    The aim of this chapter is to highlight that the societies of the Old Regime presented a heterogeneous and pluralistic character. This stemmed from the presence of intermediate bodies between the central government and the single individual. The establishment of the local State, which began during the fifteenth century, did not eliminate this complexity, which persisted into the late 1700s. We examine the development of social support systems in the early modern period in the rural areas of the regional/city-states of northern Italy. This investigation achieves two main purposes: first, it allows researchers to understand the concrete role played by welfare and micro-credit in the political and socio-economic panorama of rural northern Italy; secondly, it analyses the extent to which the formation of a more or less structured support system influenced the establishment of local identity and the rooting of individuals. It is within this context that a complex and dynamic polyhedrality of formal and informal social support systems developed in rural areas. These systems characterized an extraordinary period of diversified strategies for providing social support to the needy

    This contribution proposes to reconstruct the social support networks in Voghera in the 18th century, both through a dispute between intermediate bodies of the society and through the analysis of the relationship of parishes in preparation for the pastoral visits. The reports about the pastoral visits, in fact, make note of the main bequests left to the parish and to the confraternities both for masses and for charitable works. They therefore concern the individual bequests that will become part of the informal “social support networks” also in rural areas: dowries for poor girls, bread, money and clothing to distribute to the poor. Also within the “social support networks” of the ancien régime the institutions of the hospitals have played a role of extreme importance, both as places of hospitality and assistance for pilgrims or the poor and as places of shelter and care for the sick. Finally, emblematic is the activity of the “monti frumentari”, structures that, administered by confraternities and the other intermediate bodies, were an important activity of social support and integration to agricultural work

    Poor relief systems in rural Italy: the territory of the diocese of Tortona in the eighteenth century

    This article studies the development of poor relief in the rural areas of the diocese of Tortona in the eighteenth century, through the analysis of the parish reports written for the pastoral visits of bishops Giulio Resta and Giuseppe Lodovico Andujar in 1741 and 1743. The reports record the most important assistance activities organised by different social actors: dowries for poor girls; bread, money and clothing to distribute to the poor; but also formal support in the form of hospitals providing shelter and care for pilgrims and the sick; the monti di pietà, which loaned money and the grain stores, which provided essential loans of grain. The diocese of Tortona in the eighteenth century represents a privileged point of view for understanding how the development of poor relief in the ancien régime was influenced by the political and institutional, geographical, landowning and socio-ecomomic context. Here, a complex institutional situation, combined with a diverse geographical and socio-economic context, gave rise to a variety of poor relief system

    Instruments and Strategies of the Social Support System in Rural Brescia During the Eighteenth Century

    The social support system of Brescia represents, in many ways, an exemplary case. Indeed, it was driven by an original perspective of social reform that can be traced back to a substantial harmony among different measures that involved political power, the diocesan Church, and local communities. In the eighteenth century, it was the variegated structure of the charitable-assistance fabric of the parishes that allowed the Brescian territory to cope with the socio-economic problems connected to the progressive pauperization of the population. The commitment of the community acted as a cushion during critical junctures in recurring subsistence crises, helping to limit the spread of explosive convulsions of socio-political rebellion while at the same time laying the foundations for subsequent development. The active role of the communities and the overall reticular structure are thus highlighted as distinctive features of a system destined to last at least until the end of the eighteenth century, until the breakdown of the consolidated balance between emerging needs and demands for innovative reforms
