The pan-European mobile radio system: Part I
Following the launch of the Pan-European digital mobile radio (GSM) system its salient features are summarised in this tutorial review [I, 8]. Time Division Multiple Access (TDMA) with eight users per carrier is used at a multi-user rate of 27.1 kbit/s, demanding a channel equaliser to combat dispersion. The error protected chip-rate of the full-rate traffic channels is 22.8 kbit/s, while in half-rate channels is 11.4 kbit/s. There are two speech traffic channels, five different-rate data traffic channels and 14 various control and signalling channels to support the system's operation. A moderately complex, 13 kbit/s Regular Pulse Excited speech codec with long term predictor (LTP) is used, combined with an embedded three-class error correction codec and multi-layer interleaving to provide sensitivity-matched unequal error protection for the speech bits. An overall speech delay of 57.5 ms is maintained. Slow frequency hopping at 217 hops/s yields substantial performance gains for slowly moving pedestrians

Vocal communication in bonobos (Pan paniscus) : studies in the contexts of feeding and sex
Despite having being discovered nearly 80 years ago, bonobos (Pan paniscus) are still one of the least well understood of the great apes, largely remaining in the shadow of their better known cousins, the chimpanzees (Pan troglodytes). This is especially evident in the domain of communication, with bonobo vocal behaviour still a
neglected field of study, especially compared to that of chimpanzees. In this thesis, I address this issue by exploring the natural vocal communication of bonobos and its underlying cognition, focusing on the role that vocalisations play during two key contexts, food discovery and sex. In the context of food-discovery, I combine
observational and experimental techniques to examine whether bonobos produce and understand vocalisations that convey meaningful information about the quality of
food encountered by the caller. Results indicate that bonobos produce an array of vocalisations when finding food, and combine different food-associated calls together into sequences in a way that relates to perceived food quality. In a subsequent playback study, it was demonstrated that receivers are able to extract meaning about perceived food quality by attending to these calls and integrating information across call sequences. In the context of sexual interactions, I examine the acoustic structure of female copulation calls, as well as patterns in call usage, to explore how these signals are used by individuals. My results show that females emit copulation calls in similar ways with both male and female partners, suggesting that these signals have become partly divorced from a function in reproduction, to assume a greater social role. Overall, my results highlight the relevance of studying primate vocalisations to investigate the underlying cognition and suggest that vocalisations are important behavioural tools for bonobos to navigate their social and physical worlds
Archiwum Partii Politycznych ISP PAN w naukowej i społecznej przestrzeni komunikacyjnej
This text is devoted to the Political Parties Archive [Archiwum Partii Politycznych; http://archiwumpartiipolitycznych.pl] in the Institute of Political Studies of the Polish Academy of Sciences. The archive has been in operation since 1993 and is presently undergoing reorganization, which chiefly consists in digitalization. The author presents the idea behind the archive, its history, the classification of its resources, and above all, the information that can be found in it. The collected materials (printed, visual, online) provide information not only about the political parties currently operating in Poland (program documents, election campaigns, participation in social and political life) but also information on the period of systemic transformation and the formation of the democratic system from its beginnings, when opposition political circles in the Polish People’s Republic were working on plans for the future. The author emphasizes that the main characteristic of the archive is the activeness of its operators in obtaining materials (through queries to parties and state institutions, interviews with politicians, and monitoring election campaigns, including the archivization of audio-visual materials). The aim is to understand the mechanisms of political life. The Archive is supposed to have an educational function and by making its information accessible it should increase the transparency of political life

Pan-americanismo no Brasil: uma abordagem conceitual a partir do Estado Novo
