This article discusses non-Muslim leaders in the region choosing Muslims from the views of Nahdlatul Ulama and Muhammadiyah. The formulation of the problem to be answered in this study is What is the leadership succession procedure in Islam? (2) What is the fiqh view of non-Muslim leadership? (3) What is the view of the Islamic community organizations Nahdlatul Ulama and Muhammadiyah on the law of choosing non-Muslim leaders in Muslim-majority areas? The type of research used by the author is library research which is guided by data processing and is also obtained from various literature related to the title of this article which is sourced from primary data and secondary data. The research approach used is a political approach. The results of this study indicate that the leadership succession procedure in Islam there is no standard and standard procedure set by the Al-Qur'an and Hadith, but the jumhur of ulama agrees that leaders in Islam are chosen in two ways, namely appointed by ahlul halli wal aq in the election committee and appointed by the previous leader. The majority of fiqh scholars view that non-Muslim leadership in Muslim-majority areas is not allowed because their leadership is not valid according to Islamic sharia, unless these non-Muslim leaders lead and control in non-Muslim-majority areas. Meanwhile, in the view of Nahdlatul Ulama and Muhammadiyah regarding the law of choosing non-Muslim leaders, there is already a fatwa stipulation from the two organizations that it is haram to choose non-Muslim leaders but Nahdlatul Ulama provides a little leeway by exempting in an emergency. Keywords: Non-Muslim Leaders, Succession, Nahdlatul Ulama, Muhammadiyah

Holiday Destinations: Understanding the Perceptions of Omani Outbound Tourists

It is becoming increasingly difficult to ignore the growing numbers of Islamic tourists from countries such as the Gulf Cooperation Council (GCC) zone and Indonesia. This thesis aims to understand Omani outbound pleasure travellers by identifying their travel motivations, the main travel and leisure constraints they experience, and how they overcome these constraints. It also investigates the influence of Islamic teachings on their choice of a pleasure destination and their participation in leisure activities. The main data collection methods involved in-depth interviews (n = 27) (the qualitative phase), and the distribution of a self-completion questionnaire (n = 298) (a quantitative phase) to both actual travellers and non-travellers. A mixed method approach allowed further insight into the research phenomenon as well as enhancing the trustworthiness of the research findings. Content analysis was used to analyse the qualitative data using CatPac (CATegory PACkage) and Leximancer software, while the quantitative data were analysed by utilising analysis techniques including T-tests, ANOVA, factor analysis, cluster analysis, regression, and MANOVA in SPSS. The study identifies: (a) the most important push and pull travel motivations for Omani outbound tourists; (b) the main travel and leisure constraints that inhibit Omanis from travelling overseas and participating in leisure activities; and, (c) the most frequent travel and leisure negotiation strategies that are adopted to overcome these constraints. The results of the study also determine the influence of socio-demographic variables (gender, marital status, age, educational level, income, and occupation) on Omani tourists' perceptions and behaviours. In terms of the impact of Islamic teachings, this study finds that the Islamic teachings have an indirect influence on the choice of a pleasure travel destination and a direct influence on participation in leisure activities. In relation to market segmentation, the study finds that it is possible to segment Omani outbound tourists based on their travel motivations. Further, this study suggests that participation, or nonparticipation, in overseas travel is an outcome of the joint action of travel motivations and constraints. Other useful findings relate to the three-dimensional leisure constraints model as well as the influence of travel motivations and constraints on the use of negotiation strategies are reported. The current study provides information that will aid the travel and leisure industry in targeting the Muslim travel market to formulate effective marketing strategies and develop appropriate product plans. Finally, both the managerial implications of the study’s results, and possible future research directions, are discussed

On evildoers: A Foucaultian analysis of the discursive structuring of contemporary terrorism

Terrorism is routinely portrayed in the twenty first century as an evil perpetrated by Arab/Muslim barbarians—Evildoers—waging a holy war against the Western civilisation. This study challenges not just this present understanding of terrorism, but the very existence of a ding an sich of terrorism. Using a combination of Foucault’s archaeological and genealogical methods it provides an alternative history of the phenomenon in the form of a history of its discursive structuring: the regimes of practices that governed what could and could not be thought of, identified, defined, known, judged and punished as ‘terrorism’ during particular epochs, and particular places. It asserts that the conceptual anchor point of the present Evildoer-terrorist is the rebel who opposes established order, and identifies the first such figure in modern Western history as the Devil who rebelled against God and came to play a significant politico religious role in Western societies of the Middle Ages. The discourse of ‘terrorism’ emerged from the epistemic spaces created from the separation of religion and politics in the eighteenth century, from when onwards rebellion was no longer a sin but a crime. Since then, various other rebels have been brought under the domain of terrorism during different epochs, the latest of whom is the Evildoer. This is not to say that the Devil remained a blatant constant in the forefront of Western terrorism discourse, but that the various rebels share a conceptual history that made it possible for the contemporary terrorist to be the Evildoer that he is. How the rebels came to be known as terrorists during various epochs and the various mechanisms implemented to defend societies against them, it is argued, are irrevocably linked: one could not exist without the other. The contemporary terrorist cannot be known as an Evildoer without the War on Terror; at the same time, the War on Terror cannot be waged without the knowledge of the terrorist as an Evildoer. To demonstrate this power/knowledge dyad at work, this study analyses what was said and done about terrorism by the United States and the United Kingdom, the foremost allies in the War on Terror, during its first ten years. In the differences in their discourses emerges not just the ontological uncertainty of terrorism but also how these mechanisms for establishing the ‘truth’ of terrorism function as mechanisms of power. It is asserted that the Evildoer has made possible, and was made possible by, some of the most significant changes in how power is exercised in Western societies since the separation of religion and politics in the eighteenth century
