GOVERNMENT EXPENDITURES IN CHINA AND TAIWAN: DO THEY FOLLOW WAGNER¡¯S LAW?
This paper tests Wagner¡¯s Law for China and Taiwan, using annual time series data covering the period 1979-2002. To estimate the long-run relationship between government expenditures and output, we use a robust estimation method known as the Bounds Test based on Unrestricted Error Correction Model (UECM) estimation (Pesaran et al. (2001)). Empirical results from the Bounds Test indicate that there exists no long-run relationship between government expenditures and output in China and Taiwan. Furthermore, Toda and Yamamoto¡¯s (1995) Granger non-causality test results also show that Wagner¡¯s Law does not hold for China and Taiwan over this same period.Wagner¡¯s Law, UECM, Bounds Test
Reduction of the Hawaiian genus Platydesma into Melicope section Pelea (Rutaceae) and notes on the monophyly of the section
Platydesma, an endemic genus to the Hawaiian Islands containing four species, has long been considered of obscure origin. Recent molecular phylogenetic studies have unequivocally placed Platydesma within the widespread genus Melicope as sister to the rest of the Hawaiian species of Melicope. This makes submerging Platydesma into Melicope necessary. We make the necessary new combinations: Melicope cornuta (Hillebr.) Appelhans, K.R. Wood & W.L. Wagner, M. cornuta var. decurrens (B.C.Stone) Appelhans, K.R. Wood & W.L. Wagner, M. remyi (Sherff) Appelhans, K.R. Wood & W.L. Wagner, and M. rostrata (Hillebr.) Appelhans, K.R. Wood & W.L. Wagner. An additional species that has been recognized within Platydesma should now be recognized under its original name M. spathulata A. Gray. All Hawaiian species belong to Melicope section Pelea. Our molecular phylogenetic studies also showed that in addition to merging Platydesma into section Pelea, five species described from New Caledonia need to be excluded from the section in order to achieve monophyly of section Pelea

Subpicosecond vibrational relaxation of the S 1 states of azulene and guaiazulene in solution
The S-1 population decay times of azulene and 1,4-dimethyl-7-isopropylazulene (guaiazulene) in solution have been determined as a function of their initial vibrational energy content, E(vib)(i), using a pump-probe experiment with subpicosecond time resolution. The S-1 lifetime of azulene does not depend on E(vib)(i) for energies up to 1760 cm(-1), whereas the lifetime of the shorter-lived S-1 state of guaiazulene is independent of E(vib)(i) only for energies up to similar to 1000 cm(-1). At higher energies, the lifetime decreases with increasing E(vib)(i), and exhibits the same behavior in two structurally different solvents. O teorema de Wagner-Preston, ações parciais de grupos e ações de semigrupos inversos
Iniciamos este trabalho apresentando alguns resultados bem conhecidos sobre semigrupos que serão utilizados frequentemente nesta dissertação. Iremos provar o Teorema de Wagner-Preston. Em seguida, dado um grupo G, constru mos um semigrupo universal S(G), via geradores e relações. Al em disso, mostramos que as ações parciais de G em um conjunto X estão em correspondência uma a uma com as ações de S(G) em X. Esses resultados foram obtidos por R. Exel em [4].In this work we present some well known results on semigroups which will be frequently utilized in this dissertation. We prove the Wagner-Preston's theorem. Furthermore, given a group G, we construct the universal semigroup S(G), via generators and relations. Besides, we show that the partial actions of G on a set X are in a one-to-one correspondence to the actions of S(G) on X. These results were obtained by R. Exel in [4]

Metodologia participativa para a construção temática do Atlas Escolar Ambiental do município de Alfredo Wagner,SC

