    Reformation of Republic Indonesia Authority as unitary state that has been held since 1998 places the government not in a good position in the eye of its people. The gap between the great expectation on the reformation and the reality of having a happier life that have not felt by the people, creates frustration, that one of the forms is expressed by social violence act. According to KontraS, along 2011, social violence happened in Indonesia, based on intensity and escalation: there are more or less 10 cases happened between April and July 2011 and September - December 2011. These violence generally relates to the conflict of natural resource management, local politic succession, until social friction of society daily life. The pattern of the violence involves society community, police, and business corporation community in the location of the event. Besides Lampung, Bima, and Papua, the violence spot also happens in Bali and Ambon. In order not to threaten national integrity, the State or Government needs to formulate substantial alternative solution soon rather than ceremonial formalistic. Based on eleven offered solutions, both explicitly and implicitly, places the government as the party that decides the success of social violence handling.     Gaya Kepemimpinan Berimplikasi Terhadap Kinerja Guru di SMP Negeri 2 Panumbangan Ciamis

    ABSTRACT The teacher is a professional educator with the main task of educating, teaching, guiding, directing, training, assessing and evaluating students in early childhood education, formal education, basic education and secondary education. Teachers are considered professional if they are the same or more productive at work. To achieve this, it is necessary to conduct a performance appraisal. Not infrequently the teacher's performance still does not meet predetermined work standards, such as a lack of discipline, the application of learning models that are less effective, the learning process in the classroom is less attractive so that students tend to have difficulty developing their best abilities. Even though professional and qualified teachers are recognized by their own qualifications. In this regard, one of the factors that influence teacher performance is leadership, especially the principal's leadership style which has implications for teacher performance. However, whether this influence effort is successfully carried out by school principals still needs to be studied and analyzed more deeply in order to find out how and to what extent the principal's leadership style has implications for teacher performance. The method used is descriptive quantitative. The population is 30 people who are teachers at SMPN 2 Panumbangan. The technique of determining the sample size using the census method. The data used is primary data obtained by distributing questionnaires directly to respondents. The results of simple linear regression analysis show that the principal's leadership style has positive and significant implications for teacher performance.    Keywords: Leadership Style, Teacher PerformanceABSTRAK Guru merupakan seorang pendidik profesional dengan tugas utama mendidik, mengajar, membimbing, mengarahkan, melatih, menilai dan mengevaluasi peserta didik pada pendidikan anak usia dini, jalur pendidikan formal, pendidikan dasar dan pendidikan menengah. Guru dinilai profesional bila sama atau lebih produktif dalam bekerja. Untuk mencapai itu perlu diadakan penilaian kinerja. Tidak jarang kinerja guru masih belum memenuhi standar kerja yang telah ditentukan, seperti kedisplinan yang kurang, penerapan model pembelajaran yang kurang efektif, proses pembelajaran di kelas yang kurang menarik sehingga siswa cenderung kesulitan dalam mengembangkan kemampuan terbaiknya. Padahal guru yang profesional dan berkualitas itu diakui oleh kualifikasi mereka sendiri. Dalam kaitan ini, salah satu faktor yang memengaruhi kinerja guru adalah kepemimpinan, khususnya gaya kepemimpinan kepala sekolah yang berimplikasi terhadap kinerja guru. Namun apakah usaha memengaruhi ini berhasil dijalankan kepala sekolah masih perlu diteliti dan dianalisis lebih dalam lagi agar diketahui bagaimana dan seberapa besar gaya kepemimpinan kepala sekolah berimplikasi terhadap kinerja guru. Metode yang digunakan adalah deskriptif kuantitatif. Populasi sebanyak 30 orang yang merupakan guru di SMP Negeri 2 Panumbangan. Teknik penentuan ukuran sampel menggunakan metode sensus. Data yang digunakan adalah data primer yang diperoleh dengan menyebarkan kuesioner secara langsung kepada responden. Hasil analisis regresi linier sederhana menunjukkan bahwa gaya kepemimpinan kepala sekolah berimplikasi positif dan signifikan terhadap kinerja guru.   Kata Kunci: Gaya Kepemimpinan, Kinerja Gur

    LKPP is the only non department governmental institution that has the duty to develop and formulate procurement for goods and service government policy. Since there is a consideration to perform the task and function to be effective soon, LKPP establishes Deputy of Law and Protest Settlement. it is as a response for many problems, especially in region, namely: technical guidance problem, advocacy,  protest settlement/protest appeal, law problem handling, and expert witness, so that raising question: what is the most suitable strategy to improve BHPS service in region? To answer this question, SWOT analysis is presented as a way to identify SWOT factors (Strengths, Weaknesses, Opportunities, Threats), and strategy depicting the best compatibility among the factors. The result of this analysis shows that the average respondent's answer inside GE matrix is on high quadrant, viewed from strength (4,184202) and mid quadrant from the part of Opportunities and Threats (3,741818). Therefore,   the most suitable strategies used in improving BHPS service in region are: 1. selective growth, 2. aggressive investment, 3. maintaining position in other place

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     The enactment of Law Number 6 of 2014 concerning Villages gives villages the authority to manage transfer funds from the National Government as regional allocations (ADD) and various other official sources. The village government is deemed capable of managing these funds based on planning, implementation, monitoring, and evaluation. As a consequence of the transfer funds, the village government is obliged to carry out accountability to the supra village government and the community to apply good governance norms. In general, the village has been able to carry out vertical accountability by giving accountability to the supra village government. However, as the smallest democratic autonomous region, the village head must carry out horizontal accountability; how is horizontal accountability implemented? This research is qualitative research with stakeholder informants in the village and takes Sukarapih village, Tambelang sub-district. Choosing Sukarapih village was based on the village's characteristics that experienced a transition from an agricultural village to a non-agricultural village. Due to it was close to the industrial environment of the Bekasi Regency.Ditetapkannya Undang-Undang Nomor 6 Tahun 2014 tentang Desa  memberi kewenangan desa untuk mengelola dana transfer dari pusat:  alokasi daerah (ADD) dan berbagai sumber resmi lainnya. Pemerintah desa dianggap sudah mampu mengelola dana tersebut yang tentunya berdasar pada perencanaan, pelaksanaan, monitoring dan evaluasi. Konsekuensi adanya dana transfer tersebut pemerintah desa berkewajiban melaksanakan akuntabilitas pada pemerintah supra desa dan masyarakat, sebagai penerapan norma good governance. Pada umumnya desa telah mampu melaksanakan akuntabilitas vertikal dengan memberi pertanggungjawaban pada pemerintah supra desa, namun sebagai daerah otonom terkecil yang demokratis kepala desa harus melakukan akuntabilitas horizontal, bagaimana pelaksanaan  akuntabilitas horizontal dilakukan? Penelitian ini merupakan penelitian kualitatif dengan informan para pemangku kepentingan di desa dan mengambil kasus desa Sukarapih Kecamatan Tambelang.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
