    Origin of diastereofacial selectivity in tertiary 2-adamantyl cations

    The intrinsic factors governing the diastereofacial selectivity of 2-methyl-5-X-2-adamantyl cations (X = F (I-F), Si(CH3)(3) (I-Si)) toward a representative nucleophile, i.e., methanol, have been investigated in the gas phase at 750 Torr and in the 20-80 degreesC temperature range. The kinetic results indicate that CH3OH addition to I-F proceeds through tight transition structures (TSFsyn and TSFanti) characterized by advanced C-O bonding. The same interactions are much less pronounced in the comparatively loose transition structures involved in the CH3OH addition to I-Si (TSSisyn and TSSianti). The experimental evidence indicates that the activation barriers for the anti addition to I-F and I-Si are invariably lower than those for the syn attack. Large adverse entropic factors account for the preferred syn diastereoselectivity observed in the reaction with I-F. Entropy plays a minor role in the much looser transition structures involved in the reaction with I-Si, which instead exhibits a preferred anti diastereoselectivity. Comparison of the above gas-phase results with related theoretical and solution data suggests that the diastereofacial selectivity of I-F and I-Si measured in solution arises in part from the differential solvation of the two faces of the pyramidalized ions

    AbstractAnnonaceous acetogenins (AAGs) are environmental neurotoxins from the fruit pulp of several Annonaceae species, whose consumption was linked to the occurrence of sporadic atypical Parkinsonism with dementia. The quantification of the prototypical AAG annonacin in Rat brain homogenates was performed by UPLC-MS/MS in selected reaction monitoring (SRM) mode, using a triple quadrupole mass analyzer. A natural analog of annonacin was used as an internal standard. Analyzed data set of the analytical validation of this method is presented, including stability of the samples, extraction recovery and matrix effect, supporting the results described in the article “Quantification of the environmental neurotoxin annonacin in Rat brain by UPLC-MS/MS” N.     Achieving shared situational awareness during steadystate operations in New York state : a model for success

    CHDS State/LocalIn order to effectively engage in decision making for the safety and well-being of the citizens of New York, the governor and state leaders must have access to real-time, accurate, and comprehensive information. During response operations, the state emergency operations center serves as the focal point for information exchange. During steady-state operations, gaps exist in information sharing, resulting in a fragmented understanding of the operating environment. This lack of a shared situational awareness during steady-state operations requires public-safety leaders to spend time developing a shared situational awareness when an untoward event emerges. This thesis explores the terms situational awareness, shared situational awareness and common operating picture as they apply during steady-state operations. It argues for the importance of shared situational awareness in support of group decision making during the transition from steady-state to response operations, examines existing models of information sharing, and proposes two new models. The thesis concludes that New York State should leverage its Disaster Preparedness Commission interagency coordination architecture to establish a governing body with responsibility for assessing current practices, identifying gaps, and developing strategies to ensure that an all-hazards public-safety shared situational awareness exists through a daily common operating picture.Approved for public release; distribution is unlimited.Deputy Director, New York State Emergency Management Office author (civilian)http://archive.org/details/achievingshareds10945537

    Hurons de Lorette entre la fin du XIXe siècle et le début du XXe siècle

    Les Hurons ont depuis longtemps intéressé nombre de chercheurs. Toutefois, peu ont jusqu'ici examiné les effets de la politique indienne du gouvernement canadien sur les institutions de la réserve de Lorette et sur l'identité de ses habitants. Ce mémoire présente les transformations qui surviennent entre la fin du XIXe siècle et le début du XXe, notamment sur les plans du territoire, de l'économie, de la vie administrative et politique des Hurons de Lorette. Du même coup, l'analyse est portée sur les efforts du gouvernement fédéral visant l'émancipation obligatoire des Hurons, puisque du point de vue fédéral, ils sont suffisamment acculturés pour ne plus avoir de statut particulier propre aux Indiens. Loin d'accepter une telle mesure, les Hurons s'y opposent farouchement, voyant dans leur statut d'Indien la reconnaissance de leur spécificité et de leur statut d'alliés. À partir de la réserve, devenue véritable symbole de l'identité huronne, la communauté de Lorette continue à se sentir différente face au reste de la population canadienne. Nous savons maintenant que la canadianisation et les transformations culturelles n'impliquent pas nécessairement l'abandon d'un sentiment identitaire proprement huron.Québec Université Laval, Bibliothèque 201

    La primauté du droit : la situation des immigrants et des réfugiés en droit canadien au regard des Chartes et des textes internationaux

    The « rule of law » which for a long time was considered as an unwritten part of the Constitution now enjoys full constitutional status. Its enshrining in the preamble of the Canadian Charter sheds considerable light on the manner in which the rights and freedoms of the Charter should be perceived. The author opens his discussion by examining the impact that the constitutionalization of the « rule of law » has had on immigrants and refugees in Canada. As the Immigration Act of 1976 confers numerous discretionary powers which could result in their abusive use, the author analyses how the Human Rights charters applicable in Canada and in Quebec can insure the legal protection of immigrants and refugees. In the second part of his study, the author discusses the principal international texts ratified by Canada which have as their purpose the protection of the rights of immigrants and refugees. As international law is not « self-enforcing » in Canada, the author shows how the internal legal community conforms to the international obligations contracted by Canada
