The political dimension of environmental coordination at the local level : an economic analysis
Cette thèse s'inscrit dans une perspective d'économie politique pour aborder les contraintes institutionnelles engendrées par la mise en œuvre des réglementations environnementales à l'échelle locale. La pertinence des dispositifs institutionnels environnementaux (DIE) comme solution coopérative à la fragmentation de la structure politico-administrative française focalise l'analyse. La thèse développe deux types de travaux. Les propositions du fédéralisme environnemental, sur la supériorité de la centralisation des compétences de gestion en présence d'un enjeu environnemental avec effets de débordement, sont évaluées à l'aune des réalités politiques locales. Une analyse économétrique des votes des élus locaux pour le cas du SAGE « Estuaire de la Gironde » permet d'apprécier la coïncidence entre le plan de gestion du bassin versant et les enjeux économiques auxquels les élus sont confrontés, via les groupes d'intérêts. La portée incitative des DIE est ensuite abordée. La théorie des coûts de transactions permet de les considérer comme des contrats relationnels basés sur la spécificité des acteurs et leur positionnement les uns vis-à-vis des autres. La reconstruction du réseau des acteurs qui portent les enjeux environnementaux de l'estuaire de la Gironde montre l'importance des acteurs publics locaux. L'analyse statistique de la formation des liens de collaboration intègre cette particularité en se concentrant sur la relation élu-technicien. La thèse montre que les dimensions politique, administrative et économique des interactions entre les acteurs altèrent l'utilité et la portée des DIE pour la coordination autour de la gestion environnementale à l'échelle locale.This thesis adopts a political economy perspective to address the institutional and political constraints influencing the implementation of environmental policies at a local level. A central focus of the analysis is on assessing the continued relevance of Environmental Institutional Devices (EIDs) as solutions for addressing French political and administrative fragmentation. The thesis pursues two core lines of inquiry. First, proposals developed within an environmental federalism tradition, which state that centralization of power is preferable in cases when environmental problems generate spillover, are evaluated against the realities of local community interests. Through carrying out an econometric test based on local elected representatives' votes, the thesis compares the contents of a watershed policy project in Gironde estuary with the types of issues representatives face on a daily basis, in particular from economic interest groups. Second, the thesis analyses incentives contained in EIDs. Transaction costs theory provides the tools for interpreting EIDs as relational contracts based on an actor's specificity and his/her respective positioning vis-à-vis others. Through this reconstruction of an environmental governance network on the Gironde estuary, I reveal the prevalence of public actors. A statistical analysis of network formation integrates this feature by focusing on the politician-bureaucrat relationship. The results show how political, administrative and economic dimensions of environmental coordination mitigate against the usefulness and the incentive-compatibility of EIDs as tools for environmental policy implementation at local level
An economic analysis of farmland governance for local food supply : from institutional change to future prospects
La relocalisation de l’approvisionnement alimentaire (RAA) a fait l’objet, au cours de la dernière décennie, d’un intérêt croissant tant dans les politiques publiques que dans la société. La disponibilité du foncier agricole comme l’allocation de ses usages constitue une des dimensions centrales de la mise en œuvre de la RAA. Ce n’est que récemment que les acteurs de la gouvernance foncière agricole se sont saisis de la question, interrogeant leur capacité à impulser une telle dynamique.Une littérature croissante s’est intéressée à la RAA, n’abordant pas ou très marginalement sa dimension foncière ; de nombreux travaux sur la gouvernance foncière agricole ont par ailleurs analysé la préservation des terres agricoles et le rapport entre la propriété et l’usage, sans s’intéresser explicitement à la question alimentaire. Cette thèse s’intéresse donc à cet angle mort de la littérature qu’est la gouvernance foncière visant la RAA (ou gouvernance du foncier agri-alimentaire). Elle s’attache, principalement par une approche en économie institutionnelle, à la compréhension des dynamiques à l’œuvre dans la gouvernance foncière pour favoriser la RAA. Elle examine ensuite des trajectoires potentielles de cette gouvernance, en empruntant à l’économie de l’environnement. Trois axes d’analyse sont ainsi développés sur la base d’un travail empirique ancré dans la Grande région Grenobloise.Les deux premiers axes s’inscrivent dans l’économie institutionnelle de l’École de Bloomington prônant l’importance des approches historiques, la centralité des règles et la multiplicité des niveaux d’analyse nécessaire pour la compréhension des dynamiques de gouvernance à l’œuvre.Le premier axe entend expliciter, à partir d’une approche diachronique, les changements institutionnels et organisationnels rythmant dans la durée la gouvernance, pour restituer l’incidence de l’avènement de la question alimentaire. Il ressort de cette analyse que des changements organisationnels importants en faveur de la RAA structurent la gouvernance foncière. Cependant, une inadéquation institutionnelle découlant d’un effet de persistance propre aux règles ne permet pas aux acteurs de cette gouvernance d’atteindre pleinement l’objectif visé.En réponse à cette inadéquation, des arrangements institutionnels reposant sur de l’action collective se développent favorisant une allocation du foncier à la RAA. Le deuxième axe de la thèse vise à décrypter leurs incidences sur la nature du foncier, ou ses degrés d’excluabilité et de rivalité. Démontrer l’évolution de la nature du foncier offre une perspective intéressante pour la gouvernance foncière, basée sur la possibilité de coexistence de diverses modalités de sa gestion qui s’affranchissent des catégories traditionnelles, notamment publique ou privée. Les résultats montrent que ces arrangements contribuent à diminuer les