    Cross-Sector Collaborative Governance in Achieving a Stunting-Free Cigugur by 2045

    Efforts to accelerate stunting reduction demand effective intersectoral collaboration, particularly at the local level. Cigugur Subdistrict, as a region committed to supporting the Golden Indonesia 2045 vision, faces complex stunting challenges that require a collaborative governance-based approach. This study aims to analyze the forms of collaboration among technical sectors such as the Health Office, DPPKBP3A, subdistrict and village/urban village governments, as well as social actors including Posyandu cadres and community leaders in realizing a stunting-free Cigugur. Using a qualitative case study approach, data were collected through in-depth interviews, focus group discussions (FGDs), field observations, and document analysis. The findings reveal that collaborative practices have emerged through intersectoral coordination forums, program integration, and community involvement in nutrition interventions and education. However, challenges such as weak data integration, differing sectoral perceptions, and limited resources continue to hinder collaborative effectiveness. This study recommends strengthening local institutional capacity, establishing sustainable coordination mechanisms, and developing participatory, community-based collaboration models. These findings contribute to the development of practical collaborative governance at the subdistrict level as a strategic foundation for human resource development towards the Golden Indonesia 2045 vision

    Skill Improvement Based on Local Wisdom to Build Santripreneur at the Blitar Islamic Boarding School, Indonesia

    This study aims to find out how to improve skills based on local wisdom to build the spirit of an entrepreneur in the Anharul Ulum Islamic Boarding School. This research used mixed methods, adopting a design-embedded experimental model from Cresswell. The subjects were twenty-one students and three teachers at Anharul Ulum Broading School Blitar, Indonesia. Purposive random sampling was used. Data was collected from interviews, surveys, and observation. The data analysis was used to triangulate and SPSS. The study results show that the assessment of student's skills gets a score of 3 with a suitable category in understanding and running a simple onion stick business at the Anharul Ulum Islamic Boarding School. The entrepreneur program impacts effectiveness (N-gain 77,51%) and can increase the level of understanding, with a score of 31,86 from 58,29 to 90,14. Through onion stick-making activities, the santripreneur program has succeeded in developing various essential skills in students. In addition to mastering production skills, students are trained to think critically, analyze data, and innovate in marketing. The program evaluation results showed a significant improvement in ability, with an N-gain value of 77.51

    Capacity Development Strategy of the Ministry of Manpower's Community Job Training Center Organization: A Case Study of the Incubator Community Job Training Center in Garut Regency

    This study aims to analyze the organizational capacity development strategy of the Community Work Training Center (BLK-K) in Garut Regency with an intervention approach at the system, institutional, and individual levels to improve the effectiveness and sustainability of vocational training programs. This study uses a qualitative approach with a case study method. Data collection was carried out through in-depth interviews, FGDs, direct observation, and documentation. The results of the study indicate that at the system level, vocational training policies still need to be adjusted to local needs and strengthened in cross-sector coordination. At the institutional level, the organizational structure of BLK-K needs to be more flexible with a more data-based evaluation system. At the individual level, improving the competence of instructors and teaching staff is still a major challenge, especially in the adoption of technology-based training methods. New findings in this study indicate that the success of BLK-K management depends not only on national policies, but also on local strategies in building collaboration with the private sector and communities

    The Influence of Organizational Culture and Democratic Leadership Style on Employee Performance at the Trade and Industry Service of Bandung Regency

    The present study is motivated by a fundamental issue, namely the suboptimal performance of employees at the Trade and Industry Office of Bandung Regency. This issue is evident in the low quality of work, lack of punctuality, and minimal employee initiative. For instance, deficiencies are observed in the preparation of accountability reports, coordination, administration, and financial bookkeeping, which remain ineffective. Additionally, employees tend to wait for instructions rather than taking the initiative to complete tasks, thereby hindering the optimal execution of technical material assessments and facilitation processes. These problems are suspected to stem from an ineffective organizational culture and leadership style. Therefore, this study aims to analyze the extent to which organizational culture and leadership style influence employee performance within the Trade and Industry Office of Bandung Regency. The research adopts a quantitative approach and employs an explanatory survey method. The findings indicate that, partially, organizational culture influences employee performance by 37.8%, while a democratic leadership style has an impact of 11.5%. Simultaneously, organizational culture and democratic leadership style collectively affect employee performance by 49.3%, whereas the remaining 50.7% is influenced by epsilon (other factors beyond the two variables examined)

    Participación ciudadana y el desempeño de los gobiernos subnacionales: una revisión bibliográficaNo es nuevo el debate en la literatura sobre los efectos que podría tener la participación ciudadana en la eficacia y eficiencia de los gobiernos, sobre todo a nivel subnacional. Aunque mucho se ha discutido sobre sus potencialidades para la democracia local, queda la duda sobre el aporte de mecanismos participativos y de involucramiento ciudadano al mejoramiento de la acción estatal local. Por ello, este trabajo busca, a través de una revisión sistemática y metaanálisis bibliográfico, relevar qué dice la literatura especializada sobre esta discusión. Los resultados demuestran que la gran mayoría de estudios revelan efectos positivos en la relación entre involucramiento ciudadano y desempeño gubernamental, aunque también se evidencian factores de bloqueo que podrían generar efectos negativos. Se concluye con análisis de los resultados y una breve agenda para investigaciones a futuro

    High Risk Based Business Licensing Policy Optimization Strategy in Subang Regency Government

