    Using a Hybrid Collaborative Crisis Management Framework to Foster Long‐Term Growth in Post‐Disaster Reconstruction: Findings From the Chinese Paired Assistance Policy

    This study applies the causal loop analysis grounded in the system dynamics methodology to examine the underlying drivers of the Paired Assistance Policy (PAP) in post-disaster reconstruction after the Chinese Wenchuan earthquake. The findings reveal that the PAP fosters coordination among diverse stakeholders operating at multiple governmental tiers and across various sectors. This coordination promotes immediate recovery and introduces an innovative mechanism that supports the long-term development of both the assisting and assisted entities. The study also identifies the potential risks associated with the competitive performance system among the assisting parties. Furthermore, this study also examines the conditions necessary for the effective implementation of the PAP in non-centralized governance contexts. By exploring capacity building of local authorities, public–private partnerships and adaptation to cultural and social contexts, the findings contribute to a broader understanding of how the PAP can be adapted across different institutional and policy environments worldwide

    Fault detection and fault-tolerant control for nonlinear systems

    Linlin Li addresses the analysis and design issues of observer-based FD and FTC for nonlinear systems. The author analyses the existence conditions for the nonlinear observer-based FD systems to gain a deeper insight into the construction of FD systems. Aided by the T-S fuzzy technique, she recommends different design schemes, among them the L_inf/L_2 type of FD systems. The derived FD and FTC approaches are verified by two benchmark processes.     Applying systems thinking concepts in the analysis of knowledge sharing on WeChat.

    This research is intended to theoretically investigate and analyse the characteristics of WeChat and its effect on knowledge sharing through a systems thinking approach. As one of the most popular mobile social application in China, WeChat has social attributes and the functions of multimedia interaction platform and has been gradually used in knowledge management practice. On one hand, comparing with virtual communities of practice, WeChat provides a more open and individual environment which break free the shackles of workplace relations. On the other hand, as a user-operated media and instant messaging software, WeChat has dramatically different structure with academic social network sites, such as ResearchGate and academia.edu and so on. It is found that these new emerging tools could be useful in sharing explicit and tacit knowledge through providing interactive and collaborative technologies. Meanwhile, these user-operated media are bringing new challenges for knowledge sharing. For example, they provide a high level of convenience for the diffusion of “false knowledge”. But there is still a poverty of literature to understand how and what might be the contributions and effects of social media on sharing different knowledge dynamically. Therefore, the purpose of this research is to analyze the effects of social media on knowledge sharing towards a systems thinking approach in order to provide a better understanding of social media users’ knowledge sharing behavior and important practical implications for the scientific and reasonable management of knowledge sharing. By conducting a study of the characteristics of knowledge sharing on WeChat, the subject, object, content, channel, and effect of knowledge sharing were analysed. The results show that WeChat present knowledge sharing opportunity that augment personal and organizational knowledge management in terms of tacit knowledge sharing, explicit knowledge sharing and false knowledge sharing

