Tiedon luovutus pelastustoimen toimenpiderekisteristä
Pelastustoimen resurssi- ja onnettomuustilasto eli PRONTO on sisäministeriön järjestelmä, jonka teknisestä ylläpidosta ja kehittämisestä vastaa Pelastusopisto ja rekistereiden sisältämästä tiedosta vastaavat pelastuslaitokset. Pelastuslaissa määritellyt toimenpiderekisteri, varautumistehtävien rekisteri ja valvontarekisteri hoidetaan PRONTOssa. Tietoja luovutetaan tietopyyntöihin PRONTOssa olevan tiedonluovutustyökalun avulla. Työn päätavoitteena oli kehittää tiedonluovutustyökalua nykyvaatimuksien mukaiseksi.
Opinnäytteessä perehdyttiin PRONTOon, tiedonluovutuksen sääntelyyn ja selvitettiin tietoa luovuttavilta pelastuslaitosten viranhaltijoilta verkkokyselyn avulla luovutustyökalun tärkeimmät kehityksen kohteet.
Tutkimuksen tuloksena oli, että tiedonluovutuksista oli tarve saada tilastoja, työkalun toimintoja oli muutettava käyttäjäystävällisemmiksi ja luovuttajaa paremmin tukeviksi. Keskeisimpien havaintojen pohjalta tehtiin 10 kehitysehdotusta työkalun toiminnan muuttamiseksi. Tulokset ovat PRONTOn järjestelmäryhmän käytätettävissä, kun luovutustyökalua aikanaan päivitetään.The rescue services’ resource and accident statistic program PRONTO is a system of the Ministry of the Interior. The Emergency Services Academy Finland is responsible for its technical maintenance and development, and the rescue services are responsible for maintaining the information contained in the registers. The register of measures specified in the Rescue Act, the register of emergency tasks and the fire inspection register are maintained in PRONTO. Information from the register is provided on request by using the PRONTO application called transfer tool. The main goal of the thesis was to develop the transfer tool in accordance with the current requirements.
The theory of the thesis is based on the PRONTO instructions and the regulation of the laws dealing with information publicity. The most important development targets of the transfer tool were, with the help of an online survey, clarified from the rescue departments’ officials who answer for the information requests.
The result of the study: There was a need to obtain statistics on data transfers, the functions of the tool had to be made more user-friendly and more supportive for the donor. Based on the main findings, 10 development proposals were made to change the operation of the tool. The results are material for the PRONTO's system group when the transfer tool is in due course updated
Tietojen jalostaminen pelastustoimessa : Valtakunnallisten palveluiden tuottajat ja resurssit
Tiivistelmä
Tämän työn tavoitteena oli tuottaa perusteltu ehdotus siitä, miten pelastustoimen valtakunnalliset tietojen jalostuspalvelut tulisi järjestää. Tavoitteena on, että tässä työssä kuvatun tiedon avulla päättäjät voisivat järjestää pelastustoimen valtakunnalliset tietojen jalostuspalvelut optimoidulla tavalla. Pelastustoimen raportointi- ja tilastoanalysoinnin tietotekniset tarpeet ratkaistaan sisäministeriön pelastusosaston RTA-hankkeessa ja tietotekniset asiat on rajattu tämän työn ulkopuolelle.
Pelastustoimi on siirtymässä yhä vahvemmin tiedolla johtamiseen. Tiedolla johtamisessa käytetyn tiedon ydin pitäisi olla siinä tiedossa, joka kertoo mitä vaikutuksia päätöksillä on. Tiedolla johtamisen vastakohta on intuitiolla tai tunteella johtaminen. Jotta tiedolla voisi johtaa, oikeaa tietoa tulee olla oikea-aikaisesti saatavilla. Siten tarvitaan tiedon johtamista. Tiedon johtaminen jakaantuu tietohallintoon ja tiedon jalostamiseen.
