    Smith Professor Hillel Y. Levin offers his thoughts on the U.S. Supreme Court’s decision on U.S. v. Rahimi: What did the Supreme Court do in Rahimi? As expected, the Court reversed the Fifth Circuit and held that when an individual has been found by a court to pose a credible threat to the physical safety of another, that individual may be temporarily disarmed consistent with the Second Amendment. The decision was 8-1, with only Justice Thomas dissenting. On what basis did the Supreme Court decide the case? The Court held that when looking for historical analogues of modern-day restrictions on firearms, it is not necessary to find a perfectly equivalent regulation from the Founding or post-Civil War eras. In the words of Chief Justice Roberts, the author of the majority opinion, the Second Amendment permits more than just those regulations identical to ones that could be found in 1791. It is sufficient that there be sufficient historical analogues that impose similar burdens or restrictions on the right to bear arms for similar reasons. Here, the Court concluded that the country has a tradition of disarming individuals who pose a clear threat of physical violence to another, even if not quite in the same manner as the law that was applied to Rahimi. Does this clarify Bruen? How will it impact other cases? This was a fairly narrow opinion. The Court kept the Bruen regime intact and gave little guidance to lower courts in applying it to other kinds of regulations. At most, the Court clarified that historical analogues need not be perfect in order to justify a modern restriction.     Modeling and online parameter identification of Li-Polymer battery cells for SOC estimation

    Finding an accurate and easily to implement model of batteries is an essential step in properly estimating the state of charge (SOC) of the battery in real-time. In this paper, an equivalent circuit based battery model with nonlinear relationship between the open circuit voltage (V OC) and the SOC is projected into several piece-wise linear functions. Moving window Least Squares (LS) parameter identification technique is then utilized to estimate and update the parameters of the battery model in each sampling time. The continuously updated parameters are fed to a linear observer to estimate the SOC of the battery. The effectiveness of the proposed modeling and estimation approach are verified experimentally on Lithium Polymer batteries. © 2012 IEEE

    The work of Atiq Rahimi : interferences between literature and cinema

    Notre thèse s'intitule "L'oeuvre d'Atiq Rahimi: Interférences entre littérature et cinéma". Il est question d’analyser les différents procédés utilisés dans l’écriture de l’oeuvre et qui renvoient au domaine cinématographique. La lecture, le relevé des aspects filmiques et leurs analyses se fera sur les supports littéraires, à savoir le roman Syngué Sabour. Pierre de Patience, Terre et Cendres [« Khâkestar-o-khâk »], Les Mille Maisons du rêve et de la terreur, Le Retour imaginaire et La Ballade du calame. Ces différents romans qu’Atiq Rahimi a écrit à plusieurs époques de sa vie se rejoignent sur des thématiques redondantes et obsessionnelles telles que l’Afghanistan, la guerre, les confessions, l’exil, qu’il soit du personnage ou de l’auteur même, la mémoire, les souvenirs, la réalité d’un pays en guerre, la folie, la mort et l’amour, mais aussi, et surtout, sur les techniques utilisées et la manière si singulière de Rahimi à faire parler sa plume. Nous retrouvons dans toute l’oeuvre cette insatisfaction de l’écrivain qui vacille entre les contes, les fables, les mythes et la réalité propres à sa culture persane, un point qu’on devine d’ailleurs à travers le choix de la langue d’écriture de certains de ses romans. Nous y reconnaitrons aussi une description minutieuse qui nous renvoie à un monde scriptural, scénique propre au cinéma, un domaine qui est loin d’être étranger à cet auteur Afghan qui est aussi diplômé en audiovisuel de la Sorbonne Nouvelle et qui est réalisateur. La parole triste, nue et désorientée, les silences, les attentes, le décor lugubre, le sang, l’acte de la parole et le soliloque, font tous partie de ce monde romanesque de Rahimi et nous arrivons à les identifier dans toute son oeuvre. Peu de chercheurs ont travaillé sur l’oeuvre d’Atiq Rahimi, raison pour laquelle nous avons tenu à limiter notre corpus à son oeuvre et d’y travailler sur l’interférence entre littérature et cinéma, tenant compte du cursus universitaire de l’auteur et de son parcours dans le monde littéraire et cinématographique.Abstract:Our thesis is entitled: " The work of Atiq Rahimi: interferences between literature and cinema".We approached the literary work under a new modern aspect where we founded the influence of the literature by the cinema. It is about an attempt of analysis of the writing of Atiq’s work with the aim of releasing the characteristics of it and the premises of a cinematic writing, which will turn out a real anticipation of the future adaptation of the novel to the cinema by his very author.We analyzed the literary texts, to release the hybrid character of them that can take on the modern literature, at the same time text and image, dialogue and soliloquy, rhythm and absence of chronology, real characteristics of the modern novel.From a narrative perspective under its contemporary aspect where comes to light a certain heterogeneousness of the text, we led an analysis of the transgendered aspect of the novel. The analysis tries to underline the aspects of the postmodern literature, the closeness of the genres and the character crosses of the style of the modern writers.Furthermore, in our analysis, we tried to highlight the cinematic aspects of this work from the films' aspect such as the meticulous description, the monologue of the quasi-unique character of the novel, the absence of chronology, the anonymity of places and characters, stream of the information and the rhythm of the word.Our corpus is made up of his five first novels, his adaptations and his documentaries:"Terre et cendres", "Syngué Sabour.     A hybrid of clustering and meta-heuristic algorithms to solve a p-mobile hub location–allocation problem with the depreciation cost of hub facilities

    Hubs act as intermediate points for the transfer of materials in the transportation system. In this study, a novel p-mobile hub location–allocation problem is developed. Hub facilities can be transferred to other hubs for the next period. Implementation of mobile hubs can reduce the costs of opening and closing the hubs, particularly in an environment with rapidly changing demands. On the other hand, the movement of facilities reduces lifespan and adds relevant costs. The depreciation cost and lifespan of hub facilities must be considered and the number of movements of the hub's facilities must be assumed to be limited. Three objective functions are considered to minimize costs, noise pollutions, and the harassment caused by the establishment of a hub for people, a new objective that locates hubs in less populated areas. A multi-objective mixed-integer non-linear programming (MINLP) model is developed. To solve the proposed model, four meta-heuristic algorithms, namely multi-objective particle swarm optimization (MOPSO), a non-dominated sorting genetic algorithm (NSGA-II), a hybrid of k-medoids as a famous clustering algorithm and NSGA-II (KNSGA-II), and a hybrid of K-medoids and MOPSO (KMOPSO) are implemented. The results indicate that KNSGA-II is superior to other algorithms. Also, a case study in Iran is implemented and the related results are analyzed
