    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Development and optimization of mathematical model of high speed planing dynamics

    A nonlinear mathematical model capable of prediction load and motions of high speed planing craft in thelongitudinal plane has been developed. The development of the model is based on the mathematical modelpresented by Zarnick (1978). Following the principle of 2D strip theory and wedge water entry problem, a highspeed planing hull is divided into a number of transverse sections. Sectional forces are evaluated, and then,integrating along the ship length, total force and moment are obtained which leads to correspondinginstantaneous acceleration. By integration using a time marching scheme, velocity and displacement areobtained. Solution of the motions of a planing craft based upon strip theory and wedge water impact is wellknown and offers fast computational times useful for simulation and design. However it is necessary tounderstand the balance between rapid computation and accuracy of this approach. Thus, The influence of thecontrolling parameters, such as number of sections and time step, in the accuracy, stability and computationaltimes of the simulation in calm water and regular waves is investigated. The optimum model is finally validatedagainst the original model of Zarnick (1978) and the experiments of Fridsma (1969

    Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     IPR for Public and Private Innovations, and Growth

    The empirical analyses show that public and private R&D are strongly intertwined. On the one hand, the existence of large direct spillovers from public R&D to private industry has extensively proven. Yet, both a substitutability and complementarity relationship between private and public R&D investment has been found. From an institutional point of view, to stimulate the technology transfer from public R&D to private industry to U.S. adopted an uniform patent policy for public funded research, such as that guaranteed by the Bayh-Dole Act. This paper contributes to explain this empirical evidence. Within a neo-Schumpeterian endogenous growth model, it is shown that the intellectual appropriation share of new commercial valuable idea by private firms and the subsidy of private R&D costs are two equivalent ways to stimulate private R&D effort, and they affect in the same way the endogenous per capita output growth rate. The existence of a trade off between the per capita output growth rate and level has found. The main policy implication of these results consists into guarantee two different regimes of IPR for industrial and public innovations. Furthermore, it is shown that the large direct spillovers from public R&D to private industry allows to have better growth performance even if public R&D investment crowds out private innovative effort.     Evoluţia morbidităţii prin rujeolă în Republica Moldova

    Introducere. Eliminarea globală a rujeolei rămâne o provocare esenţială pentru sănătatea publică mondială determinată de declinul imunizării copiilor, inclusiv și în Republica Moldova (RM). Scopul - de a analiza dinamica multianuală a morbidităţii prin rujeolă în raport cu realizarea imunizării. Material și metode. Studiu epidemiologic observaţional descriptiv, cu elemente analitice. Au fost folosite datele din Forma 2 și Raportul statistic nr. 6 pentru anii 2004-2021. Rezultate. O majorare esenţială a rujeolei până la 8,46% 000 a fost atestată în anul 2018. În structura cazurilor au predominat copii, 83,4% - R. Moldova, 71,72% - în mun. Chișinău (p>0,05), categoria de vârstă 7-17 ani, 42,03% - RM, și respectiv 38,03% - mun. Chișinău. Acoperirea vaccinală indică valori suboptime (până la 87,1%), ca rezultat majorarea esenţială a morbidităţii în anul 2018 (r = -0,7). Concluzie. Rujeola este o infecţie a copilului, care poate fi prevenită și stopată doar prin metode de profilaxie specifică, cu acoperire vaccinală de peste 95% în grupurile eligibile
