Juridical Analysis of Structural Village Fund Accountability (Village Apparatus) in Bandar Kumbul Village Bilah Barat District Labuhanbatu Regency

For that reason, it is necessary to conduct research related to the management of the village fund.
The research method is done by normative law research method. The main data in the study is secondary data. The data collection in this research is done by library research and field research. Data analysis on secondary data is done by qualitative analysis.
The results of the study it is known that the Village Fund Management Procedure in accordance with the mandate of Village Law Number 6 2014 and also related to the technical guidance of Fund Distribution of villages Number. 5 of 2013 issued by the Regent of Labuhanbatu, Besides the Village Head must create accountability Of Village Funds, both in the planning, management, use and distribution of the village funds, in which the BPD and the community and the Inspectorate perform the task of supervising the management of the village funds.
It is suggested to be understood about the procedures of managing the village funds in accordance with the existing regulations so that from the planned until the distribution of the village apparatus can be accountable for the use of village funds that are constantly supervised by the community so that the funds disbursed by the Government are right on target and appropriate.---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------Desa Bandar Kumbul terletak disalah satu Kecamatan yang ada Kabupaten Labuhanbatu yaitu Kecamatan Bilah Barat, merupakan salah satu target desa yang dikembangkan dengan kategori desa swadaya untuk mendapatkan Dana Desa dari pemerintah pusat.Untuk itu perlu dilaksanakan penelitian berkaitan pengelolaan dana desa dimaksud.
Metode penelitian dilakukan dengan metode penelitian hukum normatif. Data pokok dalam penelitian adalah data sekunder. Pengumpulan data dalam penelitian ini dilakukan dengan cara penelitian kepustakaan dan penelitian lapangan. Analisis data terhadap data sekunder dilakukan dengan analisis kualitatif.
Dari hasil penelitian diketahui bahwa Prosedur Pengelolaan dana Desa sesuai dengan amanat Undang-Undang Desa Nomor 6 Tahun 2014 dan berkaitan juga dangan Petunjuk Teknis Penyaluran Dana Desa Nomor 5 Tahun 2013 yang diterbitkan Bupati Labuhanbatu. Disamping Itu Kepala Desa dan Aparatur Desa harus membuat pertanggung jawaban secara akuntabilitas atas pengelolaan dan pemanfaatan dana desa, baik pada tahap perencanaan, pengelolaan, penggunaan sampai penyaluran Dana desa tersebut. Disamping itu Badan Permusyarakatan Desa (BPD) dan masyarakat serta Inspektorat melakukan tugas pengawasan atas pengelolaan dana desa tersebut dengan ketentuan yang berlaku, untuk menghindari penyalagunaan kewenangan dalam pemanfaaatan dan pengelolaan dana desa tersebut.
Disarankan agar dipahami mengenai prosedur pengelolaan dana desa sesuai dengan peraturan yang ada sehingga sejak direncanakan sampai penyaluran aparatur desa dapat mempertanggungjawabkan penggunaan dana desa yang senantiasa diawasi oleh masyarakat agar dana yang disalurkan oleh Pemerintah tepat sasaran dan tepat guna
Analisis Keaktifan Belajar Mahasiswa Dengan Metode Blanded Learning Di FKIP Universitas Labuhanbatu
Get PDFPenelitin ini bertujuan untuk mengetahui keaktifan belajar mahasiswa FKIP Universitas Labuhanbatu dalam proses pembelajaran menggunakan metode blanded learning dalam pembelajaran di kelas.Penelitian dilaksanakan di Universitas Labuhanbatu, Penelitian dilaksanakan pada bulan September 2021 sampai Desember 2021. Sumber data penelitian ini adalah mahasiswa Fkip Universita Labuhanbatu Sebanyak 9 kelas yaitu (413) mahasiswa. Penelitian ini mengumpulkan data menggunakan alat instrumen berupa observasi dan angket.Keaktifan belajar mahasiswa adalah kegiatan belajar yang dilakukan oleh mahasiswa. Keaktian belajar mahasiswa FKIP Universitas Labuhanbatu dapat dikaji, data yang diperoleh dari kegiatan tersebut kemudian dianalisis. Penelitian ini ditunjukan kepada 413 mahasiswa Fkip Universitas Labuhanbatu dan yang mewakili dengan menggunakan rumus slovin dari rumus tersebut dapat di peroleh sebanyak 81 responden, dari hasil penelitian yang diperoleh menunjukkan aspek Kurangnya keaktifan belajar mahasiswa masih kurang, ini dibuktikan dari pengisian kuesioner mahasiswa Fkip Universitas Labuhanbatu.Manfaat blended learning antara lain membantu memotivasi keaktifan mahasiswa untuk ikut terlibat dalam proses pembelajaran. Hal ini akan membentuk sikap kemandirian belajar pada mahasiswa untuk aktif dalam proses pembelajaran. Dalam penggunaannya metode ini sangat efektif untuk menambah efisiensi untuk mahasiswa dan memungkinkan peningkatan keaktifan belajar mahasiswa agar mahasiswa FKIP semakin aktif dalam proses pembelajaran

No full textTujuan dari penelitian ini adalah untuk mengetahui kesulitan guru dalam Kegiatan Belajar Mengajar di Era New Normal setelah melewati masa pandemi di MTs Hafizul Ikhsan Aek Paing, Kab. Labuhanbatu, Sumatera Utara. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif dengan responden penelitan seluruh guru di MTS. Hafizul Ikhsan yang berjumlah 18 guru & Informan kunci penelitian ini adalah kepala sekolah. Instrumen pengumpulan data menggunakan Observasi dan wawancara. Teknis Analisis data yang digunakan adalah analisis data kualitatif yang mengacu pada konsep miles dan huberman yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Secara garis besar prosedur penelitian terdiri atas tiga langkah yakni persiapan, pelaksanaan dan analisis data. Berdasarkan hasil penelitian menunjukkan bahwa guru mengalami kesulitan dalam kegiatan belajar mengajar di Era New Normal, kesulitan kesulitan yang dihadapi guru yaitu : (1)Kesulitan dalam tahap perencanaan persiapan pembelajaran, yang meliputi persiapan perangkat mengajar di tahun pelajaran baru terkait RPP, silabus, media dan persiapan bahan ajar bahan ajar. (2) Kesulitan dalam tahap pelaksanaan pembelajaran, yang meliputi motivasi, keaktifan kelas pada saat pembelajaran, dan penyampaian materi. 3) Kesulitan dalam tahap evaluasi pembelajaran, yang meliputi pengamatan terhadap siswa, penilaian sikap, dan penilaian hasil belajar siswa
Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
