    Human rights referendum: Dissonance between 'the will of the people' and fundamental rights?

    Referendums and popular initiatives have proliferated in many parts of the world as part of the effort to improve the quality of democracy and enhance citizen participation in policy making. However, even before the surge of populist nationalism in the 2010s, referendums have become a sort of weapon to restrict various rights. Furthermore, the juxtaposition between ‘the will of the people’ and human rights has once again brought back the classical criticism against direct democracy that it constitutes ‘a tyranny of the majority’ that could erode minority rights. With these concerns in mind, this paper is written to analyse the dissonance between human rights referendums and international human rights law through a positivist lens. The overall goal is to determine whether States have an ex ante obligation to prevent a referendum on a subject matter that is contrary to human rights.The author received no financial support for the research, authorship, and/or publication of this article.     Economic Valuation Relationship in Ecological Discourses

    Economic valuation that is constellation into AMDAL (as a EIAs) must contain three principles including: considering dialectical economic, environmental and social interests. This study was carried out utilizing a normative juridical research technique, the author use document study approaches to collect the data required for the study. The result is that human behavior that does not respect life and life presents the view that nature exists to be exploited for the greatest possible prosperity of humans. Sen's criticism of (i) respect for money as an episteme, (ii) justifies the means to achieve goals, (iii) loss of respect for the natural environment, (iv) has the opportunity to open a permissive attitude towards corruption.     The author reviews the works on onomastics published in the proceedings of the conference Horizons of Bulgarian Linguistics dedicated to the 90th anniversary of the noted Bulgarian linguist Prof. Yordan Zaimov. The reviewed articles focus on the study of toponymy (including microtoponymy and urbanonymy) and anthroponymy and present the main directions of contemporary Bulgarian onomastics: “traditional” toponymic research based on the collection, classification and etymologization of names of a specific linguistic area; creation of electronic data bases and corpora and description of their applicability to onomastic research; comparative onomastics; socio-onomastics, etc. A number of papers presented in the reviewed collection of articles is based on Prof. Zaimov’s works or continue his research

    This report will examine the foreign words and expressions used by politicians in their election campaign for the early parliamentary elections in 2023. Interviews and election debates broadcast on national television will be used as a source. The situation in which the speech acts of the participants in the shows are performed will be described. Words and expressions will be described and explained. The aim is to examine the reasons for the use of foreigners, as well as to assess to what extent politicians' messages reach voters. An analysis will be made of the vocabulary used and the reasons for its use

    Feasibility study of "Invariant Information Clustering for Unsupervised Image Segmentation"

    In this paper we analyze the performance of a novel clustering objective that optimizes a neural network to predict segmentation. We challenge the reported results by replicating the original experiments and conducting additional tests to gain an insight into the algorithm. We analyzed the efficiency of the clustering objective on a different architecture, dataset and hyper-parameters. To our surprise the algorithm demonstrated considerably lower results when running on the new setup. Further, in our work we detail the reasons behind the discrepancy and provide configurations under which the method performs best. We show that the objective is highly sensitive to the type of images it is predicting and the complexity of the architecture that is being used with

    Автор статті зазначає, що абсурд функціонує в художній практиці й інтерпретується сучасними дослідниками як амбівалентна програма, мета якої не тільки демонструвати катастрофічну деструкцію світу й смислу, трагічну приреченість людини на існування в ситуації відчуття / переживання відсутності онтологічного наповнення, але й виступати продуктивною стратегією, скерованою на пошуки нових форм комунікації; бути трансформаційним механізмом переходу в нові сфери формування й трансляції смислу. Автор статьи отмечает, что абсурд функционирует в художественной практике и интерпретируется современными исследователями как амбивалентная программа, цель которой не только демонстрировать катастрофическую деструкцию мира и смысла, трагическую обреченность человека на существование в ситуации ощущения / переживания отсутствии онтологического наполнения, но и выступать продуктивной стратегией, направленной на поиски новых форм коммуникации; быть трансформационным механизмом перехода в новые сферы формирования и трансляции смысла.     В публикации сделан обзор статей и докладов по ономастике, опубликованных в сборнике материалов научной конференции «Исследовательские горизонты болгарского языкознания», посвященной 90-летию болгарского профессора Йордана Заимова. Рецензируемые работы, в которых представлены результаты изучения топонимии (в том числе микротопонимии и урбанонимии) и антропонимии, отражают основные направления развития современной болгарской ономастики: «традиционные» топонимические исследования, основанные на сборе, классификации и этимологизации имен конкретного ареала; проекты электронных баз данных и корпусов, описание возможностей их использования в ономастических исследованиях; сопоставительные ономастические штудии; социоономастические исследования и пр.     Bułgarystyka w zwierciadle nowo pojawiających się studiów czarnomorskich: apel o relokację

