    En julio de 1921, las mayorías conservadoras se posesionaron en sus curules en el Congreso de la República. Tomando en cuenta las acusaciones contra la administración Suárez por cuenta de las manipulaciones secretas con que se trataron asuntos gubernamentales, Ricardo Rendón sentó una posición crítica frente a la posesión del Congreso en su caricatura del 16 de julio, publicada en el número 104 de “La República”. En dicha oportunidad, el caricaturista interpretó literalmente la expresión “Res pública”, generalmente usada para referir a los conceptos de sector público y Estado, pues propuso la representación de una res (ganado) muerta y tendida frente al capitolio mientras se acercaban aves de rapiña. Así, la comparación dio a entender que el Estado estaría siendo “devorado” por los congresistas, representados en estas aves

    Maternal endothelial dysfunction in preeclampsia is associated with increased soluble fms-like tyrosine kinase-1 (sFlt-1), a circulating antagonist of vascular endothelial growth factor and placental growth factor. Angiotensin II (Ang II) is a potent vasoconstrictor that increases concomitant with sFlt-1 during pregnancy. Therefore, we speculated that Ang II may promote the expression of sFlt-1 in pregnancy. Here we report that infusion of Ang II significantly increases circulating levels of sFlt-1 in pregnant mice, thereby demonstrating that Ang II is a regulator of sFlt-1 secretion in vivo. Furthermore, Ang II stimulated sFlt-1 production in a dose- and time-dependent manner from human villous explants and cultured trophoblasts but not from endothelial cells, suggesting that trophoblasts are the primary source of sFlt-1 during pregnancy. As expected, Ang II-induced sFlt-1 secretion resulted in the inhibition of endothelial cell migration and in vitro tube formation. In vitro and in vivo studies with losartan, small interfering RNA specific for calcineurin and FK506 demonstrated that Ang II-mediated sFlt-1 release was via Ang II type 1 receptor activation and calcineurin signaling, respectively. These findings reveal a previously unrecognized regulatory role for Ang II on sFlt-1 expression in murine and human pregnancy and suggest that elevated sFlt-1 levels in preeclampsia may be caused by a dysregulation of the local renin/angiotensin system

Programa de Pós-Graduação em Odontologia.Este estudo in vitro foi realizado com o objetivo de avaliar a resistência à microtração, e a nanoinfiltração de sistemas adesivos em dentina decídua, imediatamente (IM) e após seis meses (6M) do procedimento adesivo. Coroas de molares decíduos, hígidos e extraídos, foram desgastadas com papel de carbeto de silício até a granulação 600, obtendo-se superfícies oclusais planas, distribuídas em quatro grupos: Scotchbond Multi-Purpose (SMP), Single Bond (SB), Clearfil SE Bond (CSB) e Adper Prompt L-Pop (APL). Baseado nos dados obtidos pôde-se concluir que a resistência adesiva e a nanoinfiltração não foram influenciadas pelo envelhecimento e que a expressão da nanoinfiltração foi diferente entre os adesivos de condicionamento ácido total e autocondicionantes

    Fractures of the proximal femur are one of the greatest challenges facing the medical community, constituting a heavy socioeconomic burden worldwide. The National Hip Fracture Audit currently provides a framework for service evaluation. This evaluation is based upon the assessment of process rather than assessment of patient-centred outcome and therefore it fails to provide meaningful data regarding the clinical effectiveness of treatments. This study aims to capture data from the cohort of patients who present with a fracture of the proximal femur at a single United Kingdom Major Trauma Centre. Patient-centred outcomes will be recorded and provide a baseline cohort within which to test the clinical effectiveness of experimental interventions

