The paper started by delving into the history of Book Publishing in Nigeria after which it proceeded by defining who an author, a publisher, and a bookseller is and expatiated on the indispensable roles of these key actors in Nigerian Book Industry and in the emerging Information Society. Furthermore, the various constraints to book development were identified while the paper advised on how the Book Industry can be further promoted in Nigeria. However, the paper concluded and made recommendations on how the Book sector can help in enhancing scholarship in the country

    Pavement design methods based on the elastic layer theory idealize the pavement structure as consisting of linear elastic layers and utilize the theory of elasticity to predict limiting stresses and strains. The assumption of elastic behavior may be valid for relatively stiff pavement materials. In unpaved roads, consisting of unbound granular bases overlying cohesive subgrades, the assumption of elastic behavior is unlikely to be valid. The behavior of such pavements under traffic stresses is markedly nonlinear. Pavement design methods based on the ultimate strength approach assume shear failure of the pavement structure at sufficiently high traffic stresses. Pavement material behavior is assumed to be plastic rather than elastic. The assumption of plastic response is more realistic for unpaved roads in which traffic stresses exceed the elastic range of the pavement materials. The determination of the ultimate wheel load that a pavement structure can sustain is the most important component of a design process based on bearing capacity theory. Existing solutions are restricted to a narrow range of material properties and are also deficient in the manner in which they determine ultimate wheel loads. General and accurate solutions for the determination of the bearing capacity of pavement structures are required. The incorporation of climatic factors in the pavement design process is another important component of design based on bearing capacity theory. Existing methods assume full saturation of the subgrade. Experience has shown that in many regions of the world full saturation rarely occurs and the assumption of full saturation leads to overdesign. There is a need to incorporate the influence of matric suction in the determination of ultimate wheel loads. A limit equilibrium solution, which can handle any combination of pavement material properties, is proposed for the determination of bearing capacity in a 2-layer pavement system. To enable the incorporation of climatic factors in the determination of ultimate wheel loads, limit equilibrium solutions are proposed for the determination of the effects of positive pore-water pressures and matric suction on bearing capacity. The solution developed for the influence of matric suction on bearing capacity is verified in the laboratory using model footing tests in homogeneous soils equilibrated under constant levels of matric suction. A simple method of testing compacted soils in the direct shear apparatus as well as a method of analyzing the test results in terms of the stress state variables is proposed. The method of testing and analysis is shown to give results which are comparable to the results of the modified direct shear test. The method is considered to be a simple and viable alternative for the characterization of shear strength of compacted unsaturated soils. Finally, a method based on bearing capacity theory is proposed for designing unpaved roads whose structure consists of a base layer overlying a subgrade. The method can handle any combination of shear strength parameters as well as constant levels of matric suction in the pavement layers

    Wine Monopoly Assessed by the Contemporaries of S.Y. Vitte

    Introduction. The introduction of monopoly is associated with the minister of finance S.Y. Vitte, who initiated an active reforming activity during the economic modernization of the country. The current article analyzes social and economic consequences of introducing the wine monopoly assessed by the contemporaries of S.Y. Vitte. This was one of the most complicated and controversial reforms in term of acceptance by the society, which raised opposite assessments, including ones with regard to Vitte himself. Notwithstanding the above, it became a part of the “Vitte’s Program” aimed at the creation of the national industry during the country’s economic modernization. In this context the monopoly solved an important problem, in particular, it helped to search and attract funds inside the country in order to solve the set targets, which caused controversial reaction in the society. A number of prominent state and social officials as well as famous economic scientists spoke about its implementation. Methods and materials. The author analyzed different points of view expressed by such officials as: M.M. Kovalevskiy, I.H. Ozerov, P.P. Migulin, N.A. Velyaminov, N.I. Fridman, M.N. Kulomzin, A.F. Koni, P.L. Bark, V.N. Kokovtsov, P.H. Shvanebach, L.D. Hodskiy and others, who gave their estimation of social and economic consequences of introduction of the wine monopoly, as well as the role of Vitte in its development, implementation and social and economic consequences, in their publications, articles, reminiscences and memoirs. Basic methods of research used in the article are historical and genetic and comparative historical. They allow assessing general and specific issues in the approaches and assessments of the completed reform. Analysis. Although the necessity of the monopoly introduction was discussed in the Government long before Vitte, his predecessors at the position of the minister of finance have not decided to make this step, as they understood the reaction, which will be caused in the society due to its introduction. Indeed, after the monopoly has been introduced, a number of prominent state and social activists expressed their opinion about the necessity of its introduction, the role of Vitte in its development and implementation as well as about the social and economic consequences of this reform. Among the liberal circles the estimations were mostly of a critical nature. Having admitted that the excise system was not able to eliminate alcoholism and that the organization of alcoholic industry needed serious reforms, liberal mass media of that period did not anchor any hopes on the improvement of the industry with the official trade. However, the analysis of the reform made among its developers as well as certain scientific and social actors was more balanced and objective. Results. Therefore, the reform of drinks (wine monopoly), which was introduced by Vitte in 1894 and existed almost till the beginning of the First World War was controversially assessed by its contemporaries and, as it was shown during the conducted research, often the reason for this was the attitude to Vitte himself. The critics of Vitte, as a rule, did not take into account that by introducing the monopoly he defended mostly the interests of the state and after his resignation he was no longer personally responsible for its final results. In this regard, the last minister of finance of the Russian Empire, P.L. Bark, who replaced the monopoly during the First World War with the nonalcohol law, in his memoirs highly appraised the role of Vitte in the development and implementation of the reform and considered it quite reasonable in the relevant historical conditions. Most of the contemporaries agreed that the introduction of the monopoly helped to significantly increase the cash flow to the budget, at that, the monopoly failed to solve the second important goal, which is the decrease of alcoholism level among peasants – major part of the empire’s population.     Environmental factors influencing target selection for residential burglary: experimental study using virtual reality

