazione urbanistica e territoriale, infatti, sono fondamentali per la valutazione preliminare degli vulnerabilità ambientali e delle conseguenti ricadute economiche e sociali che derivano dai possibili assetti di uso del suolo. Il potenziale della valutazione dei SE è proprio quello di stimare, sulla base delle trasformazioni d’uso, i differenziali di valore ecosistemico dei suoli trasformati sia in termini quantitativi che qualitativi. Tuttavia, anche se l’analisi biofisica dei SE ha raggiunto ottimi risultati, rimane ancora poco esplorata la risoluzione del divario che separa la dimensione valutativa da quella progettuale. L’interesse sulla valutazione dei SE nel dibattito istituzionale e in quello accademico, pertanto, è elevato proprio nel momento in cui una delle critiche che si muove all’avanzamento teorico e di sviluppo pratico della valutazione ecosistemica è quella di non essere in grado di supportare l’effettiva costruzione dell’assetto spaziale e normativo del piano urbanistico in risposta alle vulnerabilità territoriali. Il presente contributo si colloca in questa prospettiva e, a partire dal DDLR 302/2018 “Norme urbanistiche e ambientali per il contenimento del consumo del suolo” presentato dall’Assessorato Ambiente e Urbanistica della Regione Piemonte, avanza una riflessione teorica rispetto a come l'utilizzo del modello interpretativo dei SE possa essere in grado di influenzare concretamente la pianificazione urbanistica e territoriale soprattutto nella sua dimensione compensativa delle trasformazioni d’uso su suoli liberi. Operativamente, il contributo analizza le norme del Piano Regolatore Generale (PRG) di Moncalieri, valutandone la performance ecosistemica tramite la georeferenziazione e la valutazione spaziale di tre SE (Habitat Quality, Carbon Sequestration, Water Yield), orientati alla misura delle principali funzioni di supporto e regolazione del suolo. In sintesi, i risultati della valutazione ecosistemica di Moncalieri, che mostrano una distribuzione sostanzialmente omogenea dei valori ecosistemici in tutta la città (sia Pubblica che Privata), permettono di avanzare alcune considerazioni metodologiche su come rendere operativo il concetto dei SE nella pianificazione urbanistica e territoriale al fine di fornire risposta operativa alle crescenti, e sempre più evidenti, vulnerabilità del territorio. Ecosystem Services (ES), e.g., benefits that the soil provides to communities, represents a new paradigm that supports the transition of land use planning towards environmental consideration. The application of ES during the decision-making process is crucial to make the ex-ante evaluation of the environmental and socioeconomic effects of land use changes. ES assessment supports the preliminary measurement of ecosystemic trends due to land use changes both biophysically and qualitatively. Nonetheless, even if the biophysical analysis of ES achieved optimal results, it has been less explored how to fill the gap between the theoretical evaluation of ES and its practical implementation for urban design. At the international and academic stage, the significance of ES is therefore high since one of the most prominent critics that come from the debate is that ES assessment is practically weak and insufficient to provide an operational framework for effective utilization in land use planning in adapting to territorial vulnerabilities. The paper will consider the issues mentioned above analysing the land take regulation in the Piedmont Region, e.g., Law no. 302/2018 "Norme urbanistiche e ambientali per il contenimento del consumo del suolo". The paper intends to a theoretical reflection on how the operational application of ES can be actively and practically used to support land use planning especially performing ecological compensation for new urban development. In the methodological section, the General Land Use Plan of the city of Moncalieri, a city near Turin (Italy) will be evaluated testing the ecosystem performance based on the evaluation of three ES (Habitat Quality, Carbon Sequestration, Water Yield) of each land use zone. The calculation forwards an assessment of the most common regulative soil ES in Moncalieri finding a homogeneous distribution in the whole city both public and private on). The main findings of the research indicate that ES can be proactively used to increase the knowledge and the ecosystemic condition of the communities through their utilization for land use planning processes
