Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Considerando a atribuição do Prémio da Qualidade do Distrito de Setúbal em Serviços Públicos de 2009 ao Programa Jogos Desportivos Escolares, coorganizado pela Câmara Municipal de Palmela e as escolas públicas do Ensino Básico e Secundário do Concelho de Palmela, pretende-se aferir se o processo de gestão do programa relacionou de forma sustentada os Critérios de Meios, Critérios de Resultados e os Fatores de Desenvolvimento Desportivo na execução orçamental dos mandatos autárquicos de 2010-2013 e 2014-2017.
Consubstanciado o enquadramento teórico, as fontes primárias e a análise de 167 questionários para a avaliação do grau de satisfação do programa, constatou-se que a execução orçamental é orientada pelos Critérios de Meios (Processo-Chave do programa) - Critérios de Resultados (resultado decrescente do grau de satisfação dos alunos é Satisfeitos, Muito satisfeitos, Pouco satisfeitos e Insatisfeitos) – Financiamento (Fator de Desenvolvimento Desportivo preponderante) - Transferências Correntes Administração Central – Estado (rubrica com maior percentagem de execução orçamental).Quality is expressed as one of the management functions in Public Sector organizations, particularly in Local Public Administration, characterized as a management philosophy that finds public commitment in the Quality Charter and framing the improvement of public organizations through self-assessment by the Common Assessment Framework
Considering the award of the Setúbal District Quality Prize for Public Services 2009 to the Jogos Desportivos Escolares program, co-organized by the Municipality of Palmela and the public schools of Basic and Secondary level of Education in the Municipality of Palmela, it is intended to assess whether the management process of the program related in a sustained manner the Enablers Criteria, Results Criteria and Sports Development Factors in the budget implementation of 2010-2013 and 2014-2017 municipal mandates.
Consubstantiated the theoretical framework, the primary sources and the analysis of 167 questionnaires to assess the degree of satisfaction of the program, it was found that budget execution is guided by the Enablers Criteria (Key Process of the program) – Results Criteria (result descending from the degree of student satisfaction is Satisfied, Very Satisfied, Little Satisfied and Dissatisfied) – Financing (predominant Sport Development Factor) – Current Transfers Central Administration – State (item with the highest percentage of budget execution)
Dispelling the Myths Behind First-author Citation Counts
Get PDFWe conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
sophisticated methods
A Importância da Capacitação do Capital Humano nas Futuras Autarquias Locais Angolana
No full textO presente trabalho visa analisar o impacto da formação no que se refere as
competências para o exercício da função, e no desenvolvimento das autarquias locais em
Angola, tendo em conta a maximização do capital humano, no contexto organizacional,
visando atingir metas traçadas pelas mesmas.
Porém a formação continua deve ser vista como um instrumento primordial para o
desenvolvimento das competências necessárias para o exercício da função, visando cumprir
as exigências associadas à administração pública de forma a ajustar a função as
responsabilidades de gestão.
Com o presente trabalho vai se abordar a formação profissional no que concerne às
autarquias que serão implementadas em Angola, tendo em conta o processo de
descentralização autárquica, que se iniciou em 2010, com a redação da nova constituição da
República, e que dura até aos dias de hoje.
Para a execução do estudo recorreu-se a metodologia qualitativa, aplicando-se, para
este efeito, uma entrevista semiestruturada a uma amostra constituída por 5 formandos,
todos a trabalhar na administração pública (1 administrador municipal e os restantes
funcionários da administração pública local). Os resultados demonstraram que existe uma
grande motivação para a formação, sendo este uma mais-valia para o desenvolvimento de
competências e a melhoria de desempenho de todos os quadros apesar de, o principal foco
das formações serem quadros administrativos superiores, não existindo uma real atenção
para todas as necessidades de formação, nomeadamente, em todos os níveis hierárquicos.
Conclui-se que a formação profissional continua deve ser vista como um instrumento
primordial para o desenvolvimento das competências necessárias para o exercício da função,
visando suprir as deficiências detetadas pelas diferentes administrações de forma a ajustar a
função as responsabilidades de gestão.This paper aims to analyse the impact of training in relation to the competencies for
the exercise of the function, and in the development of local authorities in Angola,
considering the maximization of human capital in the organizational context, aiming to
achieve the goals set by them.
However, continuous training should be seen as a primary instrument for the
development of the competencies required to perform the function, aiming to meet the
requirements associated with public administration to adjust the function to the
management responsibilities.
The present work will address professional training in relation to the municipalities
that will be implemented in Angola, considering the process of municipal decentralization,
which began in 2001 and lasts until today.
The study was carried out using a qualitative methodology, applying a semistructured
interview to a sample of 5 trainees, all working in municipalities (1 municipal
administrator and the others, local government employees). The results showed that there is
a great motivation for training, which is an added value for the development of competences
and the improvement of the performance of all the managers, even though the focus of the
training is on upper management, and that there is no real attention for all the training
needs, namely at all hierarchical levels. We conclude that continuing vocational training
should be seen as a primary instrument for developing the competencies needed to perform
the job, aiming to fill the gaps detected by the different administrations to adjust the job to
the management responsibilities
Estudo de caso do Município de Mocuba
Get PDFNesta dissertação de mestrado, procurou-se fazer uma avaliação do sistema de gestão de
qualidade numa autarquia local, bem como são apresentados os procedimentos adotados para
a implementação de um sistema de gestão da qualidade, como parte integrante do modelo de
desenvolvimento local sustentável, numa autarquia local.
O estudo foi realizado segundo a metodologia de estudo de caso, com recurso a inquéritos
dirigidos aos gestores municipais e aos munícipes da autarquia de Mocuba, tendo como base
de sustentação os princípios da norma ISO e o sistema de gestão autárquica implementado em
Moçambique, em paralelo a este processo, procedeu-se a avaliação documental para
confrontar os resultados do inquérito realizado.
Os resultados mostraram haver um esforço em implementar um sistema de gestão da
qualidade por parte do conselho autárquico de Mocuba, embora ter-se provado a existência de
um sistema de gestão autárquica considerado empírico pois não segue as normas estabelecidas a nível internacional. No que respeita ao sistema de gestão da qualidade implementado
verificaram-se boas práticas que permitem a inclusão dos munícipes, garantindo uma maior
participação dos mesmos, o que garante uma maior satisfação no âmbito de prestação de
serviços. Neste sentido, a gestão da qualidade a nível da autarquia de Mocuba tem trazido
diversas mudanças na administração pública convencional, pois esta preocupa-se mais com o
bem-estar dos cidadãos, com vista a garantir a satisfação de suas exigênciasIn this master's dissertation, an evaluation of the quality management system in a local

The study was carried out according to the case study methodology, using surveys directed at
municipal managers and citizens of the municipality of Mocuba, based on the principles of the
ISO standard and the municipal management system implemented in Mozambique, in parallel.

Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
