How to achieve the Kyoto Target in Belgium, modelling methodology and some results
Full text linkThis paper discusses the methodology and some results to assess the means and costs of meeting the Kyoto target for Greenhouse gas emissions in Belgium. This target consists in reducing the emissions of Greenhouse gasses in 2008-2012 by 7.5% compared to the level of 1990. Here we assume that this target has to be met in Belgium and that no tradable permits or other flexible mechanisms can be used to achieve the required reduction in Belgium. This paper can therefore serve as an input into policy debates at the European level on flexible mechanisms and on coordination of Greenhouse policies. The second chapter concentrates on the methodological aspects of this study. We explain how we represent carbon emissions in the economy, what models we use, how we construct scenarios and what cost concepts are chosen. In the third chapter we present the Reference with its macro-economic and energy price assumptions. It is a detailed scenario for the future GHG emissions in Belgium that takes into account the policy measures already decided. The fourth chapter is devoted to the ‘Kyoto’ scenario. In this scenario the GHG emissions are reduced in function of their costs in order to achieve the 'Kyoto' target. The last chapter presents a few sensitivity studies.

No full textInternational audiencePacte vert en 2019, paquet « Fit for 55 » en 2021 (en référence à l’objectif de baisse des émissions carbonées de 55 % d’ici 2030) : au début de cette décennie, l’Union européenne était lancée sur une trajectoire très volontariste en matière de lutte contre le changement climatique. Mais après la crise Covid qui avait laissé penser que des changements de modes de vie orientés vers la sobriété énergétique étaient possibles, le retour à des comportements plus dispendieux et, surtout, le conflit en Ukraine ont considérablement modifié le contexte dans lequel doit s’inscrire la transition énergétique. Comment garder le cap et continuer à se projeter dans l’avenir, et en particulier dans un avenir neutre en carbone, dans une telle situation ? Patrick Criqui et Emmanuel Hache se posent ici la question, et examinent les nouveaux contours de ce contexte devenu très instable pour la transition énergie-climat. Ils font ainsi le point sur les incertitudes de nature géopolitique (négociations climatiques internationales, guerre en Ukraine et tensions entre États, crise énergétique), technologique (progrès technique endogène, ruptures et destruction créatrice, technologies énergétiques et décarbonées, transitions sociotechniques…) et sociétale (leviers de changements collectifs et individuels pour encourager la sobriété). Ils esquissent enfin quatre scénarios distincts en matière de prospective climatique à l’horizon 2050, croisant la dimension plus ou moins coopérative des relations internationales avec la dynamique et le rythme de la décarbonation : une base solide permettant aux planificateurs écologiques d’identifier le(s) futur(s) le(s) plus désirable(s) et de tracer la meilleure trajectoire pour qu’il(s) advienne(nt). Going Beyond Counting First Authors in Author Co-citation Analysis
Full text linkThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Variations on the Author
Full text link“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Full text linkWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
