Visualização por meio de mapas como recurso para a democratização dos dados e para a apropriação social da informação
The goal of this work is to evaluate how the concepts of visualization through maps
and participation act as mechanisms for favoring the democratization of data and the social
appropriation of information. The context is a society in which information increasingly
occupies a central space and where platforms for the dissemination of open data multiply.
The motivation is related to the fact that, in a reality fragmented by economic, social and
cultural differences, the publication of data in this format, by itself, does not guarantee its use
throughout society. On the contrary, insofar as it requires individuals with more technical
skills, the provision of access to open data only contributes to the maintenance and
aggravation of a model in which those with more resources have an advantage over those
who do not. For ensuring more egalitarian conditions so that data and information, especially
those acquired or produced with public resources, do not become a factor of exclusion or
distinction that this work proposes the insertion into public platforms of the concepts
presented above. The adequacy of the concepts was evaluated based on a bibliographical
review and semi-structured research, with a qualitative approach, from the managers'
perception of the main Brazilian inter institutional platforms that publish data in open formats
and of three institutional infrastructures. The results of the bibliographic review presented a
series of indications of the competences of the concepts approached for the democratization
of the data and for the appropriation of the information. Subsequently, the results of the
research with the managers validated what had already been identified in the bibliographic
review and added elements that allow, partially, validating the hypotheses proposed for the
work. Specifically with respect to the characteristics of the data visualization through the
maps, its competence in favor of the data democratization and social appropriation of
information is confirmed. The visualization of the data in the maps helps to identify
characteristics that can not be observed by reading a table or an alphanumeric file, brings the
citizen closer to the data and eliminates the need for complex tools for its use. Regarding the
visualization of the information, it is observed that if it is applied unidirectionally, without the
possibility of a controversial view, it is characterized as ready information, not collaborating
for the democratization of the data nor for the social appropriation of the information.
However, if the participation of individuals with different profiles and perspectives is possible,
interacting with the visualization of the information, the characteristics of such participation
allow us to confirm the hypothesis that such participation diminishes the influences of the
author of the initial visualization, presents new perspectives on information, raises the
controversy and favors the social appropriation of information.O objetivo deste trabalho é avaliar de que forma os conceitos de visualização por
meio de mapas e da participação atuam como mecanismos para o favorecimento da
democratização dos dados e da apropriação social da informação. O contexto é o de uma
sociedade na qual a informação ocupa, cada vez mais, um espaço central e onde se
multiplicam as plataformas para a disseminação dos dados segundo os princípios dos dados
abertos. A motivação está relacionada ao fato de que, em uma realidade fragmentada por
diferenças econômicas, sociais e culturais, a publicação dos dados nesse formato, por si só,
não garante a sua utilização por toda a sociedade. Pelo contrário, na medida em que requer
indivíduos com mais conhecimentos técnicos, o provimento somente do acesso aos dados
abertos colabora para a manutenção e agravamento de um modelo no qual os que possuem
mais recursos atuam em vantagem com relação aos que não possuem. É no sentido de
garantir condições mais igualitárias para que os dados e informações, especialmente as
adquiridas ou produzidas com recursos públicos, não se tornem mais um fator de exclusão
ou distinção que se propõe a inserção nas plataformas públicas dos conceitos acima
apresentados. A adequação dos conceitos foi avaliada a partir de uma revisão bibliográfica e
de uma pesquisa semi-estruturada, com abordagem qualitativa, realizada com os gestores
das principais plataformas interinstitucionais brasileiras que publicam dados em formatos
abertos e de três infraestruturas institucionais. Os resultados da revisão bibliográfica
apresentaram uma série de indícios das competências dos conceitos abordados para a
democratização dos dados e para a apropriação da informação. Posteriormente, os
resultados da pesquisa com os gestores validaram o que já havia sido identificado na
revisão bibliográfica e acrescentaram novos elementos que permitem validar, parcialmente,
as hipóteses propostas para o trabalho. Com relação às características da visualização, no
que se refere à visualização dos dados por meio dos mapas, confirma-se a sua competência
para favorecer a democratização dos dados e apropriação da informação na medida em que
auxilia na identificação de características que não podem ser observadas pela leitura de
uma tabela ou de um arquivo alfanumérico, aproxima o cidadão dos dados e elimina a
necessidade de ferramentas complexas para sua utilização. A visualização da informação,
por sua vez, se aplicada de forma unidirecional, sem a possibilidade de uma visão
controversa, caracteriza-se como informação pronta, não colaborando para a
democratização dos dados e nem para a apropriação social da informação. Contudo, caso
seja possibilitada a participação de indivíduos com diferentes perfis e perspectivas,
interagindo com a visualização da informação, as características de tal participação
permitem confirmar a hipótese de que tal participação diminui as influências do autor da
visualização inicial, apresenta novas perspectivas sobre a informação, suscita a controvérsia
e favorece a apropriação social da informação
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
