ANALISIS STRATEGI POLITIK HUKUM TERHADAP KEBIJAKAN PEMINDAHAN IBU KOTA NEGARA DALAM PERSPEKTIF GEOPOLITIK DAN GEOSTRATEGI
Pemindahan ibu kota negara dari Jakarta ke Nusantara adalah sebuah keniscayaan yang dibutuhkan Indonesia sebagai sebuah negara besar. Lahirnya Undang – Undang Nomor 3 Tahun 2022 tenang IKN merupakan sebuah politik hukum terhadap kebijakan pemindahan Ibu Kota Negara. Secara visioner Ibu Kota Negara ini diharapkan menjadi kota dunia yang modern, maju dan startegis. Oleh karena itu kajian geopolitik dan geostrategi menjadi persfektif penting dalam analisis penelitian ini. Permasalahan utama dalam tesis ini adalah bagaimanakah strategi politik hukum lahirnya UU No. 3 tahun 2022 tentang Ibu Kota Negara (IKN) dan bagaimanakah aspek geopolitik dan geostrategi pemindahan ibu kota negara. Penelitian ini dilakukan dengan metode penelitian yuridis normatif dengan jenis analisis data kualitatif. Pendekatan yang digunakan adalah pendekatan undang-undang (statuta approach) karena akan menelaah Undang-Undang atau regulasi yang terkait dengan penelitian. Analisis data kualitatif dilakukan dengan tahapan Collection, Reduction, Display data, dan Conclusion Drawing. Setelah dilakukan penelitian maka dapat disimpulkan bahwa Kajian politik Hukum yang melahirkan Undang-Undang Nomor 3 Tahun 2022 tentang IKN pada prinsipnya memiliki keserasian dengan azas pembentukan peraturan perundang-undangan sebagaimana ketentuan dalam UU Nomor 12 Tahun 2011. Aspek geopolitik dan geostrategi menjadi landasan strategis untuk memastikan bahwa kebijakan pemindahan ibu kota negara tersebut telah melalui kajian dan analisis yang komprehensif, mendalam dan visioner
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. The purpose of this study is to find out the proof of damage to seals or security signs in customs crimes at Gorontalo customs and excise office and to find out what factors influence the proof of damage to seals in customs crimes at Gorontalo customs and excise office. Implementation This research is doctrinal legal research, namely research that provides systematic exposure to regulations governing certain legal categories, analyzes the relationship between regulations, explains areas that experience obstacles, and predicts future developments. The forms of proof of the crime of destroying the seal or security sign in the customs sector can be carried out by importers, exporters, law enforcement officers, entrepreneurs managing customs services, by legal entities, and individuals. Customs crimes can cause losses to the state, so prevention and law enforcement efforts, especially the application of criminal sanctions, are a means that can prevent and eradicate customs crimes. To prevent the occurrence of other forms of criminal acts in the customs sector, especially the destruction of security seals/signs, it is necessary to coordinate and cooperate between government agencies and law enforcement officers as well as the community to carry out supervision in the form of monitoring all customs activities and evaluating and reporting and taking action if there are activities. which violates Law Number 17 of 2006 concerning Amendments to Law Number 10 of 1995 concerning Customs. For the Government to establish a special prison or detention center for perpetrators of the crime of breaking the security seal in Gorontalo province at the Customs and Excise Office of Gorontalo, to facilitate the investigation process. And without the participation of the community, law enforcement will not be achieved optimally, public awareness to obey the law is very much needed and increases the role model for the community itsel

This paper discusses the main problems in handling disputes over the abuse of authority by state officials. This paper is based on the concept of the state as an organization or the highest body that has the authority to regulate matters relating to the interests of the wider community and has the obligation to prosper, protect and educate the life of the nation. This paper aims to analyze the Authority of Government Officials in carrying out Government and the Settlement of Abuse of Authority within the scope of Government Officials. This paper confirms that the issuance of Law Number 30 of 2014 concerning Government Administration is a response and response to the polemic surrounding which judicial institution has the competence to examine whether or not there is an alleged element of abuse of authority by a public official. The law expressly mandates the state administrative court as a judicial institution that has absolute competence to examine the alleged abuse of authority. The presence or absence of an element of abuse of authority must be tested with the principle of specialism (specialiteitsbeginsel) which is nothing but the domain of administrative law. The Decision of the State Administrative Court in resolving the abuse of authority carried out by the Agency and / or Government Official that harms the state finances as stipulated in Law No. 30 of 2014, has binding legal force and must be obeyed and implemented by the relevant Government Officials
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