    The paper argues that Bulgarian studies should be divorced from the paradigms of Slavic, Balkan and European studies and be relocated, in order to let the discipline articulate suppressed historical perspectives and achieve better standing within a global distribution of academic labour. The author analyses a recent collective volume in Black Sea studies (‘The Black Sea as a Literary and Cultural Space’, 2019) and discerns some research perspectives that are worth adopting for the mentioned relocation. The article’s overall intention is to juxtapose and partly merge the research agendas of Bulgarian studies and Black Sea studies, or at least to provoke a relevant interest in the academia. Such an intention can be primarily grounded in a macrohistorical generalisation: three, out of altogether only four, centres of worldling for Bulgarians from the 9th century onwards were located in, or at least gravitated to, the Black Sea basin (Constantinople, Istanbul, and Imperial Petersburg / Soviet Moscow), and were for the most time Black Sea (co)hegemons.Artykuł argumentuje i poddaje dyskusji tezę, że studia bułgarystyczne powinny zostać oderwane od paradygmatów studiów slawistycznych, bałkanistycznych lub europejskich i przeniesione do strefy badań nad regionem Morza Czarnego, aby dyscyplina ta mogła wyartykułować stłumione perspektywy historyczne i osiągnąć lepszą pozycję w ramach globalnego podziału działalności akademickiej. Autor analizuje najnowszą monografię zbiorową ze studiów nad Morzem Czarnym („The Black Sea as a Literary and Cultural Space” / „Morze Czarne jako przestrzeń literacka i kulturowa”, Tbilisi, 2019) i dostrzega pewne perspektywy badawcze, które warto przyjąć dla wspomnianej relokacji. Ogólnym zamiarem artykułu jest zestawienie i częściowe połączenie programów badawczych bułgarystyki i studiów nad Morzem Czarnym, a przynajmniej wywołanie odpowiedniego zainteresowania w środowisku akademickim. Taka intencja może być przede wszystkim ugruntowana w makrohistorycznym uogólnieniu: trzy, z zaledwie czterech, światowych ośrodków Bułgarów począwszy od IX wieku znajdowały się w basenie Morza Czarnego lub przynajmniej do niego grawitowały (Konstantynopol, Stambuł i cesarski Petersburg / sowiecka Moskwa) i przez większość czasu były (ko)hegemonami Morza Czarnego

    Application of CEDAW in Domestic Violence Cases in Indonesia: Case Study of Domestic Violence against Venna Melinda

    Domestic violence is a form of human rights violation. Even though domestic violence has been prohibited, this kind of violence still often occurs in Indonesia. On Sunday, January 8, 2023, Venna Melinda experienced an incident of domestic violence committed by her husband, Ferry Irawan, resulting in a nose injury. This normative juridical research was conducted through a literature review using a legal framework and then evaluated using descriptive analytical methodology. Regarding the domestic violence faced by Venna Melinda, it should be noted that although CEDAW does not specifically address domestic violence, it requires member states to enact laws that address all types of discrimination against women, including domestic violence. Indonesia’s ratification of CEDAW shows Indonesia’s dedication to eliminating gender-based discrimination, which was transformed by the enactment of the PKDRT Law. The police have resolved the domestic violence case involving Venna Melinda so that the perpetrator received a criminal sentence from the judge. However, the Domestic Violence Law in Indonesia still has shortcomings in its regulation, so the handling of domestic violence situations is not optimal. Therefore, the author believes that the PKDRT Law has not effectively implemented CEDAW’s directives to eliminate gender-based discrimination against women. Based on the author’s point of view, the Domestic Violence Law needs to be revised, and its implementation should be improved as required by CEDAW

    Reception of Jordan Radičkov Dramas in Czech and SLovak Area

    The thesis will focus on problems of the reception of dramatic opus of Bulgarian prosaist, dramatist and scenarist Yordan Radichkov (1929 - 2004) in the Czech and Slovak area from 1976 (premiere of first drama - January) until nowadays. The thesis will try to discover elements of magic realism, anecdote, comedy and satire which creatively follow fabulative elements and style of folktales in dramas of one of the most famous and world popular Bulgarian author of the 20th century. The thesis will be based mainly on the confrontation of the reception of agreement and difference in the plays staged in two comparison areas - Czech and Slovak. Part of the thesis will be detailed bibliography witch will capture production in Czech and Slovak theatres and their responses in press
