Policy Evaluation of the 2015 School Operational Assistance Program at the National Heroes Middle School in Medan City

adalah untuk penyediaan pendanaan biaya operasional nonpersonalia bagi satuan
pendidikan dasar sebagai pelaksana program wajib belajar. SMP Pahlawan
Nasional adalah merupakan salah satu sekolah swasta di Kota Medan yang juga
melaksanakan Program Bantuan Operasional Sekolah beralamat di Jl. Durung No.
205 Medan Kelurahan Sidorejo Kecamatan Medan Tembung Kota Medan. SMP
Pahlawan Nasional dalam melaksanakan pengelolaan sekolah didasarkan pada
program kerja yang dituangkan dalam rapat kerja tahunan atau musyawarah
dengan melibatkan semua komponen sekolah seperti pihak Kepala sekolah, guruguru/
staf, orangtua siswa, komite sekolah dan pihak-pihak lainnya yang terkait
seperti pengawas dan Kantor Dinas Pendidikan Kota Medan. Berdasarkan
pentingnya pelaksanaan program BOS dalam membantu pelaksanaan program
kerja di SMP Pahlawan Nasional tersebut, maka judul yang penulis angkat pada
penelitian ini adalah Evaluasi Kebijakan Program Bantuan Operasional Sekolah
Tahun 2015 di SMP Pahlawan Nasional di Kota Medan. Perumusan masalah
dalam penelitian ini adalah : Bagaimana Evaluasi pelaksanaan Program Bantuan
Operasional Sekolah Tahun 2015 di SMP Pahlawan Nasional di Kota Medan,
Apakah yang menjadi hambatan pelaksanaan Program Bantuan Operasional
Sekolah Tahun 2015 di SMP Pahlawan Nasional di Kota Medan. Berdasarkan
hasil penelitia di ketahui bahwa proses penyaluran dana BOS cukup baik karena
sudah sesuai dengan kebijakan, BOS belum cukup menjawab permasalahan orang
tua siswa yang memiliki latar belakang ekonomi menengah ke bawah, Masih
belum efisien karena masih ada ketidaksesuaian pembagian alokasi. School Operational Assistance is a government program that is basically for the
provision of operational costs nonpersonnel funding for basic education unit, as
the executor of compulsory education. Junior Pahlawan Nasional is one of the
private schools in the city of Medan is also implementing the School Operational
Assistance Program located at Jl. Durung No. 205 Village Medan Sidorejo
Tembung district of Medan Kota Medan. Junior Pahlawan Nasional in managing
the school is based on the work program as outlined in a working meeting annual
or consultations involving all components of the school as the school principal,
teachers / staff, parents, school committee and other parties related to such
supervisory and Education office of Medan. Based on the importance of the
implementation of the BOS program in assisting the implementation of the work
program at the Junior Pahlawan Nasional, the title which the author adopted in
this study is the evaluation of the School Operational Assistance Program Policy
Year 2015 Junior Pahlawan Nasional in the city of Medan. The formulation of the
problem in this research is: How to Evaluate the implementation of the School
Operational Aid 2015 in the Junior Pahlawan Nasional in Medan, What are the
barriers to the implementation of the School Operational Aid 2015 in the Junior
Pahlawan Nasional in the city of Medan. Based on the results penelitia know that
the process of distribution of BOS funds is good because in accordance with the
policy, the BOS has not adequately address the problems of parents of students
who have a background of lower economic, efficient yet because there is still a
discrepancy division of allocation
Pelaksanaan Perizinan Terhadap Izin Usaha Cafe Di Kota Pekanbaru
Pekanbaru City, which is one of the most densely populated cities, certainly does not escape the city development and development requirements. One of the places to relax and get rid of boredom is a cafe, a commercial service that provides food and beverages equipped with equipment and supplies for the manufacturing and service processes. To be able to make a cafe business, you must obtain a business license from a licensing agent and must comply with certain procedures. In this case Pekanbaru City Regional Regulation Number 7 of 2000 concerning Business Place Permits. As for the formulation of the problem in this study, namely: First, How is the Implementation of Licensing Against Cafe Business Permits in Pekanbaru City. Second, what are the inhibiting factors in the Implementation of Licensing Against Cafe Business Permits in Pekanbaru City. Related to the objectives of this study, among others, are: To know the implementation of licensing against cafe business permits in Pekanbaru City and to find out the obstacles in the implementation of licensing against cafe business permits in Pekanbaru City. This research is a qualitative research. This research was conducted at the Pekanbaru Mayor's Office along with the Pekanbaru Investment Agency and One Stop Services in direct contact with the permit decision to establish a cafe. Thexii techniques used to collect data in this study were (1) interviews, and (2) literature review. The conclusion of this study shows that the implementation of cafe business permits in Pekanbaru City has not run optimally. The inhibiting factors in the Implementation of Licensing Against Cafe Business Permits in Pekanbaru City include: Internal factors, namely Human Resources factors, and external factors found in the level of concern of cafe entrepreneurs, economic level, education level, compliance level and community cultural level
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
