A VALORIZAÇÃO DA RUA NO CENTRO DE JOÃO PESSOA: PERSPECTIVAS E DESAFIOS DO DESENVOLVIMENTO URBANO SUSTENTÁVEL
A requalificação do centro histórico de João Pessoa segue o modelo de outras capitais brasileiras, priorizando intervenções em espaços públicos para impulsionar o desenvolvimento urbano sustentável. Contudo, a pandemia de COVID-19 agravou o esvaziamento dessa área, acelerando a deterioração dos imóveis e reduzindo a atividade comercial. Este artigo analisa a primeira fase do projeto “Corredor Turístico: Viva a Duque de Caxias a pé”, que busca revitalizar uma das principais artérias da área central da cidade desde sua fundação em 1585: a Rua Duque de Caxias. O projeto inova ao promover um ambiente cultural e criativo, valorizando a tradição musical da cidade e usando a cultura como estratégia de marketing urbano para construir uma marca-lugar. Essa abordagem visa recuperar áreas degradadas, especialmente diante das limitações orçamentárias municipais, e fortalecer o desenvolvimento sociocultural e econômico sustentável. A pesquisa utilizou análise qualitativa baseada em documentos oficiais e entrevistas com agentes públicos. Os resultados indicam que a revitalização pode atrair moradores, turistas e investimentos, desde que haja maior integração e comunicação entre as secretarias municipais envolvidas, com definição clara de prioridades e melhor alocação de recursos. Embora o potencial do patrimônio edificado para o desenvolvimento sustentável seja amplamente reconhecido, sua implementação prática enfrenta desafios. Ainda assim, o projeto destaca a importância da gestão integrada para articular decisões, promover coordenação e assegurar mudanças significativas no centro histórico para agregar valor e qualidade de vida no espaço público
Desenvolvimento e turismo no Brasil (1960-1990)
Tratar do lugar do turismo no desenvolvimento é tema sempre atual. Importa aqui ver as linhas gerais e depois as características com que o tema tem sido tratado e discutido no Brasil. O artigo tem como objetivo apontar as modalidades deste percurso e mostrar as raízes iniciais da gestão do turismo no país, elencando suas modalidades principais. A metodologia parte da recuperação histórica e levantamento de dados e informações relevantes de autores selecionados. No meio de um inegável crescimento, por vezes marcado por bruscas oscilações quantitativas positivas/negativas, com picos de até 20% num ano, diferentes modelos têm surgido gradativamente no Brasil pós-66 para explicar e orientar essa realidade. EMBRATUR, FUNGETUR e outras instituições protagonizaram as diferentes vias (tecnicista, economicista, impulsionista, físico-espacial, comunitária, e finalmente, sustentável), permeiam a trajetória do turismo brasileiro. Hoje os clusters (na modalidade nacional, Arranjos Produtivos Locais) representam a principal via, com estímulo à socialização, à melhora da educação e à profissionalização da população. A crescente rejeição ao turismo que terminava criando “não-lugares” vem cedendo espaço àqueles modelos que postulam o (re) direcionamento a um “lugar” como resultado. É a mudança de atitude que poderá levar a um espaço identitário, relacional e histórico, ou seja, a um verdadeiro lugar que recupere a nossa identidade e nos represente.Palavras-chave: Turismo. Historicamente, o surgimento do cooperativismo, no início do século passado, trazia em seu bojo o objetivo de opor-se ao sistema sócio-econômico capitalista. Seus ideólogos esperavam com a convicção de melhor caminho- que, com o exemplo e disseminação de experiências concretas, se conseguisse transformar, pacífica e gradativamente a sociedade. Entretanto, a evolução fantástica desse sistema sufoca as experiências e o ideal de um cooperativismo coletivista dentro da sociedade capitalista, propagado pelos chamados socialistas-associacionistas (BENEVIDES PINHO 1966) ou, mais precisamente, socialistas utópicos. A sua ideia básica de transformação pacífica da sociedade é criticada pelos socialistas científicos, a partir de Karl Marx, que, se, relegar o cooperativismo como organização eficaz do trabalho, defendiam a ideia de que aquela transformação jamais se daria pela via proposta. Geralmente estes fatos são omitidos ou minimizados no essencial pelos compêndios de cooperativismo.Historically, the emergence of cooperativism, at the beginning of the last century, had the goal of opposing the capitalist socio-economic system. His ideologues had hoped for the best path-that, with the example and dissemination of concrete experiences, he would be able to transform society peacefully and gradually. However, the fantastic evolution of this system suffocates the experiences and the ideal of a collectivist cooperativism within capitalist society, propagated by the so-called socialist-associationists (BENEVIDES PINHO 1966) or, more precisely, utopian socialists. His basic idea of a peaceful transformation of society was criticized by Karl Marx, who, if he relegated cooperativism as an effective organization of labor, defended the idea that such a transformation would never take place in the proposed way. Generally these facts are omitted or minimized in the main by the compendia of cooperativism
Governability of tourist policies: the role of the participation spaces in the perspective of the network analysis and the institutional theory
Abstract The discussions presented in this article propose an original reading on the participation in the processes of the tourist implementation policies subject to institutionalized spaces searching for more legitimacy than efficiency. The study is supported by a theoretical outline that sees the reflex of isomorphic processes in the institutional in-force changes. Objective: to study out the specific spaces between the state and non-state actors - projected by the tourist policies - strengthen the new governability. Methodology/Approach: the study of these processes is circumscribed to the imaginary limits of the organizational field defined by the tourist public policies network in Paraiba/Brazil. Both the field and the network were sketched as from the directed interviews, documents and bibliographic analysis and represented by sociograms, formulated via mathematical resources through the Social Network Analysis - SNA. The studied spaces of participation have their headquarters in Joao Pessoa, capital of Paraiba State. Results: the reading of the obtained results suggests that the institutionalized spaces of participation by the new governability have a transforming potential of the tourist reality in Paraiba, as they influence on the actions and strategies of the local actors. Yet, it is still early to assess if the spaces really produce significant institutional changes to deepen really legitimated and more efficient participative processes as well. Their virtuous circle may promote values and practices to strengthen the new governability
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
