When development meets culture : the contribution of Celso Furtado in the 1970s
The article assesses the work of Celso Furtado (1920-2004) in the 1970s, when the author promotes an ambitious attempt to redefine the field of development economics. Furtado's works have recently been revisited by several authors, including in the field of history of economic thought. The text is devoted to explore how the author challenges development theory’s perceived failure to explain the reality of underdeveloped nations in the late 1970s by expanding the scope of analysis and giving culture a pivotal role in the dynamics of development and underdevelopment. This theoretical movement happens at the time in which development economics begins to drift out of the mainstream of economic theory. Hence, unlike the concept of underdevelopment introduced in the 1950s, the discussion of creativity and dependence encounters an adverse intellectual landscape, even though it represents one of the author’s most original contributions.Celso Furtado, development, underdevelopment, creativity, culture.

Afrobethylus antemoro Ramos & Azevedo, sp. nov. (Figs 3 A–D) Description. Holotype. Female. Body length 4.6 mm; forewing 3.4 mm long. Colour. Head dark castaneous, mandible dark castaneous. Mesosoma dark castaneous. Metasoma dark castaneous. Head. In profile subrectangular, almost glabrous, dorsal view longer than wide. Mandible with apical stepshaped teeth. Clypeus with median lobe rounded, projected; median carina present, arched in profile, extending far back into frons; lateral lobe inconspicuous. Antenna 1.1 mm; flagellar pubescence sparse; with few outstanding erect setae. First five antennal segments in ratio of about 8: 3: 3: 3: 3. Eye not gibbous, large, glabrous, located more laterally, area between anterior margin of eye and demarcation of median clypeal lobe clearly concave. Frons coriaceous-punctate. Ocelli small; posterior ocelli close to vertex crest; ocellar triangle compact; anterior ocellus not surpassing imaginary top eye line. Vertex crest convex, thick setae absent. Caminhos da produção familiar artesanal em governador Celso Ramos/SC: da pesca à maricultura

Programa de Pós-graduação em GeografiaO presente trabalho tem por objetivo analisar as mudanças ocorridas no espaço de Governador Celso Ramos/SC, desde a pesca da baleia e a agricultura de subsistência, passando pela manufatura dos engenhos e das salgas, a industrialização da pesca e o turismo. Posteriormente a falência da indústria pesqueira com a manutenção das produções artesanais da pesca e a maricultura. Nossa análise recai sobre o processo de mudanças sócio-espaciais, de comportamento das inter-relações de trabalho e renda. A discussão principal desta pesquisa consiste em saber em que medida estas relações vem ocorrendo e que estratégias de desenvolvimento estão sendo implementadas pelos poderes constituídos a partir da dinâmica, principalmente da pesca e da maricultura familiar com as demais atividades. Portanto, constatamos que as atividades que antes eram somente artesanais e de subsistência, incorporam outras atividades que chamamos de pluriativas, que tem abarcado mão-de-obra em horário disponível tanto dos trabalhadores da pesca e maricultura bem como de seus familiares. Dessa forma buscamos entender como essas atividades praticadas no mar e que tem a família como suporte, vem respondendo ao processo de desenvolvimento que se encontra estabelecido, e quais as estratégias necessárias para a manutenção das atividades artesanais. Estes processos vêm gerando novas dinâmicas e técnicas produtivas, que tem causado fortes impactos sobre o trabalho artesanal. Todavia, podemos ressaltar que a integração produtiva tem elevado as oportunidades de trabalho e o aumento de renda, embora as técnicas desenvolvidas tragam consigo empresários que se envolvam na produção e excluam o pequeno produtor como ocorreu no passado. The aim of this study was to identify the changes that took place in Governador Celso Ramos - SC , since the catching of whales , agriculture for subsistence , factory for production of manioc flour , factory of salted fish , the beginning of industrial fishing , tourism , the ruin of the fish industry and the maintenance of the production by artisanal fishing and the culture of shellfish. Our