Facteurs d'appropriation des projets de développement rural par les bénéficiaires en Haïti : regard particulier sur l'implication des populations : une autopraxéographie
Get PDFRÉSUMÉ : Cette recherche s'intéresse d'identifier les facteurs d'appropriation des projets et programmes de développement financés par les bailleurs de fonds étrangers dans les communautés rurales haïtiennes. Pour la réalisation de cette étude, le chercheur a utilisé l'autopraxéographie, une méthode qui permet de produire des savoirs à partir de l'expérience. L'auteur a fait l'usage du paradigme épistémologique constructiviste pragmatique (PECP). En effet, les expériences du chercheur ont été mises en évidence à partir d'un travail réflexif (Albert, 2017, p. 73). S'appuyant sur les littératures liées à cette étude et la synthèse des interprétations, le chercheur a fait ressortir la conclusion générale avec des points saillants entourés des modalités susceptibles d'affecter l'efficacité ou l'appropriation de programmes ou projets d'aide au développement. Ainsi, les résultats montrent que les projets les mieux appropriés aux réalités socio-culturelles découlent des résultats positifs en faveur de tous les acteurs. En effet, les circonstances qui influencent l'appropriation des projets de développement dans les zones rurales en Haïti sont variées et sont fonction de la phase du cycle de vie en question, car dans la première étape, l'emphase doit être mise sur les besoins des populations. Aux étapes de planification et d'exécution, l'écoute des populations est le facteur le plus important. En revanche, la satisfaction des populations est l'élément le plus important en fin de projet. Enfin, les éléments suivants sont susceptibles d'influencer les résultats d'un projet et programmes, communément appelés facteurs d'appropriation des projets ou programme de développement, ce sont : 1- Prise en compte des besoins réels des populations, 2- Gérer les projets et programmes en coopération, 3- Communication et sensibilisation des acteurs, 4- Prise en compte du niveau social des populations, 5- Engagement des acteurs sur l'efficience de l'aide, 6- Compétence du chef de projet, 7- Circonstances de l'exécution des projets, 8- Implication et participation des populations, 9- Réputation des acteurs et la stratégie de décaissement et 10- Vigilance des populations dans le projet. -- Mot(s) clé(s) en français : Appropriation, critères et facteurs de succès, projet, programme, aide au développement, Développement participatif, implication, efficacité et efficience. --
ABSTRACT : This research aims to identify the factors of appropriation of development projects and programs financed by foreign donors in rural Haitian communities. To carry out this study, the researcher used autopraxeography, a method that makes it possible to produce knowledge from experience. The author made use of the pragmatic constructivist epistemological paradigm (PECP). Indeed, the researcher's experiences have been highlighted from a reflective work (Albert, 2017, p. 73). Based on the literature related to this study and the synthesis of the interpretations, the researcher highlighted the general conclusion with salient points surrounded by the methods likely to affect the effectiveness or the appropriation of programs or projects of assistance to the development. Thus, the results show that the projects best suited to socio-cultural realities result in positive results in favor of all actors. Indeed, the circumstances that influence the appropriation of development projects in rural areas in Haiti are varied and depend on the phase of the life cycle in question, because in the first stage, the emphasis must be on the need's populations. At the planning and execution stages, listening to people is the most important factor. On the other hand, the satisfaction of the populations is the element most at the end of the project. Finally, the following elements are likely to influence the results of a project and programs, commonly called factors of appropriation of projects or development programs, they are : 1- Taking into account the real needs of the populations, 2-Managing the projects and programs in cooperation, 3- Communication and raising awareness of the actors, 4- Taking into account the social level of the populations, 5- Commitment of the actors on the effectiveness and efficiency of the aid, 6- Competence of the project manager, 7- Circumstances of the execution of the projects, 8- Involvement and participation of the populations, 9- Reputation of the actors and the disbursement strategy and 10- Vigilance of the populations in the project. -- Mot(s) clé(s) en anglais : Keywords: Ownership, criteria and success factors, project, program, development aid, participatory development, involvement, effectiveness, and efficiency
Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