    The purpose of this study is to examine how the implementation of risk-based licensing service policies in Subang Regency uses Grindle's theory with aspects of content and policy context to analyze the implementation of risk-based licensing service policies. Qualitative methods are used in conducting this study, the selection of informants is carried out using purposive sampling techniques. Researchers use the NVivo 12 application to assist in data analysis, while triangulation of data sources is carried out to test the validity of the data. The results of the study indicate that the implementation of high-risk business licensing policies in Subang Regency is not optimal. This can be indicated from the dimensions of the content and context aspects of the policy that have not run as they should. The coherence of content and context factors in the Implementation of High-Risk Business Licensing Policies in Subang Regency shows that both aspects have a high degree of importance related to their role in the implementation of risk-based licensing service policies in Subang Regency. An optimization strategy is needed in the content and context aspects of the Implementation of High-Risk Business Licensing Policies in Subang Regency because the content and context aspects of the policy have a real role in the implementation of high-risk licensing service policies in Subang Regency

    Collaborative Governance Base on Phenta Helix in Improving Uninhabitable Houses in Tangerang City

    This study aims to analyze the implementation of collaborative governance based on phenta helix in the improvement of habitable houses in Tangerang City and the inhibiting factors. This study uses a descriptive qualitative research method because it aims to explore and observe an object to be studied. Based on the objectives of the study, the focus of the study is to analyze collaborative governance factors with a 6-factor approach as research variables, namely system context, diversity, collaborative dynamic, collaborative action, outcome of collaborative action, and adoption through collaborative penta helix five collaborating actors, namely local government, private sector, academics, community and mass media in the program to improve habitable houses in Tangerang City. The conclusion of the study found several inhibiting factors, namely policy and legal framework, consequential incentives, resource conditions, and network characteristics. The steps taken to overcome the obstacles of collaborative governance based on phenta helix in the improvement of uninhabitable houses in Tangerang City so that it runs effectively are to implement the enacting new management process based on phenta helix by creating a new policy and legal framework involving phenta helix elements, namely government, academics, private sector, community and mass media in the governance of uninhabitable house improvements in Tangerang City

    Balancing Investment and Sustainability: Legal Challenges in Implementing the Domestic Market Obligation (DMO) in Indonesia’s Coal Sector

    The Domestic Market Obligation (DMO) policy in Indonesia's coal sector has created tensions between domestic energy supply interests and a stable investment climate. Its implementation faces serious challenges, including regulatory inconsistency, price uncertainty, and the risk of legal conflicts. In addition, this policy is considered counterproductive to the energy transition agenda and national climate sustainability commitments. This study aims to analyze legal challenges and formulate alternative policies and legal recommendations in the implementation of DMO. This study uses a normative legal approach with a conceptual and legislative approach. Data are analyzed normatively and interpretively against primary, secondary, and tertiary legal materials. The results of the study indicate that the implementation of DMO has not been supported by stable and harmonious regulations with the principles of sustainability and investment protection. A more consistent legal framework, a clear energy transition mechanism, and strengthening of legal instruments are needed to ensure a balance between state interests and legal certainty for investors. DMO policy reform must be placed in the context of long-term energy transformation to align with Indonesia's sustainable development goals

    The Effectiveness of the Regional Technical Implementation Unit for Human Resource Development Facilities in Contributing to Kuningan’s Local Own-Source Revenue

    This study aims to evaluate the effectiveness of the Regional Technical Implementation Unit for Human Resource Development Facility Management (UPTD PFPSDM) in Kuningan Regency in contributing to the achievement of regional revenue (PAD) targets from retribution. The analysis adopts Steers’ (1985:8–11) organizational effectiveness model, which comprises four main components: organizational characteristics, environmental characteristics, worker characteristics, and managerial policies and practices. A qualitative descriptive approach was employed, with data collected through direct observation, in-depth interviews, and document analysis. The findings reveal that the effectiveness of UPTD PFPSDM remains suboptimal. Identified challenges include underutilization of training facilities, a limited number of competent functional personnel, and a lack of innovation in training service management. Moreover, an unsupportive external environment and administratively driven managerial policies further hinder the unit’s competitiveness. To enhance effectiveness, organizational capacity must be strengthened, adaptive marketing strategies developed, and collaboration networks with training service users expanded. This study is expected to inform policy formulation aimed at increasing PAD contributions through more professional and responsive training facility management

    The Renewal of the Indonesian Auction Regulation for Driving Economic Development in the Disruption Era: A Comparative Study of Indonesia and China

    The objective of this study is to analyze the effectiveness of auction regulatory policies in Indonesia during the disruption era, focusing on the effectiveness of current auction regulations and the conception of auction regulation reforms to support the national economy. The main concepts and theories that underpin the research is the theory of economic analysis of law with an emphasis on the efficiency aspect of regulation. This normative legal research that focuses on exploring norms or rules within statutory regulations while considering the empirical facts related to their implementation. This descriptive-analytical research employed a statute approach, and a conceptual approach. Data collection was conducted through a literature study supported by field studies. The results were then analyzed qualitatively, and conclusions were drawn based on the deductive method. The research reveals that the effectiveness of Indonesia's auction regulations is not significant because they do not substantively meet the aspects of value, utility, and efficiency for fulfilling the community's needs related to auction transactions in the disruption era. Based on a comparison with China, the renewal of Indonesian auctions regulation in disruption era is directed to modernize and simplify the business process through digitalized auction process with large private sector involvement, so that auctions can develop more massively so that they can provide great benefits for society. This article is expected to be one of the references for regulators in formulating auction regulation in disruption era and a contribution of thought in the field of economic and business law as well as reference material for other researchers in conducting further research on auction law