analysis was done on the social and demographic changes , related to the behavioral changes of the relationship work and income. The principal discussion of this research consists of the knowledge of to what extent these relationships occur and what developmental strategies are being implemented by the authorities as a result of these changes mainly the fishing and the shellfish culture carried out by families with the other activities.Therefore we observed that the activities that were before artisanal and of subsistence incorporated other activities that we call pluralistic activities , which have obtained labor in available hours with fishermen and workers from the shellfish culture and also there families. In this way we try to understand how these activities done at sea and have families as a support are responsible for the process of development that has been established and what strategies are necessary for the maintenance of the artisanal activities. These processes have generated new dynamics and productive techniques which have caused strong impacts on the artisanal labor. Nevertheless we can emphasize that the productive integration has increased work opportunities and income, although the techniques that were developed bring new investors who will get involved with the production this may lead to the exclusion of the small producer as took place in the past

Eupsenella eora Ramos & Azevedo, sp. nov. (Figs 23, 68, 113) Description. FEMALE (holotype). Body length 6.52 mm. LFW 3.81 mm. Coloration. Head dark castaneous; scape, pedicel and flagellum castaneous; mandible dark castaneous; palpi light castaneous; mesosoma dark castaneous; tegula and wing venation castaneous; coxae dark castaneous; trochanters castaneous; profemur dark castaneous; mesofemur, metafemur and tarsi castaneous; metasoma dark castaneous. Head (Fig. 23). Head longer than wide, globoid in profile; gena without concavity in profile. Mandible evenly wide, teeth sub-equal, lower tooth curved inward, lower margin strongly setose. Clypeus coriaceous-punctate, median clypeal lobe angulate, median concavity of median clypeal lobe absent, 0.09 LH, well marked off from frons, median carina present, 0.2 LH. Malar space conspicuous, 0.43 mandibular base. Antenna 1.33 mm; first five antennomeres in ratio of about 11:11:11:11:10; flagellomere 1 1.57 longer than wide, flagellar pubescence dense, more laterally, lower margin without strong depression. Frons coriaceous-punctate. WH 0.88 LH. WF 0.64 WH. WF 1.27 HE. OOL 1.17 WOT. VOL 0.55 HE. Distance from posterior ocellus to vertex crest 1.0 DAO. Ocelli small, DAO 0.09 WF, ocellar triangle not compact, distance between posterior ocelli 2.75 DAO, anterior ocellus not surpassing imaginary top eye line, posterior ocellus almost reaching vertex. Vertex straight, long setae, 0.36 LH, temple profile slightly convergent in dorsal view, with corner convex, not projected postero-laterad. Hipostomal carina straight, low. Mesosoma (Fig. 68). Pronotal disc coriaceous-punctate, 0.44 as long as wide, anterior corner rounded, posterior margin concave medially, pronotal disc without short longitudinal furrow. Parapsidal furrow wholly conspicuous. Notauli parallel to each other. Mesoscutum 0.95 length pronotal disc. Scutellum coriaceouspunctate, 0.95 length pronotal disc, almost flat in profile, posterior margin almost straight medially, scutellar pit elliptical, narrowed, distant each other 11.5 its own diameter. Dorsal axillar surface with fovea oval. Metanotum with median region high, coriaceous-puncticulate, as high as scutellum in profile, with fovea oval laterally. Propodeal disc wider than long; anterior margin without foveolate or transverse furrow; median carina 0.75 length propodeal disc, incomplete posterad; discal carina 0.25 length propodeal disc, parallel to median carina, straight; space between median and discal carina confused-rugulose. Mesopleuron with subtegular furrow oval; mesepimeral suture almost inconspicuous posterad; mesopleural epicoxal lobe inconspicuous. Propleuron with sequence of foveae from anterior margin of prosternum until cervical collar absent. Prosternum with median excavation complete, median suture present. Mesopectus with posterior depression heart-shaped; median suture not evident. Wings. Macropterous. ANÁLISE DA VIABILIDADE ECONÔMICA DA PRODUÇÃO DE LEITE EM GOVERNADOR CELSO RAMOS, SC
