Cybernetics and Systems. Social and Business Decisions
Nowadays, society is facing challenges for which the traditional management toolbox is increasingly inadequate. Well-grounded theoretical frameworks, such as systems thinking and cybernetics, offer general level interpretation schemes and models that are capable to support understanding of complex phenomena and suffer less from the passing of time.
This book is the outcome of the WOSC 2017, the 17th edition of the Congress of the World Organization of Systems and Cybernetics, a world organization that invites scientists, policy-makers, professionals, and students across the globe to contribute to the debate of the dynamics underpinning contemporary societal problems from cybersystemic perspectives. WOSC offers a space for conversations about social dynamics from multiple points of view. A multi-disciplinary approach has been adopted to develop inter- and trans-disciplinary knowledge within the shared thematic of problem solving and decision making in the 21st Century. Its realisation is supported by a wide network of scientists in a highly participative agenda.
The book provides a platform of knowledge and conceptual frameworks developed with multi-disciplinary perspectives, which are useful to better understand our fast-changing scenarios and the complexity of problem solving in the 21st Century
The role of big data in value co-creation for the knowledge economy
For a long time, managerial and organizational studies have debated the topic of value co-creation, underlining the need to involve all actors in shared pathways to “collect and use” their information. In recent years, thanks to advancements in knowledge offered by information and communication technologies (ICTs) and computer science related to Big Data, new opportunities have emerged with reference to the “use” of information to improve the quality and effectiveness of organizational strategies. Reflecting on these opportunities, this paper aims to analyse the topic of Big Data in the light of service logic and systems thinking, underlining the implications for organizations’ strategies and survival. The principal aim is to define some essential key points for organizations interested in the “use” of Big Data, offering them the opportunity to improve the positive effects of efficient, effective and sustainable use of information and thus build value co-creation strategies in the emerging knowledge economy
Uporaba umetne inteligence pri razvoju programskih rešitev: analiza primera
In this work, we talk about artificial intelligence and its impact on software development. We define the AI concept, the software development process, and the various uses of AI in programming. We put a special focus on the ethical aspects of AI. In the empirical part, we analyzed the AI pair programming tool created by Microsoft called GitHub Copilot. We examine several usage examples, as well as the opinions of developers that have been using GitHub Copilot. We found that the AI pair programmer tool helps programmers increase productivity and automate mundane tasks to concentrate on more complex and interesting parts of software development. However, some programmers raise concerns about unethical concepts connected to the development of GitHub Copilot, implying violations of original code author copyrights. We discuss current licenses, other possible solutions, and the morality of building AI on open-sourced repositories. Moreover, many believe that the future will be increasingly intertwined with AI in all industries and that the only way to preserve (software development) jobs is to keep learning and being innovative and creative. Programmers say that almost certainly their job will not vanish because of AI advancementonly the scope of their work will change.V tem magistrskem delu govorimo o umetni inteligenci (UI) in vplivu, ki ga ima na razvoj programske opreme. Opredelili smo koncept UI, proces razvoja programske opreme in različne načine uporabe UI v programiranju. Poseben poudarek namenjamo etičnim vidikom umetne inteligence. V empiričnem delu smo analizirali orodje za programiranje s pomočjo UI, ki ga je ustvaril Microsoft in se imenuje GitHub Copilot. Prikazali smo primere orodja v uporabi in analizirali mnenja številnih razvijalcev, ki so GitHub Copilot-a preizkusili. Ugotovili smo, da Copilot kot orodje za pomoč pri programiranju na podlagi UI programerjem pomaga povečati produktivnost in avtomatizirati ponavljajoča opravila, tako da se lahko ti osredotočijo na bolj zapletene in zanimive dele razvoja programske opreme. Vseeno nekateri programerji izražajo pomisleke glede neetičnih konceptov, povezanih z razvojem GitHub Copilot-a, ki namigujejo na kršitve avtorskih pravic avtorjev izvirne kode. Razpravljali smo o trenutnih licencah in drugih možnih rešitvah ter o morali gradnje UI na odprtokodnih repozitorijih. Poleg tega mnogi verjamejo, da bo prihodnost vedno bolj prepletena z umetno inteligenco v vseh panogah in da je edini način za ohranitev delovnih mest (programerjev in razvijalcev) učenje ter inovativnost in ustvarjalnost. Programerji pravijo, da njihova služba skoraj zagotovo ne bo izginila zaradi napredka umetne inteligence, spremenil se bo le obseg njihovega dela
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Implementacija sistema za poslovno obveščanje ponudniku zdravstvenih storitev
Business Intelligence (BI) is important to any company wanting not only to improve their processes and data quality, but above all their decision-making. The scale of BI systems implementations ranges from small to large. A rule of thumb is that it is the end users who define the scope of an implemented BI solution. After all, a BI project and solution can only be considered successful if they are used after completion.
There are several vendors of BI tools and solutions who share a basic foundation, yet whose implemented solutions differ in approach, flexibility and enhancement options. However, they all share the challenges faced by the BI industry since its inception, from Big Data to Predictive Analytics and Data Discovery, to name just a few.
In this study, an American vendor of BI tools and solutions, Information Builders, is examined. They have been a market player for forty years and have influenced the development of this industry both directly and indirectly.