Dissertação (mestrado) - Universidade Federal de Santa Catarina, Centro de Filosofia e Ciências Humanas, Programa de Pós-Graduação em História, Florianópolis, 2013.Esta dissertação objetivou investigar o conceito de pan-americanismo no Brasil, suas repercussões, ressignificações e práticas políticas a ele associados durante o período que culminou com o envolvimento do país na Segunda Guerra Mundial, enfatizando as aparentes contradições entre uma ideia de pan-americanismo e o discurso de sustentação do Estado Novo. Como história de um conceito político, apoiada nas considerações de Reinhart Kosselleck e Quentin Skinner, a busca pelos antecedentes do pan-americanismo no Brasil se fez necessária, de modo a elucidar as maneiras com que o conceito repercutiu no país desde suas origens nos Estados Unidos, e os desdobramentos posteriores das Conferências Pan-Americanas e das atividades da União Pan-Americana. Tal busca serviu para elucidar os elementos de um "pan-americanismo brasileiro", ou seja, de um conceito externo que foi apropriado em um diferente contexto com diferentes fins políticos durante as três primeiras décadas do século XX. Isso faz a ligação entre a "ideia pan-americana" e a política externa brasileira do período Vargas e, mais especificamente, do Estado Novo, quando o Brasil foi para a guerra. Foi visto, assim, que o Estado Novo utilizou o pan-americanismo como instrumento de aproximação aos Estados Unidos, com objetivos de premência sobre a América do Sul durante um período de crise mundial, e ao mesmo tempo viu-se obrigado a reajustar o discurso da ?ideia pan-americana? aos princípios antiliberais que sustentavam o regime, sofrendo as consequências políticas desta tentativa de ajuste. Abstract : This dissertation aimed to investigate the concept of pan Americanism in Brazil, its repercussions, meanings and political uses associated to it during the period that culminated with the involvement in the Second World War, emphasizing the apparent contradictions related to a pan American idea and the ideas that sustained the Brazilian Estado Novo regime. As a history of a political concept, supported by the considerations of Reinhart Koselleck and Quentin Skinner, the search for the previous history of pan Americanism in Brazil was necessary. It elucidated the ways which the concept reverberated in Brazil since its origins in the United States, and its later results at the Pan American Conferences and the activities of the Pan American Union. This search helped in elucidating the elements of a "Brazilian pan Americanism", i. e., a foreign concept which was reframed to a different context with different political aims during the first three decades of the 20th century. From this on, it was possible to establish a connection between the "pan American idea" and the Vargas regime foreign policy, mainly, the Estado Novo, when Brazil went to war. It was found that the Estado Novo used pan Americanism as an instrument for approach towards United States, aiming a South American prevalence during the period of world crisis, and, at the same time, was obliged to adjust the pan American discourse to the anti-liberal principles that sustained the regime
Putler, Putinna i Śmierć: Wojna Rosji przeciw Ukrainie w cartoonach i plakatach politycznych
The genre of political caricature has been busy with Putin’s war in Ukraine. The cartoon represents a form of coping with violence and the threat of violence. Every caricature is also a political statement. With regard to Ukraine, Polish cartoonists tie into Poland’s collective memory of war and occupation. In their drawings, they merge Putin and Hitler, or they fall back on living folk traditions, such as the expulsion of winter by burning the straw doll Marzanna; in tempore belli, so during times of war, she mutates into Putinna. Yet the Russian president has been shown from multiple perspectives in the cartoons of European artists. This paper focuses on the one-picture caricature and its connections to real events as well as to their translation into image and text. In the context of what the caricature conveys, and as whom it depicts Putin and Zelensky, the author is interested in the levels at which caricatures and political posters operate, what other cultural content they refer to, and finally what political, sociological, psychological, and artistic functions they fulfil. For this paper, the author explores the iconography and iconotext of the Russian war in Ukraine in political cartoons and posters published from the outbreak of the war until mid-April 2022.Wojna Rosji z Ukrainą znajduje odzwierciedlenie także w karykaturach politycznych. Każdy dowcip rysunkowy jest wypowiedzią polityczną i formą psychologicznego radzenia sobie z przemocą, lękiem i zagożeniem. Polscy karykaturzyści nawiązują do zbiorowej pamięci wojny i okupacji we własnym społeczeństwie. Zlewają Putina i Hitlera w jedno oraz czerpią z żywych tradycji, takich jak choćby wypędzanie zimy przez palenie i topienie słomianej lalki Marzanny. W tempore belli, a więc w czasach wojny, zmienia się ona w Putinnę. Ale cartoony europejskich twórców pokazują rosyjskiego prezydenta z różnych perspektyw. Tekst skupia się na karykaturze jednoobrazkowej i jej związkach z wydarzeniami świata rzeczywistego oraz przekładach tego świata na obraz i tekst. W kontekście tego, co i jako kto ukazywani są za jej pomocą Putin i Zełenski, autora interesują pytania, na jakich poziomach operują cartoony i plakaty polityczne, do jakich innych treści kultury się odwołują i wreszcie jakie funkcje polityczne, socjologiczne, psychologiczne i artystyczne pełnią. Na użytek tego tekstu autor prowadził badania nad ikonografią i ikonotekstem rosyjskiej wojny w Ukrainie w cartoonach i plakatach politycznych, które ukazały się od momentu wybuchu wojny do połowy kwietnia