This species is most similar to &lt;i&gt;V. adelinae&lt;/i&gt; Leraut, 2017 superficially, but it can be distinguished from the latter by the antemedial line of the forewing bordered by a reddish brown line mixed with fuscous scales posteriorly, the cilia of forewing brownish purple and by the ovate uncus and the apex of the sacculus with a long and strong thorn in the male genitalia. In &lt;i&gt;V. adelinae&lt;/i&gt;, the antemedial line of the forewing is not bordered by a reddish brown line, the cilia of forewing is yellowish brown except reddish brown near apex, and the uncus is rhombic and the apex of the sacculus is with a lobe-shaped distal extension, and with a cluster of thorns dorsally in the male genitalia.&lt;/p&gt; &lt;p&gt; &lt;b&gt;Description&lt;/b&gt;. Adult (Fig. 6). Wingspan 14.0&ndash;18.0 mm in male and 17.5&ndash;19.0 mm in female. Frons and vertex covered with reddish brown scales. Labial palpus reddish brown mixed with fuscous; first segment as long as third, each about 1/2 length of second; second segment upturned. Maxillary palpus brown, slightly shorter than third segment of labial palpus. Antenna dorsally reddish brown, with scape elongated, about 3 times as long as pedicel. Patagium and tegula pale reddish brown. Forewing pale yellowish brown, basal area slightly suffused with brownish purple scales along dorsum; terminal area brownish purple mixed with fuscous scales; costal margin interrupted by pale brown spots except for terminal area; antemedial line pale yellowish white, from basal 1/4 of costa arched outward to basal 1/4 of dorsum, bordered by a reddish brown mixed with fuscous line on outer side posteriorly; postmedial line concolorous with antemedial line, from distal 1/5 of costa arched inward to distal 1/8 of dorsum; distal discoidal stigma fuscous; cilia brownish purple except for fuscous tip of scales at apex. Hindwing grayish brown mixed with fuscous scales except for basal area more darker; antemedial line pale gray, edged with brownish purple line on outer side; postmedial line pale gray; cilia pale gray except brownish purple at base and fuscous at tip near apex. Gnathos with lateral arm bandlike, joined at midlength, distal process bulged medially, hooked at apex, about as long as uncus. Valva medially with basal 1/3 smooth, distal 2/3 hairy, ventral margin distinctly convex medially; sacculus about 1/3 length of valva, gradually narrowed towards apex, with a strong thorn projecting inward from its apex, about 2/5 length of sacculus, surrounded by several strong setae. Juxta oval, deeply cleft posteriorly. Vinculum triangular. Phallus with basal part about 2 times as long as distal part, cornuti composed of a cluster of minute thorns.&lt;/p&gt; &lt;p&gt; &lt;b&gt;Female genitalia&lt;/b&gt; (Fig. 12) Papillae anales triangular, rounded at apex.     Applying Dynamic Performance Management to Public Emergency Management: An Analysis of the Wenchuan Earthquake

    Previous studies in public emergency management confirm that collaboration assumes a relevant role in strengthening society’s capacity to cope with complex phenomena, such as disasters. However, empirical researches on emergency management show problems in performance measurement, mainly in employing narrow measures focusing on the results of single organisations rather than the entire system. Starting from a Chinese earthquake (Wenchuan) case, as an example, we use the dynamic performance management approach to develop a performance framework. This framework aims at investigating the interrelationships of different actors involved in emergency management and designing appropriate public emergency management performance outcomes. Our study offers two significant findings. First, the use of dynamic performance management represents a novel approach to frame public emergency management performance outcomes. Second, such an approach, by making explicit how available strategic resources may impact on performance drivers, thereby influencing performance outcomes, offers a framework to support decision-makers in identifying key measures to monitor and designing effective policies to improve emergency management performance

    A safety investment optimization model for power grid enterprises based on System Dynamics and Bayesian network theory

    In recent years, frequent large-scale power grid accidents have caused serious economic losses and bad social impact, which has drawn great attention from power grid enterprises. As one of the key elements of production, safety investment plays an important role in improving the safety level and reducing accident loss. In this paper, System dynamics (SD) and Bayesian network (BN) are integrated to develop a novel safety investment optimization model for power grid enterprises, which takes into account the impact of safety investment factors on accidents and the interactions between them. Based on sensitivity analysis, critical safety investment factors are determined to form the subsystem of the SD model. Subsequently, the optimal safety investment strategy is determined by a three-step simulation. The simulation results show that there are barrel effects and a diminishing marginal utility in safety investment.     Self-supported NiO/CuO electrodes to boost urea oxidation in direct urea fuel cells

    Direct urea fuel cells (DUFCs) can be used to treat residual wastewater while generating electricity. Herein, self-supported electrodes consisting of NiO nanosheets vertically grown on CuO nanowires are synthesized to realize the urea oxidation reaction (UOR). Such electrodes show excellent UOR performance requiring 1.39 V vs. RHE to achieve 100 mA/cm2. Besides, DUFCs provide open circuit voltages and power densities up to 0.88 V and 11.35 mW/cm2. Electrochemical characterization and Raman spectroscopy prove the formation of NiOOH to enable the UOR. Mott-Schottky analysis and UV photoelectron spectroscopy show the NiO/CuO p-p heterostructure to facilitate the charge transfer from CuO nanowires to NiO nanosheets. Besides, at a local level, density functional theory calculations show that the presence of CuO modulates the electronic states of Ni at the very NiOOH/CuO interface, which results in stretched Ni-O bonds and a uniquely elongated N-H bond of urea that favors its oxidation.The authors acknowledge funding from Generalitat de Catalunya 2021 SGR 01581, 2021 SGR 00457 and the project COMBENERGY, PID2019-105490RB-C32, from the Spanish Ministerio de Ciencia e Innovación.