Programa de Pós-Graduação em Engenharia Ambiental.Esta dissertação apresenta a construção de uma metodologia participativa na construção temática do Atlas Escolar Ambiental. Trata-se de um trabalho de pesquisa-ação realizado com um professor e um grupo de alunos da Escola de Educação Básica Silva Jardim no município de Alfredo Wagner. A prática interdisciplinar e a abordagem sistêmica foram utilizadas como referencial para o desenvolvimento da metodologia participativa. Os procedimentos utilizados foram as reuniões, os trabalhos de campo para coleta de informações e registro fotográfico, entrevistas e visitas aos órgãos públicos. A metodologia participativa, seja com os grupos participantes ou com demais colaboradores voluntários na pesquisa, mostrou-se adequada à elaboração temática do Atlas, imprimindo a este as observações e os significados dos atores que, ao mesmo tempo, possuem a vivência da realidade do município. Os participantes se sentiram valorizados por participarem no grupo, ter vez e voz, fazer críticas e sugestões. O interesse do grupo no trabalho, nas reuniões e trabalhos de campo se fez na construção da contextualização dos temas, apontando os aspectos positivos que visualizam no município e também as situações problemas que merecem ser abordadas. Os trabalhos de campo evidenciaram que após a experiência de (re)conhecer o município, o significado e a importância dos lugares para os participantes são reafirmados, ou seja, reforça a identidade das pessoas com o #lugar#. O Atlas procura sintetizar, de maneira singular, o resultado do processo participativo que se mostrou de maneira ampla nas expressões dos participantes. Desta maneira, pretende-se que a metodologia participativa cristalizada no processo participativo, reflita no recorte temático do Atlas, a realidade e a história do município. This dissertation presents the construction of a participative methodology in the thematic construction of Environmental School Atlas. It is about a work of research-action carried through with a teacher and a group of students from the #Escola de Educação Básica Silva Jardim# in the city of Alfredo Wagner. The interdisciplinary practice and the systemic approach had been used as a referential for the development of the participative methodology. The used procedures were meetings, the field works for the information collection and photographic register, interviews and visits to the public agencies. The participative methodology, either with the participant groups or with other collaborating volunteers in the research, revealed adequate to the thematic elaboration of the Atlas, indicating to this the observation and the meanings of the people who, at the same time, have the experience of the city reality. The participants felt valued of participating in the group, having place and voice, criticizing and making suggestions. The group interest in the work, the meetings and the field works had been made in the construction of the context of the subjects, pointing the positive aspects that visualize in the city and the problematic situations that deserve to be approached. The field works evidenced that after the experience of (re) knowing the city, the meaning and the importance of the places for the participants are reaffirmed, that is, strengthen the identity of the people with the #place#. The Atlas looks for to synthesize, in a singular way, the result of participative process that showed in an ample way in the participant expressions. Beethoven이후 낭만음악의 테두리에서 벗어난 듯 단순성을 잃은 색채적 혼돈감을 일으키는 R.Wagner의 음악은 우리를 그다지 어렵게 격리시키지는 않지만 그의 깊고 넓은 음악성을 이해하는데 있어서는 R.Wagner가 게르만 민족의 정신사를 토대로 한 중점을 이해하지 않고서는 접근하기 곤란하다.
본 논문은 독일음악의 밑바닥에 흐르는 게르만 민족의 정신사적 영향을 게르만 서시시의 낭만적 형태로서의「Tristan과 Isolde」를 통하여 그의 음악적 이념을 파악하며 우리의 감수성을 복잡한 차원에서 단순한 차원으로 이행하는데 도움이 되고저 하는데 주안점을 두었다.
순수음악적인 것으로서의 형식미를 주장하는 E.hanslick이나 음악예술의 자율성의 주장과 함께 소위 고전적 형식의 고정관념을 전제하는 사람들로부터 이방인시 당하기도 하지만 Wagner의 음악적 이념이나 양식에 있어서 갖는 의미는 그의 음악이 본질적으로 게르만 민족의 정신사적 특질을 전제로 하여 이해되지 않으면 않되는 한 넓고 깊다. 그것은 Wagner의 민족사적정신 발휘는 전적으로 게르만 민족 전설에 근거를 두고 발전시킨 깊이 있는 전기적 예술임에 틀림없다.
위에 말한 Tristan만 하더라도 켈트 민족의 전설을 다룬 Gottfried의 서사시를 Wagner가 개작한 것이다. 게르만민족의 정신사적 배경을 살피는 것은 Wagner 음악을 이해하는 첩경으로 보아 군소 게르만 부족들의 수렵에서부터 투쟁, 점령, 합병, 통일 등을 거쳐 그들의 서사시에 나타난 심리적 변화와, 민족이동기에 형성되는 기사도정신을 고찰하지 않고는 안된다. 또 정신사적 배경뿐 아리라 음악적이론적 기초를 상세하게 살펴야 한다. 여기서 특히 Wagner의 역작인 Tristan과 Isolde에 나타난 특수화음이나 시도동기를 분석하면서 그가 과연 음악적 이방인인가를 살펴 볼 때 그의 능란한 기법이나 표현이 Beethoven의 교향악적 기법에서 또는 Belioz나 Liszt, Chopin 등의 기법을 교묘하게 구사하고 있는 것을 볼 수 있다.
그의 음악은 결코 음악예술의 순수성으로부터 이탈하여 음악외적 어떤 근거를 가졌다고 볼 것이 아니라 음악의 근원적인 이념 즉 Mousike(시, 율동, 행위 등 부수적 의미)의 이상적 구현이라고 보아야 할 것이다.;Comprehending the Wagnarian music is much more complex endeavor than a simple appreciation of his music like sempler romantic Beethoven's works. the purpose of this paper is twofold: First, to treat the musical concepts of the Wagnarian music by looking at the German nationalism which undergird the spiritual under-current of Germany. This will be done through the examination of Tristan and Isolde's German narrative poems and romantic style. Second, to move our musical receptive sensitivity to the simplistic level from the complex one. Because Wagner's musical concepts and forms con-tained such a broad inner and outer meanings, his music was not well received by those who advocated in classical form and the fixed musical concept advocated by such musicians as E. Hanslick.
If we are to understand Wagner's music and especially the conceptual form of his music-dramas, we must understand them in terms of his special German nationalistic ideology and form. It is because Wagner's musics were mostly Written on the basis of nationalistic legends of the German folks. The Tristan is the Wagner's work which was rewritten version of the narrative poems of Gottfried on the legends of Celtic. To scrutinize the spiritual background of Arians is indeed the shortest passway to the understanding of Wagner's music. One must study the psychological adjustments and the knighthood chivarly which appear in the narrative poems which describes the struggle, occupation, annexation, and unification of German nations. In addition, the importance of a careful investigation of the basic conceptual and theoretical foundation of the Wagnarian music must not be treated lightly. When we observe the highly unusual harmonic techniques employed by Wagner in his works, Tristan and Isolde, we should be able to discern the brilliant techniques similarly employed Beethoven in his symphonic techniques as well as Berlioz, Liszt and Chopin's techniques. By no means Wagner is a musical minority. Wagner's music never violated the artistical authenticity of music, and his music should not be considered as a form anterior to music. in short, Wagner's music should be conceived as the "Mousike", a conglo-merate of poems, dances and acts, which form the fundamental concept of music.I. 서론 1
