THE ANALYSIS OF PARTIAL EFFECT AND ORGANIZATIONAL CULTURE MODERATION, TRANSFORMATIONAL LEADERSHIP, AND LOCAL CULTURE, TOWARD PRIVATE HIGHER EDUCATION ORGANIZATION CHANGES
Purpose: This paper aims to analyse the partial effect and moderation between variables of organizational culture, transformational leadership, and local culture; toward organizational changes.
Theorical framework: The process of higher education in Indonesia cannot be separated from government intervention as the highest stakeholder, including in educational institutions. Some policies related to the curriculum, teaching staff, education staff, facilities, administration, and so on. Thus, higher education providers must fulfil administrative elements predominantly, rather than developing knowledge and skills. By looking at this phenomenon, there has to be a link between political interests, policies, and higher education (Zhai and Yuan, 2019).
Design/methodology/approach: This study uses descriptive qualitative analysis. Data analysis used in this study is using SmartPLS 3.0 with 315 samples of higher education institution leaders in Jakarta. The research questions of this study are: a. the Effects of organizational culture on organizational change; b. the impact of transformational leadership on organizational change; c. impact of local culture on organizational change; d. the impact of transformational leadership facilitation on organizational change; e. effects of local culture moderation on the relationship between organizational culture and organizational change.
Findings: The results of this study are: 1) organizational culture has positive and significant impact toward organization changes (relatively low, only 7.1%); 2) transformational leadership has positive and significant impact toward organization changes (relatively high, 88.9%); 3) local culture has positive and significant impact toward organization changes (relatively low, only 5.3%); 4) transformational leadership has no moderation relationship between organizational culture and organization changes; 5) local culture has no moderation relationship between organizational culture and organization changes, hence those two moderation variables are not getting stronger nor weaken. They are independently has partial effect to the organization and need no moderation toward organizational culture to achieve organization changes.
Research, Practical & Social Implications: This study has come up with empiric and scientific findings that transformational leadership has the highest effect toward organizational changes in private owned higher education organizations in Jakarta, Indonesia.
Originality/value: The novelty of this study has shown that shows that transformational leadership has the greatest impact on organizational change in a private university in Jakarta, Indonesia
POLICY DYNAMICS OF VILLAGE APPARATUS CAPACITY BUILDING
The village apparatus is the key to the implementation of good village governance. To ensure the quality of the village apparatus, the government has included a policy to increase the capacity of the village apparatus. By using a qualitative approach, this study aims to see the extent to which capacity building for village officials is running in the field and to see how it impacts efforts to realize good village governance. Based on the findings, several descriptions of policy challenges were obtained, including: the policies have not been implemented in full and well; policies have not been supported by an adequate budget; thematic training methods and patterns are still very limited; not yet optimal standardization and certification of facilitators, and efforts to strengthen the capacity of the village apparatus, which is still limited to the village government apparatus and has not yet been extended to members of other village institutions
PROBLBEM SOVING AND DECISION MAKING TRAINING FOR VILLAGE OFFICIALS TO IMPROVE THE QUALITY OF VILLAGE FINANCIAL MANAGEMENT IN CIAWI DISTRICT, BOGOR REGENCY
Village finance must be managed in a transparent, accountable, and participatory manner, and carried out in an orderly and disciplined budget. For this purpose, village officials must have sufficient skills to be able to manage village finances based on good governance practices. In general, villages will experience various problems in each stage of the village financial management cycle and decisions must be made on these issues. To improve problem solving and decision-making skills, training was carried out using lecture, discussion, and simulation methods with training participants consisting of village heads, village secretaries, and heads of financial affairs or village treasurers. During the training, participants showed high attention to the material provided by the facilitators and actively participated in group discussions and simulations. The trainees also considered that the material presented was relevant to their needs and it was hoped that the knowledge gained could be applied to improve the quality of financial management in their respective village
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