    As constantes alterações sociais acabam implicando alterações nos valores dominantes de um ordenamento jurídico e mesmo na mudança de função e significado de muitos institutos. Dentre os institutos que mais verificaram alteração de conteúdo, está a coisa julgada. Nessa linha, após a segunda grande guerra, verificaram-se profundas alterações sociais, jurídicas e culturais, de forma que novas demandas passaram a ser analisadas pelo Poder Judiciário. Em decorrência disso, ganhou especial destaque o controle de constitucionalidade das leis, capítulo adicional à história da limitação dos poderes, e o processo constitucional. Dessa forma, institutos tradicionais do direito processual com determinada função e estrutura, como a coisa julgada, necessitam ter sua compatibilidade analisada com outros novos, criados a partir das novas necessidades da sociedade. Assim, no presente trabalho, em um primeiro momento, buscou-se estabelecer a função e a estrutura da coisa julgada, levantando-se contradições existentes na doutrina. No segundo capítulo, aplicaram-se as premissas estabelecidas na primeira parte, ao controle de constitucionalidade por exceção e por meio de ação, sempre a partir de uma visão funcionalista dos mesmos. Enquanto no controle de constitucionalidade por via de exceção não se encontrou qualquer dificuldade de harmonia com a coisa julgada, pois a questão constitucional não é o tema central da análise do juiz, o mesmo não ocorreu com o controle por via de ação. Nessa modalidade de controle, dadas as suas características e funções, conclui-se pela inexistência da coisa julgada, sob pena de se colocar em risco o desenvolvimento constitucional da ordem brasileira, pois a certeza jurídica estabelecida pela coisa julgada torna muito difícil, senão impossível, a alteração de entendimento sobre determinada questão constitucional.The continual social changes introduce changes into the chief values of a legal system and even modify the meaning and function of many institutes. Among the legal institutes that has suffered the most from such modifications is res iudicata. After the Second World War, deep social, legal and cultural changes were observed, so that new claims were examined by the courts. In consequence judicial review of legislation, an additional chapter to the history of the limitation of the powers, and the constitutional process have obtained great attention. Therefore, traditional institutes of procedural law with a particular function and structure, such as res judicata, must have their compatibility with other, new institutes, created by the new needs of society, analysed. Thus in this paper we first tried to determine the function and structure of res judicata, raising contradictions found in the work of legal scholars. In the second chapter, we applied the principles laid in the first part to the issue of judicial review by exception and by action from a functionalist perspective. While we did face any difficulty to harmonise res judicata with judicial review by exception, since in this case the constitutional issue is not the primary subject analysis by the court, the same did not occur with control by action. When it comes to this class of control, given its features and functions, we concluded that there was no place for res judicata, under penalty of endangering the constitutional Brazilian order development, because legal certainty established by res judicata makes it very difficult, if not impossible, to change the understanding of certain constitutional issue

    Phasing out subsidies: Rendering the RES-e investments more self-sustained

    The increasing shares of RES-e generation have resulted in unexpected but well-documented effects, such as the Merit Order Effect (MOE) on the power market. According to the MOE, the electricity prices decrease along with high penetrations of low variable cost technologies such as RES-e. Due to high investment costs the deployment of RES-e technologies is strongly depended on policy support. Upon lower electricity prices, generating profits becomes more and more challenging. Therefore, investors are more reluctant on financing such capital intensive projects. In consequence, further policy support is required to incentivize RES-e investments. However, subsidies are not expected to support the RES-e investments for an unlimited time but only for a certain time span during which the RES-e should evolve to self-sustained technologies. The design of the subsidy itself can contribute to tackling the negative impact of the MOE. The EU member states not only need to reduce the public support that is imposed by EU commission mandates, but at the same time have to ensure that they will meet the targets set for RES-e consumption in 2050 (European Commission, 2011). According to the abovementioned goals, two issues arise: a) how can the public support be reduced without challenging the RES-e generation? b) how can dependency on public support for the development on VREs be eliminated? To tackle these issues, the present thesis comes with the objective to provide recommendations regarding policy support without challenging the deployment of VREs. To deliver the objective an agent based model designed by the Energy and Industry Section of TPM faculty of Delft University of Technology called EMLab Generation was employed. The model is built to study the transition of the European Energy markets towards a carbon-free regime. To deliver the thesis objective six scenarios were tested- five including policy support and one Base Case scenario in which no subsidies are provided. The following KPIs were measured to provide answers to the research question and sub-questions: investor profits per energy unit, spot market revenue per energy unit, mean subsidy per energy unit, ratio of RES-e to total generation, production per technology, average electricity price for each year of the simulated period and aggregated profits and subsidy costs during the entire modeled period. The findings suggest that the optimum subsidy scheme to reduce public support is provided by the FIP Ex Post scenario according to which the mean paid subsidy decreases with time. Regarding the insight for energy investors, more profits are generated when investments only in RES-e technologies are realized. The reason for the latter is that investments in CCGT plants result in losses. This is explained by the exclusion of CCGT technology from the market due to the high penetration of the zero marginal cost RES-e technologies. RES-e technologies are first in the merit order and therefore have priority on supplying the electricity market. Consequently, as more RES-e technologies are implemented the lesser, is the load needed to be supplied by other sources. Finally, regarding the value of storage in the energy market the only remarkable effect is the smoothening of electricity prices which still is not observed when storage capacity increases from 20gwh to 40gwh.Technology, Policy and ManagementEngineering, Systems and ServicesManagement of Technolog
