    The European Commission requested the EFSA Panel on Plant Health to conduct a pest categorisation of Ceroplastes rubens Maskell (Hemiptera: Coccidae), following the commodity risk assessments of Acer palmatum plants grafted on A. davidii and Pinus parviflora bonsai plants grafted on P. thunbergii from China, in which C. rubens was identified as a pest of possible concern to the European Union (EU). The pest, which is commonly known as the pink, red or ruby wax scale, originates in Africa and is highly polyphagous attacking plants from more than 193 genera in 84 families. It has been present in Germany since 2010 in a single tropical glasshouse. It is known to attack primarily tropical and subtropical plants, but also other host plants commonly found in the EU, such as Malus sylvestris, Prunus spp., Pyrus spp. and ornamentals. It is considered an important pest of Citrus spp. The pink wax scale reproduces mainly parthenogenetically, and it has one or two generations per year. Fecundity ranges from 5 to 1178 eggs. Crawlers settle usually on young twigs and later stages are sessile. All life stages of C. rubens egest honeydew on which sooty mould grows. Host availability and climate suitability suggest that parts of the EU would be suitable for establishment. Plants for planting and cut branches provide the main pathways for entry. Crawlers could spread over short distances naturally through wind, animals, humans or machinery. C. rubens could be dispersed more rapidly and over long distances via infested plants for planting for trade. The introduction of C. rubens into the EU could lead to outbreaks causing damage to orchards, amenity ornamental trees and shrubs. Phytosanitary measures are available to inhibit the entry and spread of this species. C. rubens satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest

    Rubens and the Eloquence of Drawing re-examines the early graphic practice of the preeminent northern Baroque painter Peter Paul Rubens (Flemish, 1577-1640) in light of early modern traditions of eloquence, particularly as promoted in the late sixteenth- and early seventeenth-century Flemish, Neostoic circles of philologist, Justus Lipsius (1547-1606). Focusing on the roles that rhetorical and pedagogical considerations played in the artist\u27s approach to disegno during and following his formative Roman period (1600-08), this volume highlights Rubens\u27s high ambitions for the intimate medium of drawing as a primary site for generating meaningful and original ideas for his larger artistic enterprise. As in the Lipsian realm of writing personal letters - the humanist activity then described as a cognate activity to the practice of drawing - a Senecan approach to eclecticism, a commitment to emulation, and an Aristotelian concern for joining form to content all played important roles. Two chapter-long studies of individual drawings serve to demonstrate the relevance of these interdisciplinary rhetorical concerns to Rubens\u27s early practice of drawing. Focusing on Rubens\u27s Medea Fleeing with Her Dead Children (Los Angeles, Getty Museum), and Kneeling Man (Rotterdam, Museum Boijmans Van Beuningen), these close-looking case studies demonstrate Rubens\u27s commitments to creating new models of eloquent drawing and to highlighting his own status as an inimitable maker. Demonstrating the force and quality of Rubens\u27s intellect in the medium then most associated with the closest ideas of the artist, such designs were arguably created as more robust pedagogical and preparatory models that could help strengthen art itself for a new and often troubled age.https://repository.usfca.edu/faculty_books_2017/1004/thumbnail.jp

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Direito.O presente Trabalho de Conclusão de Curso (TCC) procura analisar o contexto internacional da atual crise ambiental propiciada pela globalização neoliberal, produto da racionalidade instrumental apropriadora da natureza, que ameaça nosso futuro comum. O modelo econômico hegemônico dos países desenvolvidos do Norte, de cunho antropocêntrico, hierarquiza o ser humano em relação aos seus semelhantes e também em relação à própria natureza, colocando-o como o centro do universo. Com a finalidade de manter o seu padrão de consumo, estimulado cada dia mais pela ciência e pelas novas tecnologias, os países do Norte subjugam econômica e politicamente os países subdesenvolvidos do Sul, pilhando os recursos naturais, deixando para estes as consequências negativas da globalização, como a degradação ambiental, subdesenvolvimento, miséria, dominação. Neste contexto de sujeição, irrompe-se uma nova visão crítico-emancipadora latino-americana fundamentada numa racionalidade ambiental à luz de uma cosmovisão ética, religadora dos vínculos humanos com a natureza, tendo como a única centralidade a vida, e não o capital. Para tanto, em um primeiro momento, discute-se as causas e as consequências deste modelo econômico hegemônico na sociedade de risco. Em seguida, através de uma abordagem ética, discorre-se sobre a crítica ao antropocentrismo, sobre a emergência de tornar a vida a única centralidade e sobre a importância da Hermenêutica Ambiental. Por fim, explora-se o pensamento latino-americano libertador, como uma corrente alternativa ao paradigma hegemônico tradicional.This Work Course Conclusion (WCC) analyzes the international context of the current environmental crisis by neoliberal globalization, a product of instrumental rationality with appropriation of nature threatens our common future. The dominant economic model of developed countries of the North, with an anthropocentric nature, ranks the human being in relation to his fellow men and also in relation to nature, placing himself as the center of the universe. In order to maintaining their standards of consumption, stimulated each day more by science and new technologies, the North countries enslave economically and politically underdeveloped countries of the South, plundering natural resources, leaving negative consequences of globalization, such as environmental degradation, underdevelopment, poverty, domination. In this context of subjection, breaks up a new Latin American critical-emancipatory vision based on an environmental rationality in the light of an ethical worldview, gathering human relationships with nature, and as speech center the life and not the capital. Therefore, at first, we discuss the causes and consequences of this hegemonic economic model in Risk Society. Then, through an ethical approach, the research discuss about the criticism of anthropocentrism, about the emergency of making life the only centrality and about the importance of environmental Hermeneutics. Finally, it explores the Latin American liberating thought, as an alternative current to the traditional hegemonic paradigm.La presente Tesis de Conclusión de Curso (TCC) busca analizar el contexto internacional de la actual crisis ambiental provocada por la globalización neoliberal producto de la racionalidad instrumental apropiadora de la naturaliza, que amenaza nuestro futuro común. El modelo económico hegemónico de los países desarrollados del Norte, de naturaleza antropocéntrica, sitúa por encima al ser humano en relación con sus semejantes y también en relación con la naturaleza, colocándolo como el centro del universo. Con el fin de mantener su nivel de consumo, estimulado cada día más por la ciencia y las nuevas tecnologías, los países del norte subyugan económica y políticamente a los países subdesarrollados del Sur, saqueando los recursos naturales, dejando para estos las consecuencias negativas de la globalización, tales como la degradación ambiental, el subdesarrollo, la pobreza, la dominación. En este contexto de sujeción, irrumpe una nueva visión crítica-emancipatoria latinoamericana basada en una racionalidad ambiental a la luz de una visión ética del mundo, que vincula las relaciones humanas con la naturaliza y que posse como su único centro a la vida y no al capital. Por lo tanto, en un primer momento, se discuten las causas y consecuencias de este modelo económico hegemónico en la sociedad del riesgo. A continuación, a través de un enfoque ético, se discurre sobre la crítica del antropocentrismo, sobre la urgencia de tornar a la vida la única centralidad y sobre la importancia de la Hermenéutica Ambiental. Por último, se explora el pensamiento libertario latinoamericano, como uma corriente alternativa al paradigma hegemónico tradicional