The main part of the research comprises a case study of a BI system implementation at a health services provider in the Netherlands. By providing insight into a BI implementation project and its successes and failures, the study is able to analyse every aspect of its management and consider the possibilities and functionalities offered by Information Builders’ WebFOCUS platform to solution developers and end users. Furthermore, the study analyses influence of Information Builders’ best practice on the success of the BI implementation project.Poslovno sporočanje je pomembno v vsakem podjetju, ki si želi izboljšati svoje procese in kakovost podatkov, predvsem pa sprejemati boljše odločitve. Implementacija sistema poslovnega sporočanja se lahko izvede v različnih merilih, od majhnega do srednjega in velikega. Splošno pravilo je, da bodo končni rezultati implementacije sistema poslovnega sporočanja določeni predvsem s strani njegovih končnih uporabnikov. Konec koncev bosta tako projekt implementacije sistema za poslovno sporočanje kakor tudi izvedena rešitev uspešna le, če jo bodo uporabniki uporabljali, po tem ko bo končana.
Na voljo je več ponudnikov orodij in rešitev s področja poslovnega sporočanja, ki imajo skupne osnovne temelje, obstajajo pa razlike v pristopu, prilagodljivosti in možnostih za izboljšave izvedenih rešitev. Kljub temu pa so vsem skupni izzivi, s katerimi se področje poslovnega sporočanja sooča skozi čas, od velikih količin podatkov do predvidljivih analiz in razkrivanja podatkov, če naštejemo samo nekatere izmed njih.
V tej raziskavi si bomo ogledali enega izmed ponudnikov orodij in rešitev poslovnega sporočanja, podjetje ki je že 40 let pomemben igralec na tržišču in tako neposredno kakor tudi posredno vplival na razvoj industrije – ameriško podjetje Information Builders.
Glavni del raziskave vključuje študijo primera uvedbe sistema poslovnega sporočanja pri ponudniku zdravstvenih storitev na Nizozemskem. Preko vpogleda v projekt uvedbe poslovnega sporočanja, njegove ovire in uspehe, bo bralec spoznal podrobnosti tovrstnega projekta, vodenja vsakega dela in vidika projekta, pa tudi možnosti in funkcionalnosti, ki jih WebFOCUS podjetja Information Builders nudi razvijalcem rešitev in končnim uporabnikom

Pomembnost informacij v poslovnem svetu neprestano narašča. Odločanje je mogoče le na podlagi pravilnih in kakovostnih informacijah. Podjetja želijo z uvajanjem sistemov poslovnega obveščanja zapolniti vrzel pridobivanja in prikazovanja podatkov.
Diplomsko delo predstavlja opis sistema poslovnega obveščanja v podjetju MLM. Z opredelitvijo osnovnih pojmov, sem želela predstaviti celostni obseg sistema poslovnega obveščanja. Podrobneje sem opisala OLAP tehnologijo. Podala sem splošne ugotovitve, ki sem jih spoznala tekom uvedbe in uporabe sistema.The importance of information in the business world continues to grow. Decision making is only possible on the basis of accurate and quality information. Companies need the introduction of business intelligence systems to fill the gap of obtaining and displaying data.
The thesis presents a description of the business intelligence company in MLM. By defining the basic concepts, I wanted to present a comprehensive range of business intelligence. Small municipilities information requirments analysis
Diplomsko delo opredeljuje pokrivanje potreb majhnih občin po IT, s ponudbo podjetja Multimedia d.o.o. za to področje.
Diplomsko delo najprej opredeli teoretično osnovo, katera nam pove kaj so občine, kako občine delujejo, predstavi nam organe občine, njene predstavnike ter naloge in pristojnosti občine. Teoretični del posebej predstavi tudi način financiranja in zakone ter akte, ki urejajo delovanje občin. Naloge občine so predstavljale osnovo za izdelavo intervjuja, s pomočjo katerega sem pridobil podatke o potrebah občin po IT.
Na podlagi podatkov, ki sem jih pridobil z intervjuji, je narejena podrobna analiza potreb majhnih občin po IT, iz katere je razvidno kakšno programsko in strojno opremo potrebujejo občine pri svojem vsakdanjem delu. Prav tako je v nalogi predstavljena podrobna analiza ponudbe podjetja Multimedia d.o.o za to področje.
Sklepni del naloge poda odgovor na vprašanje, katere potrebe občin po IT podjetje Multimedia d.o.o. lahko zadovolji. Če povzamemo odgovor sklepnega dela, lahko razberemo, da podjetje pokriva veliko večino potreb majhnih občin, na nekaterih segmentih pa njihove potrebe celo presega.This diploma thesis identifies needs in small municipalities for IT, with an offer from Multimedia d.o.o. for this area.
The diploma thesis first defines a theoretical foundation, which tells us what are municipalities and how they work. It also presents the bodies of the municipality, its representatives and the tasks and responsibilities of the municipality. The theoretical part separately presents the method of financing and the laws and governing acts in municipalities. The functions of municipalities form the basis for making the interview by which I obtained information about the needs of municipalities for IT.
Based on the information I acquired by interviews, I made a detailed analysis of the needs in small municipalities for IT, which shows what kind of hardware and software would municipalities require in their daily work. Also, this paper presents a detailed analysis of the Multimedia Ltd. offer for this area.
Final part of the paper provides an answer to the question which needs for IT in small municipalities can company Multimedia Ltd. provide. I can say that the company covers the vast majority of the needs in small municipalities and in some areas even exceeds their needs