    Data on the decision-making process of residential burglars at the micro-level are scarce. Furthermore, to the best of our knowledge, none of the related studies have investigated multiple relationships between the design features of a target, a burglar’s assessment of effort and risk involved in the crime, and the final decision on target selection. This study aimed to test the hypothesis that a burglar’s judgment of how difficult (ease of intrusion) and how risky (risk of detection) it would be to break into a certain target may mediate the relationship between the target’s design features and target selection. The experiment using virtual reality was conducted to obtain more credible data by maximizing the immersion of participants, and the collected data were analyzed using path analysis. The results showed that the assessment of ease of intrusion and risk of detection for a burglary target served as mediators between the design features of the target and the decision on target selection. This study also found that the ease of intrusion and risk of detection were not evaluated independently but instead had influential relationships.     Through psychoanalytical approach, the thesis examines the image of the woman and the couple in three works of S.Y. Agnon, recipient of the 1966 Nobel Prize for Literature, in which the couple and an object of desire occupy a central place : Agunot, a short story written in 1908 when the author is only 21 years old, Sipur Pashut a two hundred page novel written in 1935 and Shira a long novel that Agnon is unable to finish. Although some chapters appear in the press in the late 1940’s and early 1950’s, the novel itself was published posthumously by the author’s daughter according to her fathers will in 1971. After analyzing each story separately, the thesis evaluates by comparison the Freudian influence in the structure of each story, the behavior of the characters, the dynamic within the couple, their dreams as well as the void caused by the absence of the beloved person. This thesis also analyzes Agnon’s ambivalence towards psychoanalysis.La thèse se propose d’étudier, à l’aide d’une approche psychanalytique, trois œuvres de S.Y. Agnon, prix Nobel de littérature en 1966, dans lesquels le thème du trio amoureux, un couple et l’objet de désir ou d’amour extérieur à ce couple, occupe une place centrale : Agounot (Abandonnées), une histoire courte écrite en 1908 alors que l’auteur n’a que 21 ans, Sipour Pashout (Une simple histoire), un récit entre novella et roman publié en 1935 et Shira, un long roman que l’auteur ne semble pas pouvoir terminer, dont certains passages paraissent dans la presse vers la fin des années 1940 mais qui sera publié en 1971 à titre posthume par la fille d’Agnon, en charge de l’œuvre, et ce, à la demande de son père.     Energy matching: Key towards the design of sustainable photovoltaic powered products

    The starting point of this dissertation is the observation that today a vast amount of 'PV powered' products are already on the market. However, in these PV powered products quite often the choice of PV cells seems random and PV cells function mostly as add-on units to give the product a 'green' energy image. Because of this 'add-on' approach, the PV cells remain foreign bodies which are not well-integrated into the total product design. As a result in today's PV powered products often a sub-optimal matching between the PV cell characteristics, energy storage and the product user contexts. Therefore, the keyword to obtain a mature and sustainably designed PV powered product will be matching. As a result the research question is formulated as: What systematic matching can be achieved between the elements and interfaces of the energy chain of photovoltaic powered mobile/wireless products? The emphasis of this dissertation will be on the optimal matching in the energy chain of PV powered products. For this purpose, an Energy Matching Model of the energy chain is developed. This dissertation will present how, why and under what circumstances a novel Energy Matching Model and associated Figure of Matching algorithm can support industrial designers in developing sustainable photovoltaic powered products. This PhD research project is executed within the framework of the SYN-Energy program which explores the feasibility of a transition towards the use of photovoltaic (PV) cells in consumer and professional products.