O primeiro animal a ser domesticado foi a vaca no ano de 10.500, já o consumo de seu leite vem do período neolítico, cerca de 6.000 anos atrás (HELMER et al., 2005). O projeto visa avaliar a viabilidade econômica da implantação de propriedade leiteira em Governador Celso Ramos, Santa Catarina, o sistema de criação se enquadra como Compost Barn. Para desenvolvimento do projeto foi necessário revisão bibliográfica, elaboração da análise de SWOT, com determinação dos fatores relativos aos ambientes interno e externo e construção de planilhas eletrônicas, a fim de determinar o fluxo de caixa e os indicadores econômicos. Os resultados do projeto salientam a importância de fatores socioeconômicos na implementação e desenvolvimento da atividade leiteira. A viabilidade econômica do projeto foi avaliada através do VPL (R$ 4.418.895,38); TIR (65,6%) e Payback (2 anos). Programa de Pós-Graduação em Sociologia Política.No elenco das diferentes modalidades de estudos que sobre o pensamento sociológico de Alberto Guerreiro Ramos já foram realizadas, esta tese se coloca como uma possibilidade de interpretação que propicie aclarar, não as pontualidades temáticas ou as respostas aos problemas contingentes a que este sociólogo se propôs pensar, mas a coerência de suas crenças no tempo. Segundo pensamos, esta interpretação pautada na coerência das crenças guerreirianas pode trazer elucidações fundamentais acerca do alcance, do sentido e da finalidade da construção teórica à qual ele se dedicou, dos principais conceitos, modelos e proposituras por ele construídas, bem como permite justificar a mobilização e apropriação de conceitos e correntes teóricas por ele procedidas. Neste sentido, a tese que aqui se apresenta defende que há, no conjunto da obra de Guerreiro Ramos, uma forte crença da premência de um novo humanismo e, em termos correlatos, de um novo tipo humano, a partir dos quais seria possível teorizar sobre a vida humana individual e associada. Uma expressão marcante dessa crença do autor está na preocupação e no pressuposto por ele assumidos de que a sociedade deveria ser vertida ao homem, e não o inverso. Esta crença tem seu correspondente na afirmativa de Protágoras, e com a qual Aristóteles estava de pleno acordo: anthrôpos metro panthô chrématon (o homem é a medida de todas as coisas humanas). Munido deste humanismo radical, nosso sociólogo passou em revista os pressupostos sobre o homem que legitimavam a ciência social de sua época, denunciou os principais obstáculos sociais impeditivos de um processo de humanização e articulou a sua proposta de uma nova ciência do social. É neste sentido que afirmamos ser antropocêntrica a sociologia de Guerreiro Ramos. Esta pesquisa, assim, atenta para uma questão que até agora é inédita, tendo-se em conta todos os trabalhos que trataram da obra ou dos estudos de Guerreiro Ramos. Several studies about Ramos#s sociological thought have been written in Brazil. The purpose of this dissertation is to be an interpretation to clarify some elements that support the Ramos#s coherence of beliefs in time. This coherence exists in all Ramos#s work, since his juvenile papers until his last book. We believe that our interpretation can be help in the understanding of the reach, of the meaning, and of the final aim of his theoretical work or of his concepts, models, and sociological proposals. Also we believe that our interpretation can help in the understanding of his displacement of concepts and filiations with currents of thought. In this dissertation we demonstrated that there is in the Ramos#s works a strong belief in the urgency of a new humanism, and a new human type, starting from which would be possible to theorize about the individual and associated human life, in others words, a humanism which the man was the measure of everything. An example of this is his concern and presupposition that the society should be structured for the man and not the opposite. With this radical humanist point of view, Ramos revised the man presupposition of the social science of his time, denounced the main social obstacles to the humanization process, and proposed a new science of social. In this way, we affirm that the Ramos#s sociological thought is anthrophocentric