Tietojen jalostuspalveluihin sisältyvät tiedon jalostamisen lisäksi siihen liittyvät tietolähteiden hallinta, raporttien sisällön hallinta sekä tiedon käyttäjien koulutus ja neuvonta. Tietojen jalostamispalveluilla tuetaan päätöksentekoa, opetusta, tutkimusta, mediaa sekä muita tietotarpeita. Tietohallinto taas on organisaatiossa olevan informaation hallintaa. Se ei sisällä tiedon jalostuspalveluita.
Pääasiallisin tiedon keräämistapa tässä työssä on ollut työn tekijän oman kokemuksen hyödyntäminen. Tulevien toimintojen varsinaisten asiakkaiden, eli tietojen käyttäjien, odotukset ja toiveet on kerätty osana Vimanan ja sisäministeriön pelastusosaston RTA-yhteishanketta. Suunnittelussa on saatu ohjausta ja neuvoja sisäministeriön pelastusosaston ja Pelastusopiston yhteispalaverissa. Ohjausta ja neuvoja on saatu myös Valvontasovellus -suunnitteluprojektin ohjausryhmältä.
Pelastustoimen valtakunnallisten tietojen jalostuspalveluiden järjestelyiksi tunnistettiin kaksi vaihtoehtoista järjestämistapaa. Yhteisessä mallissa valtakunnalliset tietojen jalostuspalvelut saavat riittävät resurssit jalostuspalveluiden tuottamiseksi. Resurssitarpeet ovat yhteensä 5,5 HTV. Hajautetussa mallissa siirretään loppukäyttäjien tehtäväksi kaikki ne toiminnot, jotka voidaan siirtää. Hajautetussa mallissa valtakunnallisten jalostuspalveluiden resurssitarve on 4,5 HTV ja muiden organisaatioiden tulee varautua 1,8 HTV:a työpanokseen.
Tietojen jalostuspalveluiden toteuttajaorganisaatio voi olla joko Pelastusopisto tai sisäministeriön pelastusosasto. Pelastusopiston toteuttamana palveluissa saavutetaan synergiahyötyä koulutukseen, tutkimukseen sekä toimenpiderekisterin ylläpitoon ja Pelastusopistolla on valmiiksi osaamista ja kokemusta tietojen jalostamisesta. Sisäministeriön pelastusosaston toteuttamissa palveluissa saavutetaan luontevammat yhteydet valtakunnallisiin päätöksentekijöihin sekä paremmat rekrytointimahdollisuudet.Abstract
The purpose of this work was to produce a reasoned proposal on how national data processing services of a rescue service should be organized. The goal was to enable the decision-makers to organize the national data processing services of the rescue service in an optimized way.
The main method of gathering information in this work has been to utilize the worker's own experience. The expectations and aspirations of the actual customers of the future operations have been collected as part of the joint project of the Rescue Department of Vimana and the Ministry of the Interior.
The rescue service is moving increasingly towards information management. The core of knowledge used in knowledge management should be the one that tells us what impact decisions have. The opposite of knowledge management is leadership with intuition or emotion. For information to be able to lead, the right information should be available on time. Thus, knowledge management is required. Information management is divided into data processing services and information management functions.
Data processing services include the data processing service for those in need of information and the related management of data sources, management of the content of reports, and training and counseling of information users. The data processing services supports decision-making, teaching, research, media and other information needs. Information management is the management of information in the organization. It does not include data usability management.
Two alternative ways of organizing rescue national data processing services were identified. In a common model, the national data processing services receives sufficient resources to produce data processing services. The resource requirements are 5.5 FTE in total. In a decentralized model, end-users are assigned to perform all functions that can be transferred. In a decentralized model, the resource requirement for national data processing services is 4.5 FTE and other organizations need to prepare for 1.8 FTE.
The implementing organization for data processing services can be either the Pelastusopisto or the Ministry of the Interior. The data processing services implemented by the Pelastusopisto provides synergy benefits for training, research and maintenance of the register of operations, and the Pelastusopisto has the knowledge and experience of the data processing services. The data processing services implemented by the Ministry of the Interior provides more natural connections with national decision-makers and better recruitment opportunities
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
