    Penelitian tentang Implementasi Kebijakan Program Kampung Keluarga Berencana Di Kecamatan Arjasari Kabupaten Bandung dilakukan untuk mengetahui secara pelaksanaan kebijakan tersebut dengan menggali berbagai sumber informasi primer dan sekunder dengan menggunakan pendekatan kualitatif deskriptif dengan mendeskripsikan keadaan tertentu dari fakta yang terjadi pada proses penelitian berupa persepsi, perilaku, motivasi, serta tindakan dan yang lainnya dengan tidak memanipulasi fenomena yang telah diamati. Dimensi yang menjadi alat ukur implementasi yaitu: terkait ukuran dasar serta tujuan yang meliputi kebijakan, sumber-sumber kebijakan, komunikasi antar organisasi dan berbagai kegiaan pelaksanaan, karakteristik dari badan-badan pelaksana, berbagai kondisi ekonomi, sosial dan politik, dan kecenderungan pelaksana (Implementors). Hasil dari penelitian menunjukkan bahwa Implementasi Kebijakan Program Kampung Keluarga Berencana Di Kecamatan Arjasari Kabupaten Bandung, ukuran ideal pencapaian standar sasaran program belum tercapai secara optimal, sumber daya manusia cukup memadai, sedangkan sumberdaya finansial serta sumber daya fasilitas masih relatif kurang, komunikasi dengan transmisi/ penyaluran informasi sudah berjalan dengan baik, jelas dan konsisten, struktur organisasi dapat bekerja dengan baik, Standar Operasional Prosedur (SOP) yang lengkap dan jelas, namun dalam sisi kerja sama masih harus ditingkatkan, pengaruh program terhadap kondisi ekonomi dan sosial, terhadap opini publik cukup positif, dukungan elit politik yang baik, respon, pemahaman dan sikap yang serius dari agen pelaksana yang sudah baik namun perlu ditingkatkan.Research on the implementation of policies regarding the Family Planning Village Program in Arjasari District, Bandung Regency was conducted to determine the implementation of these policies by exploring various sources of primary and secondary information using a descriptive qualitative approach that describes a certain situation from the facts that occur in the research process, both in the form of behavior, perceptions, motivations, actions and others without manipulating the observed phenomena. The dimensions that are used to measure implementation are: basic measures and policy objectives, policy resources, inter- organizational communication and implementation activities, characteristics of implementing agencies, economic, social and political conditions, and implementing tendencies. (Implementors).The results of the study indicate that the IMPLEMENTATION OF POLICIES REGARDING THE FAMILY PLANNING VILLAGE PROGRAM IN ARJASARI DISTRICT, BANDUNG REGENCY, the ideal measure of achieving program target standards has not been optimally achieved, human resources are adequate, financial resources and facility resources are still relatively lacking, communication with transmission / distribution information is running well, clearly and consistently, the organizational structure can work well, the Standard Operating Procedure (SOP) is complete and clear, but in terms of cooperation still needs to be improved, the influence of the program on economic and social conditions, on public opinion is quite positive , good political elite support, response, understanding and serious attitude from implementing agencies that are already good but need to be improved

    Implementation of Village Government Capacity Building Policies in Indonesia

    This research is based on the existence of phenomena related to the ineffective implementation of policies on strengthening the institutional capacity of village government. Therefore, the purpose of this research is directed to obtain an overview related to the implementation of policies to strengthen the institutional capacity of village government. Substantively, this study will describe and analyze how efforts to strengthen village government institutional capacity can be achieved by optimizing policy implementation. Policy implementation in this study is analyzed with reference to the theory of policy implementation put forward by Edwards III. The research approach uses a qualitative approach, through descriptive methods. While data collection is done through desk study technique. The results of the study show that the low quality and not yet optimal village development program, one of which is caused by the ineffective implementation of policies to strengthen the institutional capacity of village government. The effectiveness of implementing these policies can be done by optimizing communication factors, resources, dispositions and bureaucratic structures within the village government. Strengthening village government institutional capacity can be done by optimizing eight capacities, namely strengthening structure, culture, apparatus resources, technology, budget, facilities, regulations and strengthening governance

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     This study is entitled The Influence of the Role of the Transportation Agency on the Effectiveness of Parking Management in the Tuparev Area of ​​Karawang Regency. The research problem is the ineffectiveness of parking management in the Tuparev Area of ​​Karawang Regency. The purpose of the study is to describe and analyze the role of the Transportation Agency, the Effectiveness of the implementation of parking management. The independent variable uses Munir Faudy's theory consisting of several dimensions including: 1) Entrepreneur, 2) Coordinator, 3) Facilitator while the dependent variable uses Budiani's theory consisting of several dimensions including: 1) Determination of Program Targets, 2) Program Socialization, 3) Achievement of Program Objectives, 4) Program Monitoring. This study uses a quantitative approach and explanatory research methods. The research data were obtained from 133 respondents consisting of UPTD DISHUB Karawang Regency employees, visitors to two-wheeled and four-wheeled parking and field officers/parking attendants in the Tuparev Area of ​​Karawang Regency. This researcher uses the product moment correlation technique. Based on the results of the total score tabulation calculation, the role variable of the Karawang Regency Transportation Agency is in the "Good" category with an average of 2.57 or a percentage of 85.66%. Based on the results of the total score tabulation calculation, the parking management effectiveness variable is in the "Good" category with an average of 2.6 or a percentage of 86.66%. The results of the correlation coefficient tabulation calculation between the Role of the Karawang Regency Transportation Agency and the effectiveness of parking management are 0.99. The determination coefficient value is 98.01% which indicates that the effectiveness of parking management can be explained by the role variable of the Karawang Regency Transportation Agency. It is known that the calculation results show that the t count value is 80.32. Then the value is compared with the t table value for degrees of freedom (dk) = n-2 or (dk) = 133-2 with a degree of freedom of 10%, namely 1.28805 or 1.28. It is known that the t count value is greater than the t table, so HO is rejected. It is known that the results of the validity test and the results of the reliability test on the role variables and effectiveness variables are declared valid and reliable

    Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