degrés d’excluabilité du foncier et font tendre sa nature vers celle d’une ressource commune, et ce en fonction de la distribution des droits fonciers et de la définition des règles encadrant cette distribution.L’analyse dynamique de la gouvernance foncière suppose également de concevoir des actions foncières qui pourraient y être menées dans le futur. Le troisième axe s’intéresse ainsi à l’élaboration de scénarios d’actions foncières dont la pertinence est évaluée par les populations habitantes, leurs premières destinatrices. Cet axe s’est appuyé sur une approche en termes de préférences mobilisant la méthode des expériences de choix. Les résultats révèlent l’existence d’un consentement à payer pour des actions foncières à visée alimentaire où l’intervention de l’acteur public serait centrale. Celles-ci pourraient guider les choix d’intervention future des acteurs de la gouvernance foncière agri-alimentaire.The issue of local food supply has been the subject of growing interest in both public policy and society over the past decade. The availability of agricultural land, as well as the allocation of its uses, is one of the central dimensions of local food supply. Only recently have actors participating in the governance of farmland started addressing the issue, questioning their ability to drive such a dynamic.A growing body of literature has focused on the issue of local food supply, but has not substantially addressed its land dimension. Many studies of farmland governance have also analyzed the preservation of agricultural land and the relationship between ownership and use, without explicitly addressing the issue of allocating agricultural land uses in favor of local food supply. This thesis therefore focuses on this blind spot in the literature, which is the governance of farmland for local food supply. It gives attention, mainly through an institutional economics lens, to understanding the dynamics at work in farmland governance to promote local food supply. It then examines possible trajectories of this governance, borrowing from environmental economics. Three axes of analysis are thus developed based on empirical work anchored in the Greater Grenoble region.The first two axis are in line with the institutional economics of the Bloomington School, which advocates the importance of historical approaches, the centrality of rules, and the multiplicity of levels of analysis necessary to understand the dynamics of governance at work.The first axis aims to explain, from a diachronic approach, the institutional and organizational changes that have taken place in governance over time, in order to reconstruct the impact of the advent of the issue of local food supply. This analysis shows that important organizational changes structure the governance of farmland. However, an institutional mismatch resulting from a persistence effect specific to rules does not allow the actors of this governance to fully achieve the desired objective.In response to this mismatch, institutional arrangements based on collective action are being developed to promote the allocation of land to local food supply. The second axis of the thesis aims to decipher their impact on the nature of land, or its degree of excludability and rivalry. The demonstration of the changing nature of farmland offers an interesting perspective for the governance of farmland, based on the possibility of the coexistence of different modalities of its management that break away from traditional categories, notably public or private. The results show that, depending on the distribution of land rights and the definition of the rules governing this distribution, these arrangements contribute to reducing the degree of excludability of land and tending its nature towards that of a common-pool resource.The dynamic analysis of the governance of farmland also implies the design of farmland-related policies that could be implemented in the future. The third axis therefore focuses on the development of scenarios for the allocation of land uses for local food supply, the relevance of which is assessed by local populations, its primary beneficiaries. This axis is based on a preference approach using the method of choice experiments. The results show the existence of a willingness to pay for the allocation of land uses for local food supply where the intervention of the public actor is central. These could guide the future interventions of the actors of the governance of farmland
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. The results of an on-line survey launched in 2011 show that the individuals responding to the questionnaire prefer a natural adventure tour and they are ready to spend for as much as for the wine tasting and wineries cultural heritage tour. However, the future tourists ask for an access to the most authentic and famous natural amenities of the destination: here the estuary’s islands and the riparian marshes landscapes. To benefit from these landscapes, they prefer a collective boat trip – a highly priced activity – to free use of walking trail through the wetland landscape. The use of the monetary valuation of the benefit of public funding for inland waterway transport infrastructure was afterward discussed.L’analyse empirique de la demande touristique dans les espaces ruraux reste encore très peu abordée dans la littérature en économie du tourisme. Dans cette étude, la méthode des expériences de choix discrets a été adaptée pour analyser les préférences pour différents types de séjours de courte durée, dans les territoires de l’estuaire de la Gironde. Les résultats d’une enquête en ligne menée en 2011 a permis de constater que les individus préfèrent les séjours de nature. Ils sont prêts à payer ceux-ci aussi chers que ceux autour du vin et du patrimoine viticole, à condition d’avoir accès aux aménités naturelles les plus authentiques de la destination : ici les îles et les paysages des marais. Pour bénéficier de ces paysages, les touristes potentiels préfèrent une promenade en bateau collectif le long du fleuve, et sont prêts à payer cette activité à un prix plus élevé que celui pratiqué actuellement par les opérateurs. Leur consentement à payer pour cette traversée en bateau de l’estuaire peut être utilisé pour évaluer le bénéfice récréatif du tourisme fluvial et mener une approche bénéfice-coût des dépenses d’investissement public en matière de voies navigables
